"Closing the R&D Gap, Evaluating the Sources of R&D Spending"
Both spending and tax policies have been implemented in the United States with the goal of stimulating private sector research and development (R&D). Karier questions whether current R&D policy, especially the research and experimentation tax credit, can contribute to closing the gap between nondefense expenditures on R&D in the United States and such expenditures in other countries, such as Japan and Germany. He also explores possible changes to our current R&D policy to make it more effective.
Gang Member: Who Says? Definitional and Structural Issues
Owing to a number of high profile shootings in the UK over the past decade, there has been a significant amount of media and political interest in youth gangs. This chapter reports on a study conducted in 2009 in a large city in the North of England. It discusses the structure and formation of gangs in this city from the view of the young people identified as gang members and those responsible for this identification, i.e. police officers. Findings demonstrated that few of the young people viewed themselves as belonging to a gang, indeed many were scathing of such an attribution, contesting its applicability. A more accurate description of these young people is of a rather loose and fluid interlinked but informal social network of friends and associates. There was evidence that the authorities’ labeling of some young people as gang members and adoption and use of gang names attributed coherence and identity to what was often only fluid and transitional youth group formations. This may have created the very circumstances it sought to challenge
Measurement of the ratio of prompt χ c to J / ψ production in pp collisions at √s = 7 TeV
The prompt production of charmonium χ c and J / ψ states is studied in proton-proton collisions at a centre-of-mass energy of √s = 7 TeV at the Large Hadron Collider. The χ c and J / ψ mesons are identified through their decays χ c → J / ψ γ and J / ψ → μ + μ - using 36 pb - 1 of data collected by the LHCb detector in 2010. The ratio of the prompt production cross-sections for χ c and J / ψ, σ (χ c → J / ψ γ) / σ (J / ψ), is determined as a function of the J / ψ transverse momentum in the range 2 < p T J / ψ < 15 GeV / c. The results are in excellent agreement with next-to-leading order non-relativistic expectations and show a significant discrepancy compared with the colour singlet model prediction at leading order, especially in the low p T J / ψ region
Computational synthesis of substrates by crystal cleavage
The discovery of substrate materials has been dominated by trial and error, opening the opportunity for a systematic search. We generate bonding networks for materials from the Materials Project and systematically break up to three bonds in the networks for three-dimensional crystals. Successful cleavage reduces the bonding network to two periodic dimensions. We identify 4693 symmetrically unique cleavage surfaces across 2133 bulk crystals, 4626 of which have a maximum Miller index of one. We characterize the likelihood of cleavage by creating monolayers of these surfaces and calculating their thermodynamic stability using density functional theory to discover 3991 potential substrates. Following, we identify distinct trends in the work of cleavage and relate them to bonding in the three-dimensional precursor. We illustrate the potential impact of the substrate database by identifying several improved epitaxial substrates for the transparent conductor BaSnO3. Molecular structure of highly excited resonant states in Mg-24 and the corresponding Be-8+O-16 and C-12+C-12 decays
Exotic Be-8 and C-12 decays from high-lying resonances in Mg-24 are analyzed in terms of a cluster model. The calculated quantities agree well with the corresponding experimental data. It is found that the calculated decay widths are very sensitive to the angular momentum carried by the outgoing cluster. It is shown that this property makes cluster decay a powerful tool to determine the spin as well as the molecular structures of the resonances.Physics, NuclearSCI(E)7ARTICLE5null8

Digraphs, automata and sandwich semigroups of binary relations
Vita.This work is an outgrowth of recent work done investigating the transfer of information between automata and various semigroups associated with automata. Dennis Geller has introduced some relationships concerning automata and studied the information semigroups of automata give about these relationships and vice-versa. Also, A. C. Fleck, E. T. Hedetniemi and R. H. Oehmke have introduced graph isomorphism between automata and studied S-semigroups of automata. We generalize the concept of S-semigroups and study these new semigroups in terms of pathwise isomorphism. We show that our semigroups are isomorphic in a certain sense if and only if their respective machines are pathwise isomorphic. We also show that the usual machine isomorphism implies pathwise isomorphism, but not conversely. Since diagraphs can be associated with automata, some of our work applies to digraphs. Our new semigroups associated with automata lead us naturally to new semigroups of binary relations. In particular we introduce a new multiplication on binary relations by means of an arbitrary but fixed "sandwich" relation. We give algorithms for constructing idempotents and regular elements in these new semigroups. R. J. Plemmons and M. West have characterized Green's relations in the usual semigroup of binary relations, and we use these to characterize Green's relations in our semigroups
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
