Publication productivity of Malaysian researchers in the field of Computer Science and Information Technology
Searches made in the CD-ROM databases, COMPENDEX (1987-1999), IEL (IEE/IEEE Electronic Library) (1988-1999) and INSPEC (1990-1998) revealed a total of 389 publications contributed by Malaysian researchers in the field of computer science and information technology. The trend in output indicates rapid growth that is expected to continue in future. A total of 458 unique Malaysian authors contributed to the 389 publications. Collaboration between two authors was the dominant authorship pattern. Single-authored or more than 3-authored works were rare. The active authors were affiliated to a few institutions, with the Universiti Teknologi Malaysia, Universiti Sains Malaysia and Universiti Malaya accounting for the highest number of publications, either in the form of journalarticles or papers in conference proceedings. The most active research areas include simulation system, control engineering, computer-assisted instruction, programming techniques, expert systems, asynchronous transfer mode, image processing, software engineering and digital signal processing and applications
Where Were the “Goose” and the “Gorodets” of Shakh-Ali bin Sheikh Auliyar’s Charter of 1543?
Objective: Based on the methods of historical geography, the author identifies the location of the “Goose” and “Gorodets” mentioned in the act of 1543.
Research materials: Various written sources were used in this study, including primarily act materials, chronicle accounts and land records (“pistsovye knigi”).
Results and novelty of the research: The article deals with the question of location of the Goose and Gorodets volosts (counties). They are mentioned in the charter of 1543 issued by Shakh-Ali to the Trinity monastery of St. Sergius. The author doubts the possibility of finding them in the Kashira district. This localization was held by M.G. Khudyakov, A.V. Belyakov and B.R. Rakhimzyanov. The author concludes on the location of the “Goose” volost (county) in the lands of Vladimir district. Gorodets fits with Gorodets Meshchersky (Kasimov). Much attention is given to the political and administrative affiliation of the Goose district (“volost”). In my opinion, the presented information may be interesting for the study of the historical geography of the Kasim “khanate”. The research presented in the article allow us to establish that the territory of Kasimov and Gorodets was considered in 1543 as the “votchina” (derived from the word “Father”) of the Grand Duke. This article can be very useful for the historians who deal with boundaries of the counties of the 16th century

Kingdom of Riau in the 19th century recognized by many historians as the center of culture and intellectual development. While at the same time, the kingdom of Riau no longer holds hegemony and succeeding in politics, economy and trade, but they have a tradition of excellence in the form of writing that many writers with works of quality that is not only in the field of literature and language alone but also in the fields of religion, history, socio-political, legal, and cultural. Although the tools for writing like paper and ink difficulty encountered in those days, and must be imported from European countries, but the author and the author's Riau while still concentrating on the activities making up the reef. For instance, Raja Ali Haji (1808-1873) is the third descendant of Raja Haji Fi Sabilillah most productive in writing activities. One of his works, entitled The Book of Knowledge of Language, Slang Dictionary Pahang Malay Johor Riau linga which was completed in 1858 is a Malay Dictionary Malay First Nature books can even be regarded as Malay Einsiklopedi containing approximately 2000 sentences basic and advanced script written as Bustanul Katibin which intends to foster Malay language became the language of the standard on its own. The research has tackled and studied an original manuscript of a book entitled (Assuring the truth at the Reading of Edigham). Written by the great Morroccan scholar, Ibn El-kadi Abd ulRahman Bin Abi El-Kasim who died in 1671 G- 1082 A.H.
The book\u27s subject is about Al-Idgham Al Kabeer as explained by Abi Amr Al-BAsry. This research is written in two parts, a part for study, the other for the vertified text.
The study included the description of the manuscript, the cause of studying and verifying it, the method of study followed by the author, his references and his previous writings. It also included a complete biography of the author, mentioning the details of his birth, his studies, his behaviors, his social status, his writings, his poems, old-age and his death. In it, I have talked about my task at the verification and the analysis of the manuscripts which included punctuating the verses according to the method of Al- Susie, correcting the found mistakes, completing the missing parts, putting titles for the issues and accurate calculation of the places of big Idghan with its different types.
I have initiated the study of the book by an introduction about Al-Idghanm , its meaning , its types, its obligations.

