IMPLEMENTASI KEBIJAKAN PERATURAN MENTERI AGAMA NOMOR 32 TAHUN 2020 TENTANG MA’HAD ALY: ANTARA HARAPAN DAN DILEMA
The enactment of Law Number 18 of 2019 concerning Islamic Boarding Schools, followed by Regulation of the Minister of Religion of the Republic of Indonesia Number 32 of 2020 concerning Ma\u27had Aly, should be a hope for organizers and managers of education in the Islamic boarding school environment. These hopes include funding support and certainty of Ma\u27had Aly graduates. In addition, there is a legal guarantee for fulfilling the right to obtain employment opportunities and continue studies to the next level of education. Providing guarantees of recognition, affirmation, and facilitation for Islamic boarding schools based on their traditions and characteristics is a sociological and philosophical consideration when forming Islamic boarding school laws. To date, this guarantee has not been fully realized. The hope of Islamic boarding schools is still accompanied by the dilemma of ensuring recognition from the government. The author is interested in uncovering what the managers of Ma\u27had Aly are worried about, especially after the implementation of PMA Number 32 of 2020 concerning Ma\u27had Aly. The researcher\u27s focus is to describe the implementation of these regulatory policies. Because it concerns statutory norms, the method used in this research is normative juridical research, namely, literature study research, to examine PMA 32 of 2020. The aim is to describe the implementation of PMA 32 of 2020 for Islamic boarding schools that organize Ma\u27had Aly, the problems experienced by the management, and how the Ministry of Religion responds to the Islamic boarding school\u27s hesitation in implementing recognition, affirmation and facilitation policies. As a result, there are still problems for the organizers of Ma\u27had Aly. The external quality assurance system through the community assembly has not shown its productivity. The government, in this case, the Ministry of Religion, needs to be encouraged to have the courage to take strategic policy steps as a concrete form of recognition, affirmation and facilitation of Ma\u27had Aly implementation policies. Apart from that, the government is also encouraged to form a directorate general of Islamic boarding schools to solve bureaucratic problems in Islamic boarding school services
PENYUSUNAN PEDOMAN PENGELOLAAN KEUANGAN PESANTREN
Islamic boarding schools inevitably provide services for the implementation and management processes. It requires adjustments to increasing needs. Each Islamic boarding school has different characteristics, because It is founded by different figures. There are different ways to financial management in Islamic boarding schools. The role of Kiai as a central figure is very decisive in financial management. Pondok Pesantren Salafiyah Syafi\u27iyah Sukorejo is one of the Islamic boarding schools that have own financial management system. Three units are technically managing finances in Pondok Pesantren Salafiyah Syafi\u27iyah Sukorejo. They are Treasurer, the Supreme Audit and Wealth Agency of Ma\u27had (BPK2M), and the Budget Team. To ensure the service system in financial management, it is necessary to develop financial management guidelines. The mentoring steps taken included sharing ideas, absorbing information, discussing and conducting joint studies with stakeholders in the Islamic boarding schools. As a result, the draft financial management guidelines were included in the master plan for Islamic boarding schools. The need for guidance on financial management of Islamic boarding schools is in line with the theory of planning, innovation, and several financial regulations established by the State. In management, planning is needed because the spirit is innovation and meeting the demands of change to meet the needs of the organizers and the Islamic boarding schools community itself

Because good and the quality of schools is closely related to public perception. In the context of understanding the dynamics of the development of schools to meet the needs of the service quality in order to produce good quality graduates, Boarding School in conjunction with the momentum Salafiyah Shafi\u27ites unification of universities in boarding schools, formed an organization that serves to accelerate the implementation of the quality of schools. The new institution called the Quality Assurance Agency Boarding School (Pesantren LPM) which is responsible to the Pesantren. Duties and functions are giving consideration to the development of quality caregivers for boarding. To know and understand how the LPM performance Pesantren, we perform community service through Pesantren LPM. Purpose and tujuannnya is providing assistance for the implementation of the vision and mission of the LPM, LPM know the planning and work, measures and follow-up activities, and how LPM involved in the process of quality development organization of schools. Analisis terhadap hukum wakaf berjangka waktu : studi komparatif pendapat Imam Asy-Syafi'i dan Imam Abu Hanifah
Perkembangan masyarakat sekarang sangat jauh berbeda dengan kondisi masyarakat dulu, kususnya dalam permasalahan wakaf, masyarakat di Indonesia yang mayoritas menganut madzhab asy-Syafi‟i, Beliau berpendapat bahwa wakaf itu bersifat lazim artinya harta yang diwakafkan itu tetap (mu’abbad). Sedangkan Imam Abu Hanifah berpendapat bahwa wakaf itu bersifat ghairu lazim (tidak tetap) artinya harta yang telah di wakafkan itu masih dalam kekuasan wakif sehingga wakif bisa menarik kembali harta yang telah di wakafkan.. Perbedaan pendapat tersebut, bisa memunculkan akibat hukum yang berbeda-beda karena adanya perbedaan istinbat dan alasan yang digunakan Imam asy-Syafi‟i dan Imam Abu Hanifah.
