    Both spending and tax policies have been implemented in the United States with the goal of stimulating private sector research and development (R&D). Karier questions whether current R&D policy, especially the research and experimentation tax credit, can contribute to closing the gap between nondefense expenditures on R&D in the United States and such expenditures in other countries, such as Japan and Germany. He also explores possible changes to our current R&D policy to make it more effective.

    N-Terminal pro-brain natriuretic peptide (NT-proBNP) and cardiopulmonary exercise testing (CPET)-derived variables are gold standards for assessing prognosis in heart failure (HF) patients. We sought to refine cardiac events prediction by performing a combined analysis of NT-proBNP with markers of exercise ventilatory efficiency. Methods and Results: A total of 260 stable HF patients underwent measurements of plasma NT-proBNP levels before, at peak exercise, and at I-minute CPET recovery phase along with peak oxygen uptake (VO2), ventilation to CO2 production (VE/VCO2) slope, and exercise periodic breathing (EPB) determinations. After a median follow-up period of 20.6 months, there were 54 cardiac-related deaths. Univariate analysis including NT-proBNP at rest, at peak exercise, and at 1 minute recovery, peak VO2, VE/VCO2 slope, and EPB showed NT-proBNP to be the strongest independent predictor with equivalent performance for rest, peak, and recovery levels. Thus, only NT-proBNP at rest was considered (Harrel C 0.783, 95% confidence interval [CI] 0.722-0.844) with VE/VCO2 slope (Harrel C 0.720, 95% Cl 0.646-0.794), EPB (Harrel C 0.685, 95% CI 0.619-0.751), and peak VO2 (Harrel C 0.618, 95% Cl 0.533-0.704). With bivariate stepwise analyses, NT-proBNP along with EPB emerged as the strongest prognosticators (Harrel C 0.800, 95% Cl 0.737-0.862). Conclusions: In the refinement for robust outcome predictors in HE patients, NT-proBNP levels together with EPB led to the most powerful definition. VE/VCO2 slope and peak VO2 did not provide any prognostic adjunct. A biomarker/CPET approach seems very promising to warrant the continuous implementation in the prognostic work-up of HE patients

    Measurement of the ratio of prompt χ c to J / ψ production in pp collisions at √s = 7 TeV

    The prompt production of charmonium χ c and J / ψ states is studied in proton-proton collisions at a centre-of-mass energy of √s = 7 TeV at the Large Hadron Collider. The χ c and J / ψ mesons are identified through their decays χ c → J / ψ γ and J / ψ → μ + μ - using 36 pb - 1 of data collected by the LHCb detector in 2010. The ratio of the prompt production cross-sections for χ c and J / ψ, σ (χ c → J / ψ γ) / σ (J / ψ), is determined as a function of the J / ψ transverse momentum in the range 2 < p T J / ψ < 15 GeV / c. The results are in excellent agreement with next-to-leading order non-relativistic expectations and show a significant discrepancy compared with the colour singlet model prediction at leading order, especially in the low p T J / ψ region

    A SIFT-based software system for the photo-identification of the Risso's dolphin

    Photo-identification is a commonly used non-invasive technique that has been profitably employed in biological studies throughout the years. It starts from the assumption that a single individual can be recognized in multiple photos captured at different times by exploiting its unique representative and visible physical qualities such as marks, notches or any other definite feature. Hence, photo-identification is performed to infer knowledge about wild species' spatial and temporal distributions as well as population dynamics, thus providing valuable information especially when the species being investigated is ranked as data deficient. Furthermore, the technological improvements of the last decades and the large availability of devices with powerful computing capabilities are driving the research towards a common goal of enriching bio-ecological studies with innovative computer science approaches. In this scenario, computer vision plays a fundamental role, as it can successfully assist researchers in the analysis of large amounts of data. The aim of this paper is, in fact, to effectively provide a computer vision approach for the photo-identification of the Risso's dolphin, exploiting specific visual cues with a feature-based approach relying on SIFT and SURF feature detectors. The experiments have been conducted on image data acquired in the Gulf of Taranto from 2013 to 2017, conducting a comparative analysis of the performance of both SIFT and SURF, as well as a comparison with the state-of-the-art software DARWIN, and they proved the effectiveness of the proposed approach and suggested its application would be suitable to large scale studies. In conclusion, this paper shows an innovative computer vision application for the identification of unknown Risso's dolphin individuals that relies on a feature-based automated approach. The results suggest that the proposed approach can efficiently assist researchers during the photo-identification task of large amounts of data collected in such a challenging domain

    Molecular structure of highly excited resonant states in Mg-24 and the corresponding Be-8+O-16 and C-12+C-12 decays

    Exotic Be-8 and C-12 decays from high-lying resonances in Mg-24 are analyzed in terms of a cluster model. The calculated quantities agree well with the corresponding experimental data. It is found that the calculated decay widths are very sensitive to the angular momentum carried by the outgoing cluster. It is shown that this property makes cluster decay a powerful tool to determine the spin as well as the molecular structures of the resonances.Physics, NuclearSCI(E)7ARTICLE5null8
