KERENTANAN WILAYAH TERHADAP BENCANA BANJIR DI KECAMATAN LILIRILAU
Abstrak : Kecamatan Lilirilau merupakan salah satu wilayah dilanda bencana banjir setiap tahunnya. Setiap tahun, kecamatan ini mengalami kerugian dan kehilangan baik secara fisik, sosial, maupun ekonomi. Kejadian banjir yang terparah terjadi pada tahun 2019, terdapat 4.980 unit rumah yang tenggelam dengan ketinggian air rata-rata mencapai 2 meter. Untuk mengatasi dan beradaptasi dengan banjir di masa depan, perlu mengetahui penyebab dan menilai tingkat kerentanan wilayah terhadap bencana banjir di Kecamatan Lilirilau Kabupaten Soppeng. Dalam penelitian ini akan dinilai kerentanan sosial yaitu kepadatan penduduk, penduduk usia rentan, dan penduduk wanita, kerentanan ekonomi yaitu penduduk miskin, pekerja sektor rentan (petani), kerentanan fisik yaitu kepadatan bangunan dan kerentanan Lingkungan yaitu intesitas curah hujan, ketinggian topografi, penggunaan lahan, dan jarak dari sungai. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan melakukan pengharkatan dan pembobotan pada masing-masing parameter fisiknya. Data yang digunakan yaitu data sekunder yang didapatkan dari instansi-instansi terkait. Selanjutnya dilakukan overlay berdasarkan masing-masing variabel kerentanan untuk menghasilkan peta kerentanan wilayah. Hasil penelitian menunjukkan kerentanan wilayah Kecamatan Lilirilau, Kabupaten Soppeng termasuk kelas rendah dan sedang, atau tidak terlalu beresiko. Faktor yang mempengaruhi tingkat kerentanan yaitu kerentanan sosial dari segi ratio jenis kelamin perempuan, kerentanan ekonomi dari segi sektor pertanian, dan kerentanan lingkungan dari segi jarak terdekat dari sungai. Namun terdapat wilayah yang memiliki kerentanan tinggi yaitu wilayah yang dekat dari sungai dengan kondisi bangunan yang padat.

pembobotan pada masing-masing parameter fisiknya. Data yang digunakan yaitu
data sekunder yang didapatkan dari instansi-instansi terkait. Selanjutnya dilakukan
overlay berdasarkan masing-masing variabel kerentanan untuk menghasilkan peta
kerentanan wilayah. Hasil penelitian menunjukkan kerentanan wilayah
Kecamatan Lilirilau, Kabupaten Soppeng termasuk kelas rendah dan sedang, atau
tidak terlalu beresiko. Faktor yang mempengaruhi tingkat kerentanan yaitu
kerentanan sosial dari segi ratio jenis kelamin perempuan, kerentanan ekonomi
dari segi sektor pertanian, dan kerentanan lingkungan dari segi jarak terdekat dari
sungai. Namun terdapat wilayah yang memiliki kerentanan tinggi yaitu wilayah
yang dekat dari sungai dengan kondisi bangunan yang padat.

It is very important for a teacher in carrying out his duties as a teacher must have pedagogic competence, a teacher should have the ability to be in accordance with the methodology of learning both in terms of learning planning and in the implementation of learning. Praktik akad penggilingan padi di desa lampuyang kecamatan teluk sampit kabupaten kotawaringin timur
Rasulullah SAW melegetimasi semua bentuk perdagangan yang berdimensi keadilan dan persamaan bagi semua pihak dan melarang semua bentuk perdagangan yang tidak adil yang memicu pertengkaran dan keributan. Bekerja merupakan aktifitas ekonomi yang dilakukan manusia untuk memenuhi kebutuhan hidupnya. Adapun yang dimaksud bekerja yaitu seseorang bisa mendapatkan penghasilan untuk kebutuhan hidup. Berdasarkan hasil observasi awal yang dilakukan Berdasarkan sistem jasa penggilingan padi didesa Lampuyang yang biasa terjadi dan tidak adanya kejelasan perjanjian atau akad mengenai kepemilikan dedak tersebut sehingga ini menjadi tidak jelas. Masalah dalam penelitian ini adalah (1) Bagaimana praktik akad dan transaksi penggilingan padi di desa Lampuyang Kecamatan Teluk Sampit Kabupaten Kotawaringin Timur, (2) Bagaimana praktik akad dan transaksi penggilingan padi di desa Lampuyang Kecamatan Teluk Sampit Kabupaten Kotawaringin Timur berdasarkan persepektif ekonomi Islam
Pendekatan yang digunakan dalam penelitian ini adalah penelitian kualitatif yang menjadi subjek masing-masing dari pemilik penggilingan pemilik penggilingan padi, karyawan penggilingan padi, masyarakat yang tinggal di sekitar penggilingan, petani yang ada di desa Lampuyang Kecamataan Teluk Sampit Kabupaten Kotawaringin Timur. Teknik penggambilan sampel menggunakan purposif sampling, dengan jumlah subjek 5 orang. Tahapan dalam analisis data yaitu collection, reduction, dan conclusions.