Adapun tujuan penelitian adalah (1) untuk mengetahui alasan-alasan dan dasar istinbath hukum yang di gunakan oleh Imam As-syafi‟i dan Imam Abu Hanifah (2) Untuk mengetahui penyeselaian dari perbedaan pendapat dan mengambil yang lebih rajih dari dua pendapat tersebut yang sesuai dengan hukum yang berlaku di indonesia (3) untuk mengetahui akibat hukum dari dua pendapat antara Imam asy-Syafi‟i dan Imam Abu Hanifah
Metodologi penelitian yang digunakan adalah penelitian kualitatif dengan pendekatan perbandingan, dimana penelitian ini menitikberatkan kepada penelitian kepustakaan (library research) yaitu metode penulisan skripsi dengan menggunakan metode penelitian kepustakaan dengan mengambil Sumber data yang diperoleh dari data primer dan data sekunder. Dalam penelitian ini, penulis menggunakan metode pengumpulan data dengan teknik dokumentasi. Setelah mendapatkan data yang diperlukan, maka data tersebut dianalisis dengan metode analisis komparatif.
Hasil penelitian menunjukkan pertama, Imam asy-Syafi‟i berpendapat bahwa wakaf itu bersifat muabbad (tetap) atau permanen dengan alasan harta yang telah di wakafkan sepenuhnya sudah milikAllah dan manfaatnya untuk Publik, sudah tidak bisa di tarik kembali oleh wakif dan menurut Imam Abu Hanifah wakaf itu bersifat ghairu lazim (tidak tetap) oleh karenanya harta wakaf bisa di tarik kembali oleh wakif karena seperti halnya ariyah (pinjam meminjam) kedua untuk mengetahui penyelesaian masalah dari perbedaan pendapat tersebut penulis mengambil dalil-dalil dan dasar istinbath hukum yang lebih kuat dan yang masih relevan di antara dua pendapat tersebut ketiga untuk mengetahui akibat hukum dari dua pendapat tersebut penulis menganalisis pendapat imam Asy-Syafi‟i dan Imam Abu Hanifah yang dapat di realisasikan serta sesuai Undang-Undang Wakaf yang berlaku di Indonesia
Kebijakan Sekolah Menengah Kejuruan di lingkungan pondok pesantren: studi terhadap Peraturan Daerah Jawa Timur nomor 9 tahun 2014 tentang Penyelenggaraan Pendidikan
Pemerintahan Daerah Provinsi Jawa Timur telah membentuk Peraturan Daerah Nomor 9 Tahun 2014 tentang Penyelenggaraan Pendidikan. Ada kebijakan pengembangan pendidikan yang di dalamnya mengatur Sekolah Menengah Kejuruan (SMK) Mini, selain mengatur pendidikan lainnya. Ada empat rumusan, yaitu: pertama, bagaimana proses pembentukan Perda, kedua, bagaimana materi muatan pengembangan pendidikan, ketiga, bagaimana implementasi kebijakan SMK di lingkungan Pondok Pesantren, dan keempat bagaimana evaluasi dan dampaknya.Penelitian disertasi ini adalah penelitian kebijakan dengan menggunakan jenis dan pendekatan kualitatif deskriptif, yang berkaitan dengan sistem, kelembagaan, peran aktor, proses, implementasi, dan evaluasi. Untuk memperoleh data, peneliti menggunakan teknik wawancara dan dokumentasi. Sedang analisis yang dipakai adalah melalui reduksi data, penyajian data, verifikasi dan kesimpulan.Kesimpulan yang diperoleh adalah, Perda Nomor 9 Tahun 2014 tentang Penyelenggaraan Pendidikan merupakan usul prakarsa Komisi E DPRD Provinsi Jawa Timur. Gagasan materi muatan pasal 41 berasal dari Gubernur, jauh sebelum raperda itu dimunculkan. Kedua, materi kebijakan pengembangan pendidikan diatur dalam pasal 37 sampai 42. Itu terlalu menyederhanakan konsep pengembangan pendidikan. Ketiga implementasi dilakukan melalui Perda APBD, Pergub Penjabaran