    Telah banyak peraturan perundang – undangan yang dibuat pemerintah untuk mencegah tindak pidana korupsi. Namun dalam perkembangannya, korupsi semakin banyak terjadi dengan berbagai modus. Korupsi yang dilakukan oleh Aparatur Sipil Negara banyak terjadi dilakukan dengan cara penggelembungan anggaran. Hal tersebut bukan hanya disebabkan oleh faktor internal melainkan faktor eksternal, yaitu adanya celah bagi Aparatur Sipil Negara untuk melakukan korupsi dengan cara penggelembungan anggaran. Tujuan dari penelitian ini untuk mengkaji faktor penyebab Aparatur Sipil Negara melakukan korupsi dengan cara penggelembungan anggaran dan bagaimana modus yang dilakukan oleh Aparatur Sipil Negara dalam melakukan korupsi dengan cara penggelembungan anggaran serta upaya yang dilakukan oleh Kepolisian Daerah Sumatera Utara dalam mencegah dan menanggulangi korupsi penggelembungan anggaran yang dilakukan oleh Aparatur Sipil Negara. Penelitian yang dilakukan adalah penelitian yiridis empiris dengan sumber data yaitu data primer dan data sekunder. Alat pengumpulan data yang digunakan adalah wawancara dengan Bapak AKBP Agustinus Tarigan selaku Penyidik Madya Ditreskrimsus Kepolisian Daerah Sumatera Utara dan studi dokumen yang diperoleh di Kepolisian Daerah Sumatera Utara. Berdasarkan hasil penelitian, dipahami bahwa Aparatur Sipil Negara yang melakukan korupsi dengan cara penggelembungan anggaran disebabkan oleh beberapa faktor, yaitu faktor terdapatnya kesempatan, faktor kebutuhan hidup yang mendesak dan faktor hukuman yang dianggap ringan. Modus yang dilakukan banyak terjadi dalam proses pengadaan barang dan jasa, ASN yang memiliki wewenang sebagai PPK sejak awal telah merencanakan penggelembungan anggaran dengan rekanan pengusahanya yang ikut dalam tender tersebut dan ASN yang memiliki wewenang sebagai PPK tersebut, membuat Harga perkiraan Sendiri yang tanpa dilakukan survei harga terlebih dahulu, sehingga terjadi penggelembungan anggaran. Jenis penelitian yang digunakan dalam penelitian ini adalah penelitian kualitatif dengan metode pengumpulan data yang digunakan adalah studi kepustakaan. Hasil dari penelitian ini adalah pengembangan desain bengkel teknik pemesinan SMK berdasarkan standar nasional pendidikan dalam hal ini standar nasional pendidikan yang diatur dalam peraturan Permendikbud No. 34 Tahun 2018. Pengembangan Desain Bengkel Teknik Pemesinan Sekolah Menengah Kejuruan perlu dilakukan dikarenakan desain layout denah prasarana bengkel teknik pemesinan kurang dijelaskan dengan rinci. Dalam layout tersebut tidak digambarkan area kerja CNC yang seharusnya area kerja tersebut terdapat pada standar nasional pendididikan serta pemindahan tata letak ruang instruktur agar menambah kemudahan akses instruktur dan siswa.     PhDThis study is undertaken on the premise that Islam and Islamic law is to be taken into serious consideration in any future legislative reform of laws in Malaysia. Islam being the religion of the country and the strong religious sentiment of the Muslims (who form the majority in Malaysia) cannot be overlooked or dismissed lightly by the legislators in Malaysia. Reformation of intellectual property laws is timely, as we are now approaching to the dateline set by GATF-Trips agreement which aim is to improve our standard of intellectual property protection. This study seeks to analyze and evaluate the current legislation pertaining to intellectual property in Malaysia in terms of the philosophy and rules governing the existence, ownership and exercise of these rights and their consistency and inconsistency with Islam and Islamic law. The main objective of this study is to prove that a coherent and logical conceptual framework of ownership of intellectual property can be derived from an Islamic perspective which not only offers the basis of rights but also defines the scope of these rights. From the point of ownership of rights, support can be obtained from the normative framework of property rights within the traditional classification of 'mal' (property) and 'haqq al-milkiyyah' (ownership rights) under Islamic law. From the point of exercise of rights, the exact scope can be defined from the analysis of fundamental concepts which have been developed by Muslim jurists. It has been established that Islam and Islamic law offers a sound and systematic paradigm, which in deeper analysis, can satisfy both our current obligations under international treatises, as well as our responsibility to practise our religion to the fullest

    Astrology in literature: how the prohibited became permissible in the Arabic poetry of the mediaeval period

