Analysis of Homeland Security Regulations, Small Steps Forward, Giant Leaps to Go
This paper reviews the use of cost-benefit analysis in evaluating homeland security regulations. Until the recent use of "break-even analysis" by the Department of Homeland Security, analysis of regulations to reduce the risk of a terrorist attacks have been severely lacking. The costs were likely to be understated particularly because the costs of restrictions on immigration and of the curbing of civil liberties are omitted. Benefits were often left uncalculated leaving it impossible to meaningfully evaluate the policies being promulgated. The use of break-even analysis has improved the ability to evaluate homeland security policy. However, DHS needs to provide this information in a more consistent format in order to allow comparison of regulatory initiatives. DHS also needs to provide its own assessment of what the break-even analysis tells us about the likelihood that the benefits of their regulations outweigh their costs.
Reflexión sobre la naturaleza de la Consulta Previa, a partir de la obra de Edwar Vargas Araujo.
The author essayically discusses the futility of the figure of the Previous Consultation, as expressed in the Ecuadorian and Bolivian Magna Cartas, as long as it does not produce a legal obligation on the State. It is argued that the previous consultation does nothing more than generate a "calligraphic" reference, that is, not a real political force, which puts the environment and the Amerindian eco-culture at risk by the mining and hydrocarbon companies in protected territories.El autor diserta ensayísticamente acerca de futilidad de la figura de la Consulta Previa, tal como se expresa en las Cartas Magnas ecuatoriana y boliviana, mientras ella no produzca obligación jurídica sobre el Estado. Se argumenta, junto a Edwar Vargas Araujo, que la consulta Previa no hace más que generar una referencia “caligráfica”, esto es, no de fuerza política real, lo que pone en riesgo el ambiente y la eco-cultura amerindia por parte de las empresas mineras e hidro-carburíferas en territorios protegidos
PENINGKATAN KEAHLIAN MENYIMAK SISWA DENGAN UJI MENYIMAK MELALUI TOEFL DI SMA DEK PADANG
As a medium of instruction, English does not easily develop in Indonesia. It is even becoming a problem in communication where many parties are not interested to use it in communication. On the contrary, world of Industries really demand the workers to be able to speak and write in English well. SMA DEK as one of the private school that its graduated students directly work in companies after graduation answers the problem. It provides its students with various English program such as english day, English zone, learning TOEFL and English Proficiency. By considering the quality of the students, these programs are expected running well. Emphasizing listening skill is the main purpose because it is the most activity used by students during English learning. So that, observation method, testing method and discussion method are implemented in order to find out the student qualification to answer the challenge. From the community service implementation, it is found that the students have been good on listening skill understanding. During the participant observation, they make and answer the question freely. While implementing the listening TOEFL test, they can answer the questions well and when the discussion method comes, they argue about the correct answer by giving their own reason. It finally concludes that, by learning the Listening TOEFL test, SMA DEK students are motivated to speak freely and give comment toward the given information
STUDENTS’ LEARNING STRATEGIES ON MICROTEACHING COURSE : A CASE STUDY IN WEST SUMATERA UNIVERSITIES
This study aims to examine students' speaking learning strategies in microteaching courses, particularly in English language education at PGRI University of West Sumatra. This study uses a qualitative approach with a narrative inquiry method. The research subjects are a number of students who have completed the microteaching course in the 6th semester of 2024. The research instruments used are structured interviews, participant observation, and documentation. Metacognitive strategies appear to be the most dominant, as most students emphasize planning before acting, monitoring themselves while speaking, and conducting self-evaluation afterwards. Cognitive strategies are also widely used, mainly through translation, note-taking, and the use of social media or digital applications to enrich vocabulary and strengthen grammar knowledge. Meanwhile, social-affective strategies helped students reduce anxiety, maintain confidence, and ensure language accuracy by seeking clarification from lecturers, classmates, or applications. These findings indicate that the three strategies complement each other, with metacognitive strategies as the main foundation, cognitive strategies as language support tools, and social-affective strategies as confidence-building factors in microteaching
LINGUISTIC IDENTITY AND POWER IN MSME CODE-SWITCHING ADVERTISEMENTS: A CRITICAL DISCOURSE STUDY OF WEST SUMATERA