Praktik yang ada itu tidak sepenuhnya sesuai karena masih ada pihak yang dirugikan dengan kurang trasnparannya pemilik penggilingan kepada petani tentang sistem yang digunakan sehingga terjadi hal yang memberatkan sebelah pihak dan itu bertentangan dengan nilai ekonomi Islam. Berdasarkan perspektif ekonomi Islam peneliti berpendapat tentang masalah akad yang terjadi di desa Lampuyang itu sudah sesuai dengan rukun dan saratnya sebagaimana yang dilakukan masyarakat ketika mereka melakukan transaksi di penggilingan padi mereka membayar upah semana mestinya dan juga pemilik penggilingan melakukan kewajibannya untuk menggiling padi, dan setelah berakhinya transaksi yang dilakukan masyarakat mereka saling mengucakan kata “barelaan” dimana kata itu sudah dianggap sebagai kata yang mewakilkan kerelaan antara kedua belah pihak.
ABSTRACT
Rasulullah SAW eget instigated all forms of trade with a dimension of justice and equality for all parties and prohibited all forms of unfair trade that triggered quarrels and fights. Work is an economic activity carried out by humans to fulfill their needs. As for what is meant by working, that is someone can get income for the necessities of life. Based on the results of preliminary observations made based on the rice milling service system in the village of Lampyang which is common and there is no clarity of agreement or contract regarding the ownership of the bran so that this becomes unclear. The problems in this study are (1) How is the practice of the contract and the transaction of rice milling in the village of Lampuyang, Teluk Sampit Subdistrict, Kotawaringin Timur Regency, (2) What is the practice of contract and rice milling transactions in Lampuyang village, Teluk Sampit Subdistrict, Kotawaringin Timur District based on Islamic economic perspectives.
The approach used in this study is qualitative research which is the subject of each of the mill owners of rice mill owners, rice milling employees, people living around the mill, farmers in the village of Lampuyang Kecamataan Teluk Sampit, Kotawaringin Timur Regency. The sampling technique uses purposive sampling, with a total of 5 subjects. Stages in data analysis are collection, reduction, and conclusions.
The existing practice is not entirely appropriate because there are still parties who are disadvantaged by the lack of transparency of the mill owner to the farmer about the system being used so that there is an aggravating side and that is contrary to the economic value of Islam. The results of observations at SMP Negeri 3 Situbondo showed that student learning outcomes in PAIBP material, especially the Thaharah subject, still reached the percentage of 50% or 16 students who completed out of 32 students. This is because students are still not able to master how to stay well. The reason is not only students but teachers who are less innovative in using learning strategies. Less varied learning models that have been applied by teachers in the field of study do not provide the widest opportunity for students to be active. Although the teacher has tried to make improvements, student learning outcomes are still relatively low. Therefore, efforts or methods can be made to improve student learning outcomes, one of which is by applying the each one teach one learning strategy. The each one teach one learning strategy, the reasons for using this strategy are 1) Support and improve the learning process. 2) Train students to be responsible. 3) This strategy can be used in all subjects: this research has two formulations (1) How is the implementation of the each one teach one learning strategy for the subject of PAIBP thaharah class VII material at SMP Negeri 3 Situbondo for the academic year 2021-2022?, (2) How is it improving student learning outcomes in PAIBP subjects through the implementation of the each one teach one learning strategy for class VII material at SMP Negeri 3 Situbondo for the academic year 2021-2022?. This study uses classroom action research with various kinds of data collection, namely observation, interviews and documentation.