    This thesis is concerned to position the art of astrology within the context of classical Arabic poetry, primarily by investigating and elucidating attitudes to the notion of qadar (fate) and the ideology in which it was embedded. These attitudes were revelatory of the broader world view of the Arabs of those periods, and their shifts from those held in the pre-Islamic and early Islamic eras tell us a good deal about the importance given to the nature and role of fate and about the various understandings of its influence. The pre-Islamic Arab's notion of qadar was in some ways similar to that of the early Muslims: both emphasised predetermination and the irresistible power of fate. But while the jahilf (Pre-Islamic) Arabs identified fate with the malign power of dahr (Time), the Muslims believed the power of fate lies in the hands of God the Omnipotent, who alone is responsible for the fate of the whole universe. Thus the astrology of the pre-Islamic era was one aspect of divination (kihana) and claimed to be able to reveal in advance an individual's destiny, which could be avoided by taking certain precautions. These precautions, however, were considered effective only in relatively trivial cases; they were useless in the areas of major impact: a person's happiness or misery (shaqiiwa aw sa ada), sustenance (rizq) and one's term (ajal), the three inevitable and irresistible manifestations of fate. In the Islamic period not only these major aspects of life are governed and controlled by the Omnipotent; the destiny of the universe, in even its most minute details, is determined and controlled by God alone. Astrology was considered to be of no value whatsoever, and its practitioners were subject to the death penalty. These two irreconcilable views are evident in early Islamic poetry, which reflected clearly the response of poets, and society, to astrology from the perspective of qadar. When the orthodox caliphate was replaced by dynastic rule the status of astrology was changed dramatically. The idea that the stars, as indicators, play a role in the life of human beings found popowerful supporters in some governors of the Islamic world, who allowed astrology to fulfil a public function regardless of the hostility of the official religion of that society. This social phenomenon generated rich material of a controversial character in the realm of literature. Investigating the factors, motivations and impact of mediaeval political, theological and philosophical attitudes to astrology, in relation to the notions of free will and predestination, is the concern of this study

    Writer Identification Using Microblogging Texts for Social Media Forensics

    Establishing authorship of online texts is fundamental to combat cybercrimes. Unfortunately, text length is limited on some platforms, making the challenge harder. We aim at identifying the authorship of Twitter messages limited to 140 characters. We evaluate popular stylometric features, widely used in literary analysis, and specific Twitter features like URLs, hashtags, replies or quotes. We use two databases with 93 and 3957 authors, respectively. We test varying sized author sets and varying amounts of training/test texts per author. Performance is further improved by feature combination via automatic selection. With a large amount of training Tweets (&gt;500), a good accuracy (Rank-5&gt;80%) is achievable with only a few dozens of test Tweets, even with several thousands of authors. With smaller sample sizes (10-20 training Tweets), the search space can be diminished by 9-15% while keeping a high chance that the correct author is retrieved among the candidates. In such cases, automatic attribution can provide significant time savings to experts in suspect search. For completeness, we report verification results. With few training/test Tweets, the EER is above 20-25%, which is reduced to &lt; 15% if hundreds of training Tweets are available.     Whereas in analyzing the Model Law on Electronic Commerce and Electronic signatures, the author can see that there is a suggestion that must be conveyed carefully. In this modern era, the Indonesian government needs to review the provisions of its electronic commerce. That although the Model Laws are not a role model for regulations that need to be obeyed absolutely, they are a reflection to fill the legal void or ambiguity in our national law (rechtsvacuum). It is better for the government to continue to fill the void by being given a role model first, which can be used as a spur in producing better e-commerce provision products in the future

    Enhancing Conveyor Belt Performance: Evaluating the Impact of In-creased Capacity Using Belt Analyst Software

    This study investigates the effects of increasing conveyor belt capacity from 148.5 tons per hour (t/h) to 180 t/h on the overall system performance, employing both manual measurements and simulations using Belt Analyst software. The research aims to evaluate critical parameters such as effective pulling force, motor power requirements, structural load, and belt deflection, which are essential for determining the feasibility and impact of such an upgrade. The analysis reveals that with the capacity increase, the effective pulling force required rises to 14,072 N, while the motor power usage escalates to 15 kW. Concurrently, the structural load experiences a significant increase from 46.144 kg/m to 56.238 kg/m, and belt deflection intensifies from 22 mm to 27 mm. These findings suggest that increasing the conveyor belt capacity to 180 t/h, may lead to increased stress on the structure and belt, which could potentially affect the lifespan and performance of the conveyor system. Furthermore, while the conveyor system's performance enhances at the higher capacity, it also places additional stress on the system's components. The study further examines the implications of these changes, emphasizing the potential risks to the conveyor belt’s structural integrity and the possible reduction in its lifespan due to the increased mechanical stress. It is highlighted that careful consideration and precise engineering adjustments are necessary when planning capacity enhancements to avoid adverse effects on the system's longevity and reliability

    Everything regarding marriage that has been regulated is a binding provision and must be stipulated for members of society. The legal consequences of divorce is regulated in Article 37 of Law Number 1 of 1974 regarding Marriage. In the verdict the author uses as research material, Verdict Number 1718/Pdt.G/2021/PA. Btm has determined based on the Supreme Court jurisprudence Number: 3405/K/PDT/2012 which confirms that marriage agreements that aren’t registered has no legal force. The author’s goal is to determine the legal consequences of unregistered marriage agreements. The author uses written materials as main sources to analyze with the results of&nbsp; interviews. The results of the research by the author is that the Verdict Number 1718/Pdt.G/2021/PA. Btm has to be cancelled because the jurisdiction verdict number 3405/K/PDT/2012 has been cancelled and the marriage agreement between Nurevi binti Muhammad Mubazzir and Andrew Kevin Plant should be a permenant legal force. The conclusion of the research is after the issuance of Constitutional Court Decision No. 69/PUU-XIII/2015, a marriage agreement is no longer interpreted only as an agreement made before marriage, but also made during marriage
