Vesiensuojelun suhde maankäytön sääntelyyn haja-asutusalueen ranta-alueilla
No full textLuonnon hyödyntämisen ja suojelun konflikti on keskeinen tekijä yhteiskunnallisessa päätöksenteossa, kuten myös yksilön valinnoissa. Erityisesti vesien suojelun suhteen tehtävillä valinnoilla voi olla kauaskantoisia seurauksia, joiden kanssa tulevatkin sukupolvet joutuvat elämään. Siksi on tärkeää tunnistaa, millainen asema suojelusääntelyllä on oikeusjärjestyksessä ja miten siihen suhtaudutaan lainsoveltamistilanteissa. Kyseessä on laaja kokonaisuus, josta tähän tutkielmaan on valittu haja-asutusalueen ranta-alueita koskeva sääntely, joka on Suomen oloissa tärkeä vesiensuojelun osa-alue.
Vesiensuojelusäännösten siirtyminen vesilaista osaksi ympäristönsuojelulakia yhtenäisti suojelukäytäntöjä ja selkeytti lakien välistä suhdetta. Ympäristönsuojelulainsäädännön soveltamisalat ovat kuitenkin edelleen jossain määrin limittäiset, minkä lisäksi niiden soveltamisessa tulee ottaa huomioon suhde maankäyttö- ja rakennuslakiin. Lakien keskinäinen suhde vaikuttaa ratkaisevasti suojelusäännösten tehokkuuteen ja vaikutusmahdollisuuksien laajuuteen. Pelkillä suojelusäännöksillä vesien tilaa ei voida ennallistaa tai parantaa, vaan siihen tarvitaan tukea maankäytön ohjauksesta ja sääntelystä. Maankäyttö- ja rakennuslain kaavoitus- ja suunnittelutarveratkaisu-säännöksillä on suuri vaikutus vesistöjen tilaan ranta-alueiden maankäytön sekä rankentamisen kautta.
Tutkielmassa tarkastellaan haja-asutusalueiden ranta-alueita koskevaa maankäytön ja vesiensuojelun de lege lata -sääntelyä, jota taustoitetaan historiallisen kehityksen esittelyllä, mikä auttaa ymmärtämään lainsäätäjän tarkoitusta ja tavoitteita. Maan- ja vesienkäytön ja vesiensuojelun välistä suhdetta sekä sen toteutumista oikeuskäytännössä analysoidaan sen selvittämiseksi, mikä on vesiensuojelun asema suojelun ja hyödyntämisen leikkauspinnalla. Tutkielmassa esitetty kritiikki kohdistuu vesiensuojelusäännösten heikompaan asemaan suhteessa kaavasääntelyn ja kaavojen toteutukseen, sillä taloudellinen kasvu, infrastruktuurin kehittäminen ja alueellinen kilpailukyky ovat varsin merkityksettömiä, jos samalla menetetään puhtaat vesistöt
Vivir Bien as an Alternative to Neoliberal Globalization : Can Indigenous Terminologies Decolonize the State?
No full textThis title is published in Open Access with the support of the University of Helsinki.Presenting an ethnographic account of the emergence and application of critical political alternatives in the Global South, this book analyses the opportunities and challenges of decolonizing and transforming a modern, hierarchical and globally-immersed nation-state on the basis of indigenous terminologies.
Alternative development paradigms that represent values including justice, pluralism, democracy and a sustainable relationship to nature tend to emerge in response to – and often opposed to – the neoliberal globalization. Through a focus on the empirical case of the notion of Vivir Bien (‘Living Well’) as a critical cultural and ecological paradigm, Ranta demonstrates how indigeneity – indigenous peoples’ discourses, cultural ideas and worldviews – has become such a denominator in the construction of local political and policy alternatives. More widely, the author seeks to map conditions for, and the challenges of, radical political projects that aim to counteract neoliberal globalization and Western hegemony in defining development.

