DAMPAK SENGKETA WILAYAH KABUPATEN HALMAHERA BARAT DAN HALMAHERA UTARA TERHADAP PENGELOLAAN PEMERINTAHAN DI DESA BOBANEIGO
Abstract: This study describes the impact of the dispute over the new autonomous region between West Halmahera and North Halmahera Regencies. Where there is the dualism of government at the village level, namely the villages of Bobaneigo, Pasir Putih, Akelamo, Tetewang, Akesahu, and Dum-Dum which are geographically in the same area. This research is focused on Bobaneigo village as a research location. The method used is qualitative using primary data obtained through interviews and other supporting data. The data that has been collected is sorted out, then coded using Nvivo 12 plus then analyzed and described. The results of this study include: First, the conflict over the expansion of the new autonomous region has resulted in the dualism of village governance, but in a separate service administration. Second, the legitimacy in implementing the governance of Bobaneigo Village, West Halmahera Regency, which is based on history, aspirations, and Perda No. 6 of 2005 concerning the formation of East Jailolo District. Bobaneigo Village Administration, North Halmahera Regency based on Law No. 1 of 2003, PP No. 42 of 1999, and Perda No 2 of 2006 concerning the establishment of Kao Teluk District. Third, government dualism has an impact that greatly affects the level of social welfare, including political, economic, and socio-cultural impacts. Fourth, the factors behind the dualism of government, namely the regulation of Government Regulation No. 42 of 1999 which is not socialized, issues of identity, and the struggle for natural resources currently managed by PT. PRAKTIK DINASTI POLITIK DI ARAS LOKAL PASCA REFORMASI : STUDI KASUS ABDUL GANI KASUBA DAN AHMAD HIDAYAT MUS PADA PILKADA PROVINSI MALUKU UTARA
Artikel ini berupaya untuk mengeksplorasi praktik dinasti politik yang dilakukan oleh Abdul Gani Kasuba dan Ahmad Hidayat Mus, di mana keduanya memiliki kecenderungan yang sama dalam praktik dinasti politik pada Pilkada Provinsi Maluku Utara 2018. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus. Dalam pengumpulan data, penelitian ini dilakukan melalui studi pustaka ataupun lebih dikonsentrasikan pada data sekunder: berupa jurnal, berita media online bereputasi, dan data pendukung lainnya. Selanjutnya data (dari media online bereputasi) di kelola menggunakan Nvivo plus 12, melalui analisis kesamaan koding kemudian ditarik sebuah kesimpulan. Tujuan dari penelitian ini adalah untuk melihat legitimasi praktik dinasti politik secara modalitas dan relasinya dengan partai politik. Temuan dalam penelitian menunjukkan bahwa praktik dinasti politik Maluku Utara terjadi seiring dengan pelaksanaan reformasi, otonomi daerah, dan desentralisasi. Praktik dinasti politik dilakukan Abdul Gani Kasuba maupun Ahmad Hidayat Mus di legitimasi oleh modalitas yang kuat berupa modalitas ekonomi, politik, sosial, dan kultural. Praktik dinasti politik, juga dilakukan melalui politik dominasi ataupun kontrol atas partai politik dalam melakukan recruitment calon kandidat yang akan mengikuti kontestasi pemilihan kepala daerah dan pemilihan legislatif di tingkat provinsi dan kabupaten/kota
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Political Motives for the Plan for the Expansion of New Autonomous Regions in Papua
This study examines the political motives of the plan to expand the new autonomous region in Papua. This is because the expansion of new autonomous areas is not always purely for the welfare of the people but is very closely related to political interests, namely power, and position. This study used qualitative research methods. The data used in the form of secondary data was obtained through reputable media and documents in journals. Next, the data is sorted to form a systematic framework. To analyze the research data, Nvivo plus 12 was used. From the analysis, it was described, and a conclusion was drawn. The study results indicate that the political motives for the plan to expand the new autonomous region in Papua are very material-intensive, namely the interests of the political elite, both central and local, to obtain rewards, position, and power. There is a narrative in the ideological incentive motive that regional expansion is for the public interest, namely providing services, developing infrastructure, increasing human resources, and alleviating poverty. However, in reality, some of the ongoing divisions in Papua have not yet impacted the Papuan people
