A new species, Erysiphe dudkae V.P. Heluta, sp. nov. (Ascomycota, Erysiphales), on Brugmansia suaveolens (Humb. et Bonpl. ex Willd.) Bercht. et J. Presl (Solanaceae) is described. The fungus was collected by Irina O. Dudka in 2013 in Montenegro in two localities. It belongs to the section Microsphaera (Lév.) U. Braun et Shishkoff. Morphologically, E. dudkae is very similar to E. ornata var. europaea (U. Braun) U. Braun et S. Takam. parasitizing birch, but differs from it primarily by the shape of appendages. In E. dudkae, appendages are horizontal or slightly raised, with straight or somewhat curved stalks, while in E. ornata var. europaea stalks are very curved, so that appendages are almost vertical.Описується новий для науки вид Erysiphe dudkae V.P. Heluta, sp. nov. (Ascomycota, Erysiphales), що розвивається на Brugmansia suaveolens (Humb. et Bonpl. ex Willd.) Bercht. et J. Presl (Solanaceae). Він знайдений І.О. Дудкою в 2013 р. в Чорногорії у двох локалітетах. Гриб належить до секції Microsphaera (Lév.) U. Braun et Shishkoff. Erysiphe dudkae V.P. Bureaucracy of Power and of the Power Bureaucracy: Review on the Collection of Essays by V.P. Makarenko

Review of the books: Makarenko, V.P. Sobr. soch.: v 3-kh t. [Coll. cit .: in 3 volumes]. Rostov-on-Don; Taganrog: Southern Federal University Publishing House, 2019. This is the review of the three-volume book by V.P. Makarenko, the author of over 500 works, Doctor of Philosophy and Political Sciences, Professor, Honored Scientist of the Russian Federa-tion, Academician of the Academy of Pedagogical Sciences of Ukraine, Chief Researcher, Head of the Center for Political Conceptology of the Institute of Philosophy, Social and Political Sciences of the Southern Federal university. This is the work of a person who devoted his life to the study of socio-political processes taking place before his eyes, which required understanding from the point of view of time, history, and civilization. This collection comprises essays written from 1980s to 2010s. The author included them to illus-trate his cross-cutting idea of the relationship between power, bureaucracy and society. The au-thor's successes and failures are also noted. V.P. Makarenko understands bureaucracy as a ‘trans-formed form of expression of universal interests’, a social organism-parasite throughout its his-torical existence, reflection of social contradictions and conflicts, materialization of political and managerial alienation. The methodological thought of Makarenko is devoted to the explanation of this phenomenon, whose task is to develop his own concept and destroy long-term myths about bureaucracy as an example of ‘rational management of society’. Makarenko proceeds from the difference between name and description and on this basis de-scribes bureaucratic ontology, epistemology and axiology. V.P. Makarenko's concept of bureau-cracy can be understood as a version of a theory that can fall under the status of error (according to K. Popper's theory). It implies the transformation of the common good as an ideal idea into an embodied common evil, a particular case of which is civilization and any power. The errors of various theories of state structures, relations and power are also described. The bureaucratic state created by Lenin and Stalin is a formally developed system of total lies, the consequences and incarnations of which still exist in Russia

S.V. Balalin, V.P. Fokin S. Fyodorov Eye Microsurgery Federal State Institution, Volgograd branch, Volgograd, Russian Federation Glaucoma is still one of the leading causes of the blindness and low vision. According to the World Health Organization, an estimated number of glaucoma patients is 60.5 to 105 million and is growing steadily. In many highly developed countries, glaucoma accounts for 13–28% of blindness. High intraocular pressure (IOP) is the most important risk factor for glaucomatous optic neuropathy and low vision in primary open-angle glaucoma (POAG). It was demonstrated that IOP lowering to the individual tolerant level in POAG preserves vision for a long time. The paper discusses potential adoption of of the software for the calculation of tolerant IOP in POAG. Tolerant IOP calculations will help to adjust treatment in time to achieve individual IOP normal ranges, to predict glaucoma stabilization or progression as well glaucoma progression rate. The algorithm of treatment strategy for POAG is described. Key words: glaucoma, primary open-angle glaucoma, intraocular pressure, tolerant IOP, glaucomatous optic neuropathy, prostaglandin analogue, latanoprost, Trilactan. A study of the report of the Expert Committee on College Libraries (1993) appointed by Government of Kerala under the chairmanship of V.P. Joy, IAS. Opines that it is the first of such attempts by any State Government in India Joy Committee considers that the successful performance of the college librarian demand a clear understanding of academic objectives, a significant level of academic expertise and working partnership with heads of teaching departments. Joy recommended that librarian should be brought under the definition of teacher and that the academic qualification of the library staff should be at par with those of the teachers in colleges. The recommendations include granting academic status and service conditions on par with teachers to the college librarians, amendments to purchase rules to enable acquisition of electronic documents, staff formulae based on user strength and levels, implementing mechanisms for participatory development of the system, and methods and procedures for qualitative development of the college library collections