APBD, Surat Keputusan Gubernur, dan Pedoman Teknis yang disusun oleh Dinas Pendidikan Provinsi Jawa Timur Bidang Pendidikan Menengah Kejuruan dan Perguruan Tinggi. Keempat, evaluasi dilakukan dengan menggunakan tiga pendekatan, yaitu evaluasi sumber pendanaan, evaluasi SDM pengelola, dan evaluasi model. Dampaknya dapat mendorong ekonomi kreatif para peserta didik lulusan SMK Mini. Model kebijakan publik yang ditemukan dalam penelitian adalah model pilihan publik, inkremental, kelembagaan, dan sistem yang didahului dengan tahap penyusunan agenda, adaptasi, dan formulasi kebijakan serta implementasi dan evaluasi kebijakan

Purpose of this research is to find empirical data, valid and reliable fact, about the possibility relationship between Accounting Conservatism and Earnings Response Coefficient (ERC).
The research file was obtained from Indonesia Stock Exchange (BEI),from May until June 2011. The research used survey methods by correlation approach. The sampling technique was simple random sampling. The population in this research was supplied from the company Property Real Estate and Building Contruction in 2009. The sample amount 32 companies.
To get data from two variables, used by the proxy or the accrual approach to accounting conservatism of the financial statements or financial reports that companies do not experience losses (Variable X) and regression slopa CAR (Cummulative Abnormal Return) with the EU (Unexpected Earnings) of each company samples to measure the Earnings Response Roefficient / ERC (Variable Y).
Analysis of condition test, which is normality error test of estimated regression of X on Y with liliefors test, result in Lcount = 0.1461, and Ltabel for n = 32 which level significant 0.05 is 0.1566, because L countFtabel, is 9.03 > 4,17, it’s mean that the regression equation is significant. And linearity regression test yield, in Fcount<Ftabel is 2,35< 2,51that can be interpreted that the regression equation is linear. Result of hypotesis test which pearson’s product moment show’s that rxy= -0,481, then significance of product moment correlation test whith t-test which yields tcount = -3,01 and ttabel = - 1,69 it can be result that product moment correlation rxy = -0,481 is not significance. Coefficient of determined obtain equal to 23,14%, it’s mean that 23,14% earnings response coefficients / ERC is determined by accounting conservatism.
The results of this study indicate a negative and significant relationship between accounting conservatism measured by proxy accrual approach with earnings response coefficients measured by slopa regression of cumulative abnormal return (CAR) with unexpected earnings (UE)

In the history of Indonesian, education policy has always been dynamic. Before independence until the reform era of education policy can not be separated from the political system. We know that education policy as part of education policy is a political product. Political configuration in every era of state political leadership has always changed according to the political wind and the configuration of political rulers. However, forces outside the governance system, such as educational community groups, will give color to the education system. When the political system demands the centralization of power, the education system will also concentrate on a centralized government.