This research explores how Micro, Small, and Medium Enterprises (MSMEs) in West Sumatra employ code-switching in their advertising discourse to construct linguistic identity, express cultural belonging, and project entrepreneurial modernity. Using Fairclough’s Critical Discourse Analysis (CDA) as the analytical framework, this study examines linguistic features, forms of code-switching, and the underlying ideological meanings within promotional banners and billboards that combine English and Indonesian. The findings reveal that code-switching serves as more than a marketing strategy it functions as a socio-symbolic practice through which entrepreneurs negotiate between local authenticity and global aspirations. The frequent use of English, despite notable errors in diction, spelling, and syntax, underscores its symbolic power as a marker of prestige and progress in the post-pandemic economic landscape. However, these linguistic inaccuracies also indicate challenges in language proficiency and access to educational resources, exposing power asymmetries between local entrepreneurs and global linguistic norms. From a sociolinguistic standpoint, code-switching embodies both empowerment and vulnerability: it enables small businesses to gain visibility in global markets while simultaneously revealing structural inequalities in linguistic capital. The study concludes that language operates as a key site of negotiation where identity, economy, and ideology intersect. It recommends enhancing critical language awareness and multilingual marketing literacy in MSME training programs. Future research is encouraged to examine digital advertising discourses to understand how linguistic entrepreneurship evolves in online spaces. This study contributes to the growing body of literature on sociolinguistics, linguistic entrepreneurship, and the politics of language in Indonesia’s evolving marketplace
PELATIHAN KETERAMPILAN BERBAHASA INGGRIS DOSEN DAN TENAGA KEPENDIDIKAN BERBASIS KONTEKS AKADEMIK DAN PERKANTORAN DI UIN MAHMUD YUNUS BATUSANGKAR
English is a language that is needed by the academic community at State Islamic University (UIN) Mahmud Yunus Batusangkar to develop networks, communication skills and improve the quality of lecturers and staffs. With the creation of an English-speaking atmosphere by lecturers and staffs, it is hoped that interactions in English will occur frequently so that they can invite international students or international academics to carry out collaborative activities in the academic or non-academic fields. Therefore, the entire academic community of UIN Mahmud Yunus Batusangkar is trying to improve the abilities of its lecturers and staffs so that the graduates produced can compete at the national and international levels and have a good English speaking atmosphere on campus. Related to the problems faced by UIN Mahmud Yunus Batusangkar, we have dedicated English skills training activities in academic and office contexts with the aim of helping the vision and mission of their campus to accept students or academics from abroad. This training was carried out by preparing modules and using role-play learning models or demonstrations. PEMBERIAN HARTA ZAKAT KEPADA MASJID MENURUT WAHBAH ZUHAILI
This study was raised about Wahbah Zuhaili's opinion on the giving of zakat to mosques, in this case the author conducted a study of a legal view according to Wahbah Zuhaili who had different views with Yusuf Qardhawi. As for the formulation of the problem in this study, namely how is Wahbah Zuhaili's opinion about giving zakat assets to mosques and how is Wahbah Zuhaili's Ijtihad method about giving zakat assets to mosques. Based on the data collection method, this research is a library research, namely using library materials as a source of data in the form of Wahbah Zuhaili's works related to the topic of these problems. The findings of this study are that Wahbah Zuhaili's opinion that giving zakat to mosques is not allowed because the people who are entitled to receive zakat are those who have ownership (on behalf of individuals), and he limits only those eight groups who are entitled to receive zakat and hinders others. to be able to get it because at the beginning of the verse there is the word innama, and he also uses his ijtihad regarding not being allowed to give zakat to mosques, namely by using the verses of the Qur'an, Surah Al-Taubah: 60, and QS. Al-Shaff: 4, and also the consensus of the scholars. From the explanation above, it can be concluded that giving zakat to mosques is not allowed because it is general in nature and also mosques are not mentioned as snaf zakat in the Qur'an
A REALITY OF MINANGKABAU LANGUAGE AND LITERATURE AND ITS TRANSFORMATION TO A CREATION OF PERFORMANCE WORKS.
Minangkabau people's literary works are many in both oral, handwritten and printed in various printers. This article will illustrate Minangkabau's Minangkabau form of language into Minangkabau literature and its transition into a showpiece. The forms of writing are manifest in literature. The scope of Minangkabau literature is of course a literary work within the Minangkabau region. Minangkabau literature is an indigenous literature, which is a description of feelings, values and thoughts in the level of the proper path that is expressed in Minangkabau language inherited by oral or kato-kato or rundiang kato bamisa (eg word-like bracket) of a generation of kegenarasi. Therefore, the research of this library is deemed necessary to describe the existence of its form to be sustainable in accordance with the times
