Bank in the case of personating giver of credit to debtor in its execution have to pay attention healthy credit ground, as expressed Section 8 sentence (1) of Law Banking, that in giving defrayal or credit pursuant to Principle Moslem law (Prinsip Syariah), public bank is obliged to have confidence pursuant to circumstantial analysis of ability and also debtor readiness to pay its debt or return such defrayal is matching with the one which promised. Hence PT. Panin Bank of ‘Tok. Cabang Utama Medan (Panin Bank) in agreement of made credit always ask debtor to deliver guarantee in the form of real property above him able to give rule of law and protection to bank /ereditor, because giving security to bank of its law facet and also from its economic value which is on generally mount to continue. So that require to study by problems of execution of analysis and assessment to real property of him as debt guarantee in course of giving of credit in Panin Bank, constraint faced and conducted legal effort, if in execution happened deviation. ‘This research have the character of analytical descriptive with method approach of empirical juridicial in PT. Panin Bank Tbk. Cabang Utama Medan, with research population is entire assessment case and analysis to real property debt guarantee above him, by purposive sampling from other side that is 5% from amount of case Result of research show: assessment by Panin Bank to real property above him taken as debt guarantee in course of giving of credit, is by identifying ‘problems to be able to be made action plan, data collecting followed with data Verification to analysis data with approach method (approach cost, data market of approach of of income approach), pursuant to this data analysis is reached by a conclusion of value of land following building of its. Pursuant to this assessment of Panin Bank can know responsibility rights (hak tanggungan) value of debt ‘guarantee which must be specified in Giving of Rights Responsibility Deep (kia Pengikatan Hak Tanggungan/APHT). Cordage of credit and cordage of guarantee conducted by signing agreement of credit and agreement of guarantee. Resistance ‘met by Panin Bank in execution of analysis and assessment to real property of him as debt guarantee in course of giving of credit is existence of the double existence of ownership of guarantee object, object location which is difficult to be reached and the happening of suing of debtor wife/ husband because guarantee object in the form of community property. Effort conducted by Panin Bank, ifn execution of analysis and assessment happened deviation, is seen at deviation form that happened is, the following: Rights responsibility (hak tanggungan) value of is set in Giving of its Rights Responsibility Deep (APHT) value is lower the than guarantee value, hence conducted effort have to improve responsibility rights value by installing both responsibility rights with responsibility rights value coming near guarantee value. Difference of assessment of independent assessor for bank inter, hence bank is obliged to use value which is lower. If new/addition/change credit of raised and assessment of guarantee have been conducted by but passing determined time, hence must be done reappraisal Existence of suing of wifeshusband party because debtor vouch for community property, hence party conducting suing have to equip document giving chapter and verse to domicile the guarantee mentioned as community property, that is Marriage Deep (Akta Perkawinan) to ascertain party (debtor couple) in charge give approval of credit, Suggested to officer of Bank, specially credit analyst officer of document and archives so that really more accurate in the case of checking document that delivered by good debtor candidate that is debtor's financial statement, data of collateral, debtor candidate identity, and other conditions. This matter will close ‘opportunity to debtor which is bad character to endanger fluency return of credit To debtor party to remain to look after bookkeeping of financial statement better, and also sincerity and cooperation in the case of equipping all conditions of application of eredit asked by officer of Bank so that water down process analyses credit by Bank party, because liquefied of credit hence have logical consequence to utilize debtor business continuation.168 HalamanTesis Magiste

LTE OPTIMIZATION USING THE ELECTRICAL TILT METHOD AT THE MANDAU SITE Mhd Azwar Taruna 1* , Mulyono 2 , Rika Susanti 3 , Sutoyo 4 Department of Electrical Engineering, State Islamic University of Sultan Syarif Kasim, Riau [email protected] Received : 20 November 2022, Revised: 15 December 2022, Accepted : 15 December 2022 *Corresponding Author ABSTRACT LTE provides data rates of up to 100 Mbps on downlink and up to 50 Mbps on uplink. The Duri-Bengkalis area is one example of the large number of LTE users, but because the location is surrounded by densely populated settlements, especially in the Mandau area. based on the results of the drive test conducted, a problem was found, namely throughput quality which was in very bad condition. Therefore, a network optimization simulation was carried out using the Electrical Tilt method to overcome the problem of very poor throughput conditions. This implementation method is carried out using Software Atoll. This study aims to get better quality and network performance and to get an analysis of the effect of optimization on throughput parameter values on LTE networks. The throughput results obtained after optimization at the Mandau site with a value on Jalan Obor 2 from 1000 kbps increased to 19,000 kbps, Jalan Torch 1 from 1000 kbps increased to 50,000 kbps, on Jalan Bandes from 5000 kbps increased to 50,000 kbps, Jalan Swadaya from 5000 kbps increased to 50,000 kbps and on Jalan Hangtuah from 1000 kbps increased to 50,000 kbps. Developing countries'participation in the World Trade Organization

In the 1960s and 1970s developing countries viewed UNCTAD (United Nations Conference on Trade&Development) rather than the GATT (General Agreement on Tariffs&Trade) as the main institution through which to promote their interests in international trade. But beginning with the Uruguay Round in the mid-1980s, their attitude changed, many more of them became members of the GATT, and a significant number played an active role in negotiations. The author analyzes developing countries'representation and participation in the World Trade Organization (WTO) as of mid-1997 to determine how developing countries can effectively promote their interests and discharge their responsibilities under the rules and agreements of the new organization. He concludes that although many developing countries are actively participating in the new process, more than half of the developing countries that are members of the WTO participate little more than they did in the early 1980s and have not increased their staffing, despite the vastly greater complexity of issues and obligations. Institutional weaknesses at home are the main constraints to effective participation and representation of their interests at the WTO. To make their participation more effective, he recommends that the developing countries establish adequately staffed WTO missions based in Geneva; failing that, pooling their resources and representation in Geneva; and being sure to pay their dues, which are typically small. He also recommends that the international community place higher priority on programs of assistance in support of institutional development of poorer countries aimed at enhancing their capacity to participate in the international trading system and the WTO -- and that the WTO review its internal rules and procedures to ensure that inadvertently they do not make developing countries participation more difficult.Economic Theory&Research,Decentralization,Economic Conditions and Volatility,Country Strategy&Performance,Labor&Employment Law,Trade and Services,Poverty Assessment,Economic Theory&Research,World Trade Organization,Country Strategy&Performance

AbstractThis paper is part of the research results that reveal the communicative action by the virtual community Forum Anti Fitnah Hasut dan Hoax (FAFHH) on Facebook to reduce disinformation on social media as a new public sphere. This paper is viewed from the perspective of the Theory of Communicative Action initiated by Jurgen Habermas. Habermas's idea is very important for this paper because it offers a broader framework for understanding social media as a public sphere. It is also to understand how individuals or communities seek to achieve common understanding within groups to promote cooperation, not just to achieve personal goals. This paper uses a critical, qualitative paradigm with a virtual ethnographic method. Data collection was carried out by observing participants in virtual communities FAFHH on Facebook. In addition to observations, the author also conducted in-depth interviews with virtual community managers (admins and moderators). The results of this study indicate that the FAFHH virtual community has fulfilled the requirements as a public sphere. In addition, the FAFHH virtual community has also fulfilled the validity claim in communicative actions. Keywords: disinformation, virtual community, social media, communicative action, public sphere