Variations on the Author
No full text“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

Tämän tutkimuksen tavoitteena oli selvittää seurakuntien diakoniatyöntekijöiden kokemuksia mielenterveystyöstä yhtenä diakoniatyön osa-alueena. Keskeisessä roolissa olivat lisäksi työntekijöiden kokemukset omasta ammatillisesta osaamisestaan sekä mielenterveystyön kehittämishaasteista diakoniatyön osalta.
Aineisto kerättiin toteuttamalla neljä yksilöhaastattelua puolistrukturoituina teemahaas-tatteluina yhden maaseutuvaltaisen rovastikunnan alueella. Kaikki haastatellut diakonia-työntekijät työskentelivät eri seurakunnissa. Haastattelumateriaali litteroitiin, jonka jälkeen se analysoitiin teemoittelemalla.
Tutkimustulosten mukaan mielenterveysasiakkaiden määrä diakoniavastaanotoilla on lisääntynyt huomattavasti viime vuosina. Mielenterveysongelmista kärsiville oli seura-kunnissa tarjolla erilaista toimintaa, joista merkittävimpiä olivat keskusteluapu sekä ryhmätoiminta. Yleisen seurakuntatyön piiriin katsottiin kuuluvan lisäksi mielenterveyttä tukevaa toimintaa.
Diakoniatyöntekijät kokivat tärkeimmiksi työvälineikseen elämän- ja työkokemuksen sekä kuuntelutaidon. Terapiamenetelmiä pidettiin toissijaisina. Kokemus lisäkoulutuksen tarpeesta vaihteli haastateltavasta riippuen. Diakoniatyöntekijöiden mielestä tulevaisuuden haasteena olivat erityisesti ne asiakkaat, jotka eivät ole minkään palvelujen piirissä. Lisäksi väestön taloudellisen eriarvoistumisen katsottiin näkyvän myös diakoniavastaanotoilla. Tutkimuksen perusteella olisi tulevaisuudessa tärkeä tiedottaa entistä paremmin diakoniatyön olemassaolosta sekä huomioida tulevaisuuden haasteet ja diakoniatyön rajalliset resurssit.Ranta Eeva-Maria
Diaconal workers´ experiences in mental health care.

The goal of the study was to find out diaconal workers´ experiences of mental health care as a part of their work. The main focus was in diaconal workers´ perceptions of their own professional skills as well as of what the main developmental challenges are in mental health care that is implemented in diaconal work.
The data was collected by conducting four individual theme interviews in one deanery. All interviewees worked in different parishes.
According to the results of the study, the number of mental health clients has increased significantly during the past few years. Parishes offer to them different types of activi-ties, of which the most common are conversational therapy and peer groups. Different types of activities were also considered supporting mental health.
Diaconal workers considered their life- and work experiences as well as active listening to their most important working tools. Therapy methods were held only as secondary tools. The need for additional education varied. Diaconal workers felt that especially the clients who are not receiving any social services are the challenge in the future. Eco-nomical inequality has also been observed in the diaconal work. According to the study, in the future, it would also be important to inform people better of diaconal work and pay attention to the future challenges as well as to the limited scarce of diaconal work

Está constituído a partir de uma visão crítica da História, o que permite que ?outras imagens?, fragmentárias e não monumentais, também tenham espaço. Em diálogo com o princípio da montagem, este esboço apresenta-se em duas partes. Na primeira, Imagens possíveis, estão citadas as imagens elaboradas em vida e post mortem acerca do austríaco-brasileiro que nasceu em Viena em 1900, se exilou no Brasil em 1939 e morreu no Rio de Janeiro, em 1978. Na segunda, Montagens possíveis, apresentam-se duas possibilidades de exercício biográfico: pela leitura alegórica do documentário O velho e o Novo (Otto Maria Carpeaux), entendido como instrumento de intervenção no contexto ditatorial brasileiro e de uma reelaboração biográfica concernentes às suas experiências europeias; e pelo Caderno de imagens críticas, registro dos encontros em Carpeaux pelo meio de imagens críticas produzidas a partir da cesura do presente.Abstract : This biographical sketch attempts to quote some images of Otto Maria Carpeaux: various types of biographical constructions, carried out in different contexts by disparate authors under conditions just as distinct. It stems from a critical view of history, allowing for ?other images? fragmented and non-monumental ? to share the space.In dialogue with the montage principle, this sketch has two parts. The first, Possible Images, quotes the images produced during and after the life of the Austrian-Brazilian, who was born in Vienna in 1900, went to Brazil in exile in 1939 and died in Rio de Janeiro in 1978. The second part, Possible Montages, presents two possibilities of a biographical exercise: through the allegorical reading of documentary O Velho e o Novo (Otto Maria Carpeaux), understood as an instrument of intervention in the Brazilian dictatorship context and as a biographical retelling of the author?s European experiences; and through my Scrapbook of Critical Images, a record of the encounters in Carpeaux through critical images produced from the caesura of the present