PHENOMENON OF DEMIKHOV. At N.V. Sklifosovsky Institute (1960–1986). V.P. Demikhov and his experiments in the field of organ transplantation in 1969–1970

No full text
With the involvement of archival documents, the results of research performed by V.P. Demikhov and the employees of the Organ Transplantation Laboratory at the N.V. Sklifosovsky Research Institute for Emergency Medicine (further – Institute) in 1969–1970 have been analyzed. At that time, under V.P. Demikhov's guidance and his personal participation, the Laboratory carried out the following developments: (1) an anatomical method of heart and lung transplantation in experiment and on human cadavers; (2) a method of revitalizing the heart and the whole human body using direct cardiac massage and a portable mechanical heart connected to auricles; (3) the method of liver transplantation in experiment and its anatomical rationale for clinical implementation in liver failure; (4) a method for assessing the function of a transplanted heart using electrocardiography; (5) the method of transplantation of the small intestine fragments; (6) a method of transplanting the pancreas, isolated or in combination with the duodenum and liver, to the renal vessels; (7) a method of replanting the cardiopulmonary complex on peripheral vessels for the treatment of terminal cardiopulmonary insufficiency, and a number of others. For experimental studies, the methods of an anatomical X-ray investigation of the main vessels and X-ray vasography of a transplanted heart were used. For heart transplantation, V.P. Demikhov's anatomical technique and biatrial Lower-Shumway technique were applied. To conduct a series of studies, V.P. Demikhov managed to attract large third-party organizations: the Krasnoyarsk Research Institute of Physics of the Siberian Branch of the USSR Academy of Sciences (creation of a mechanical heart), the Pyatigorsk Machine-Building Plant (creation of a portable thermostat to preserve revitalized organs), Central Research Institute of Tuberculosis of the Ministry of Health of the USSR (development of a method for implanting a cardiopulmonary complex to peripheral vessels), Research Institute of Poliomyelitis (operations on monkeys). We emphasize that all methods developed were recommended by the author for their implementation in clinic. A list of operations performed in the organ transplant laboratory in 1969–1970 is given. Most of the operations performed were transplantations (implanting) of the cardiopulmonary complex, isolated heart, and cadaveric heart revitalizations. It was noted that, in addition to the Research Topics included in the Working Plan of the Institute, V.P. Demikhov developed many individual, search topics, including transplantation of halves of the body, head, liver, uterus, kidney, and sternum. All of them, after their completion, were planned for implementation in the clinic

V.P. Nekrasov’s Story “In the Trenches of Stalingrad” – The Reality of War and the Artistic Text

No full text
Introduction. The article is devoted to the battle for the Height 102.0 (Mamayev Kurgan), which had a great strategic command in the battle of the Red Army for the city of Stalingrad. One of the outstanding monuments of national literature devoted to the Great Patriotic War is the story of Victor Platonovich Nekrasov “In the trenches of Stalingrad.” It marked the beginning of the genre of the so-called “lieutenants’ prose”, that is, the narrative of events not from a professional literary propagandist, but from a direct participant in hostilities. A significant part of the work takes place in the area of Mamayev Kurgan, where the author of the story actually took part in the battle. The lower chronological boundary of the period is due to the beginning of the battle for the Mamayev Kurgan in September 1942. The upper boundary is defined by the capture of the Red Army Height 102.0 as a key section of German positions near the factory district of Stalingrad. Methods and materials. The methodology of the research is based on the main methods of historical science (comparative, biographical, problem-chronological). Based on a comparative analysis carried out on the text of Viktor Platonovich Nekrasov’s story “In the trenches of Stalingrad” with the original records of military units, with authentic graphic materials, maps and diagrams, the factual basis of the work’s plot and a high degree of its documentary nature were revealed. The author of the article believes that the study of V.P. Nekrasov’s story as a work of fiction has so far been only an object of analysis for philologists and culturologists. This interdisciplinary historical study will help establish the real picture of the fighting for Height 102.0 over Stalingrad, and sources will confirm or deny the picture of the events described in the story. Analysis. The conclusions of this work are based on the analysis of military documents of domestic military archives and comparing them with the text of the story, which is considered not as a work of fiction, but as a testimony of a participant in the event. Results. Due to the conducted research, we have an opportunity to compare the evidence from the military biography of V.P. Nekrasov and his comrades-in-arms, actually confirmed by declassified archive documents, with the peculiarities of the author’s images of the literary characters in the cultural and historical context of the era