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

Coronavirus (Covid-19) telah menyebar ke berbagai negara dengan cepat dan memberikan hambatan yang luar biasa bagi kesehatan, ekonomi, lingkungan, dan masyarakat. Di Indonesia sendiri terdapat permasalahan di berbagai sektor, termasuk sektor ekonomi yang menjadi permasalahan akibat tidak berfungsinya perputaran ekonomi akibat pandemi ini. mengalami penurunan di beberapa sektor. Dalam penelitian kualitatif, beberapa teknik yang dapat digunakan dalam pengumpulan data yaitu: melalui observasi, wawancara, studi dokumen, serta materi audio dan video. Dalam penelitian ini menggunakan data sekunder berupa dokumen studi dari data BPS. Dampaknya adalah penurunan perekonomian DIY yang dihitung dengan penilaian Produk Domestik Lokal Bruto berdasarkan harga yang berlaku pada triwulan I tahun 2020 mencapai Rp 34,70 triliun dan mencapai Rp 25,42 triliun berdasarkan harga konstan tahun 2010. Dalam Sektor Pertanian mengalami penurunan sebesar -8,92 persen, pada sektor akomodasi turun menjadi -1,28, pada sektor pariwisata pada bulan Maret turun menjadi 3.162 dari bulan sebelumnya. Rata-rata penurunan penerbangan internasional per bulan dari Februari 2020 hingga Maret 2020 turun 54,26%
Analisis Faktor Implementasi E-Government Di Kabupaten Jayawijaya Papua
The development of e-government innovation in Indonesia in recent years has been initiated to create an integrated government system at both central and regional government levels. E-government has a very good impact on the implementation of government, namely the implementation of effective and efficient government. The aim of this research is to examine and analyze the factors that influence the implementation of e-government in the 3T Region of Jayawijaya Regency, Papua. This research using descriptive and qualitative methods. The sample in this study was 10 ASN in the Jayawijaya OPD and 100 Jayawijaya Regency residents. The indicators used are ease of access, always available, security and trust, integration, and cost. Based on data analysis, the results show that the indicators for ease of access, always available, security and trust, and integration received a poor rating. Then the implementation of e-government on cost indicators is felt to be cost-effective by the people of Jayawijaya Regency. Apart from that, it was found that there were 4 supporting factors and 6 inhibiting factors in implementing e-government. In this way, it is hoped that this research can be used as evaluation material in the implementation of e-government in the 3T Region of Jayawijaya Regency
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. The Impact of Political Dynasty Practices on Indonesian Local Democracy
The negative impact of the practice of political dynasties is that power is concentrated in dynastic families where family members occupy strategic positions of power in the administration of politics and government, the strengthening of KKN practices, low levels of supervision, and closed spaces for competition in government. Gaining power in local democracy. This research will explore the impact of political dynasties on local Indonesian democracy. Qualitative methods were used as an approach in this research. This research uses secondary data in the form of documents, journals and other supporting data. After the data is collected, the data is managed using Nvivo 12 Plus. Next, a strict selection is carried out, analyzed, arranged systematically, and conclusions are drawn. This research concludes that the practice of political dynasties has impacts including corruption, Collusion, and Nepotism with a percentage of 20%, where the practice of political dynasties opens up space for KKN practices thereby hampering regional progress. The loss of supervision is 5%, namely, that government administration is running without good supervision. Maximum both from supervisory institutions and the community, competition losses amount to 45% where the practice of political dynasties closes the space for community competition in occupying strategic positions at the local level, and political domination occurs at 30%, namely that the government is run by prioritizing the element of kinship or family involvement to complete and fill strategic positions in government