Gum exudates of Acacia senegal linn is an alternative binding agent in Drosophila melanogaster culture for laboratory maintenance of stocks
The gum exudates of Acacia senegal Linn was utilized as a single agent or in combination with agar-agar in the formulation of Drosophila diet. Eight (8) corn-meal diets were formulated in two sets consisting of 15 – 40 % (w/w) A. senegal as a single binding agent or a mixture of A. senegal in the ratios of 1:5, 1:2, 1:1 and 2:1 to agar-agar per 100 g corn-meal diet. Biochemical markers of toxicity were analyzed spectrophotometrically. Standard methods of AOAC were employed to determine the physicochemical and proximate compositions of the formulated corn-meal diets. The results from this study showed high level of safety of the gum on adult Drosophila melanogaster (Harwich strain) of both sexes and of the same lineage. LC50 > 100 mg/g with insignificant mortality in all groups at varying concentration (1 – 100 mg/g) of the gum exudate was observed after 7 days of treatment. Significant increases in eclosion in the A. senegal – exposed flies at concentrations of 2, 4 and 5 mg/g diet was also observed after the treatment. A normal trend in locomotor activity was observed in all groups when flies were subjected to negative geotaxic assay, however, at concentrations of 50 mg/g there was an impairment in locomotion. The formulated A. Senegal containing diets have shown varying differences in physicochemical properties, even though no significant changes in the biochemical parameters including SOD1, Catalase and GST in all groups were seen. The collective findings of the present study revealed that the gum exudates of A. senegal L. may be a cost-effective alternative of agar-agar in corn-meal diet for laboratory maintenance of Drosophila melanogaster stocks

Foreign direct investment (FDI) is one of the most important, and perhaps the most keenly sought, components of globalization. Virtually all countries in the Asian and Pacific region have adopted policy regimes to attract FDI. But, in order to maximize its long-term contribution to development, host country Governments need to go beyond offering a passive open door approach to potential investors to one that seeks simultaneously to enhance the ability of their country to attract and absorb higher value FDI. In this connection, the importance of having good physical infrastructure has been well recognized for some time, as is the need to have effective institutions for oversight and regulatory purposes if the FDI is in services such as banking and insurance. What is insufficiently recognized perhaps is the need to build up adequate human resource skills so that FDI does not remain restricted to traditional low-cost labour activities but graduates to higher skills and higher value added activities. The paper on the changing role of the public sector in FDI posits that building such skills requires strong public sector involvement. In the opening paper the author focuses on the need for an active forward-looking contribution from Governments in the region that stresses the importance of developing human resources in order to enhance the contribution of FDI to growth.Shahid Ahmed - A note from the Editor ... v

A New Nonlinear Controller for the Maximum Power Point Tracking of Photovoltaic Systems in Micro Grid Applications Based on Modified Anti-Disturbance Compensation
In the photovoltaic system, the performance, efficiency, and generated power of the PV system are affected by changes in the environment, disturbances, and parameter variations, and this leads to a deviation from the operating maximum power point (MPP) of the PV system. Therefore, the main aim of this paper is to ensure the PV system operates at the maximum power point under the influence of exogenous disturbances and uncertainties, i.e., no matter how the irradiation, temperature, and load of the PV system change, by proposing a maximum power point tracking for the photovoltaic system (PV) based on the active disturbance rejection control (ADRC) paradigm. The proposed method provides better performance with excellent tracking for the MPP by controlling the duty cycle of the DC–DC buck converter. Moreover, comparison simulations have been performed between the proposed method and the linear ADRC (LADRC), conventional ADRC, and the improved ADRC (IADRC) to investigate the effectiveness of the proposed method. Finally, the simulation results validated the accuracy of the proposed method in tracking the desired value and disturbance/uncertainty attenuation with excellent response and minimum output performance index (OPI)
The case for rentierism as a cause for underdevelopment in Malaysia: Tourism Planning from Mahathir to the present day
Classifying Malaysia as a rentier state is unusual but the label allows for new insight into the development state debate. Rentier states are considered to be developing states on the basis that their governments purchase the growth that improves wealth and quality of life at a cost to enterprise and citizens become accustomed to reward being unrelated to effort. Purchased growth (where governments create employment by investing in projects) creates challenges for true development (where an economy evolves and develops without continual governmental involvement) and recognising the breadth of this phenomenon is significant.
By looking at tourism planning in Malaysia, a case for rentierism being the cause of underdevelopment in Malaysia was made. Making particular reference to the Meetings, Incentives, Exhibitions and Conferences (MICE) aspect of the tourism market, the thesis demonstrates that Malaysia is not only a rentier state economy but that its tourism industry demonstrates purchased growth that is compatible with rentierism.
The main argument of the thesis is that the most significant component of what signifies a rentier state is a rentier state mentality. Four case studies of MICE tourism destinations are used to demonstrate attitudes that have emerged from a government policy of purchased growth. When the case for underdevelopment as emerging from rentierism is made, the rentier state mentality in Malaysia is used as evidence for the label and its application.
Tourism is a commonly proposed solution to the problem of underdevelopment but what this thesis demonstrates is that the way diversification of a rent-based economy is approached is more significant that what that economy diversifies into. Underdevelopment in Malaysia results from the tourism planning being based upon purchased growth not because tourism is an inappropriate industry for economic development in Malaysia
