    Despite the ongoing controversy over their use, genetically modified (GM) crops have progressively grown in popularity and are now planted in approximately 160 million hectares in 29 countries. In the discussions of biosafety regulations for GM crops and whether to approve such crops for commercialization, many countries, including some African nations, have gone beyond environmental assessments and are now introducing socioeconomic considerations as part of their decisionmaking process. There are, however, very few guidelines on how to ensure that this inclusion of socioeconomic considerations results in a robust and efficient decisionmaking process. Socioeconomic Considerations in Biosafety Decisionmaking: Methods and Implementation provides guidance to professionals involved in assessing the ex ante impact of a GM crop in the context of an approval process.     Variations on the Author

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

Like Daniela Zorzi, the author considers herself a socially engaged linguist, and in memory of her friend’s work, offers a reflection on the key roles of languages and cultures and of multilingualism for professional success and social welfare today

    Reclamações ambientais em Aveiro, Portugal: atores, preocupações, padrão territorial e resoluções

    This paper presents an environmental diagnosis based on public complaints on environmental issues submitted to the Environmental Department of the Aveiro City Council, Portugal, between 2000 and 2005. It discusses the potential influences of these in local environmental planning and governance. The paper has been organised into five sections. The first of these introduces the study. The second section focuses on the conceptual approaches relating to environmental grassroots movements, the main actors involved in these movements and the role played by local government. It also contains a brief review of the most recent urban environmental quality challenges in the European context together with a description of the main features of the associated political and legal framework in Portugal. The third section describes the case study and the methodology used. The results of the empirical study are detailed in the fourth section. The final section critically analyses these results with emphases on the temporal evolution of the submission of complaints, the actors involved, the local environmental problems and their associated spatial pattern as well as the responses given by the City Council. This information may then be used to provide a useful indicator for the perception of environmental quality as well as a credible instrument for the visualisation and evaluation of local performance in terms of environmental planning and management.AlBan Programme - n.     The subject of this article is the issue of the historicity of the figure of Daniel, who is the main character of the biblical book bearing his name. The question of whether Daniel is a historical or just a literary figure is important because it influences the exegesis of the text of the Book of Daniel. First, the author will indicate the reasons for questioning the historicity of Daniel, and then he will present different approaches to interpreting the content of the Book of Daniel.Przedmiotem artykułu jest kwestia historyczności postaci Daniela, który jest głównym bohaterem księgi biblijnej noszącej jego imię.     Biosafety at the crossroads: An analysis of South Africa's marketing and trade policies for genetically modified products

    "South Africa is the only country in Africa that has both adopted genetically modified (GM) crops and developed a functional biosafety system to manage any risks related to the use of GM products. But it is also one of the only countries that trade both GM and non-GM crops, despite being surrounded by countries banning the use of GM products. In this paper, we analyze the marketing and trade policies for GM products in South Africa that have been successful in the past and critically review recent reforms to these policies. By providing trade volume estimates of potentially GM products, we show that South Africa is effectively a significant exporter and importer of both GM and non-GM products. We then show that although its import approval system has been effective, recent reforms have allowed regulators to use biosafety regulations as an apparent nontariff barrier to trade. On the export side, South Africa has been able to adapt to each specific demand, but potential export risks have gradually entered the decisionmaking process through the inclusion of socioeconomic considerations. On the marketing side, we show that although non-GM maize segregation has been successful so far, it has generated some adjustment costs and could be improved. At the same time, by excluding all current GM products, the GM food labeling regulation in place has not been fully satisfactory and is bound to change; it could be heading toward a strict mandatory system, despite limited public demand. Therefore, there is a clear movement toward more costly and rigid trade and marketing regulations for GM products in South Africa, with local special-interest groups having an increasing influence on decisionmaking. Yet, the past 10 years have demonstrated that South Africa's success in taking advantage of biotechnologies under changing global conditions stems mainly from its adaptation capacity and the flexibility of its system.     India: Shadow WTO agricultural domestic support notifications

    "In this study, we examined India's domestic support policies to understand their classification and measurement for the purposes of official World Trade Organization (WTO) notifications. We then employed the underlying methods to prepare shadow notifications of India's domestic support for 1998-2005. Following that, we explored alternative support-definition scenarios and their possible effects on shadow notifications. Preliminary support estimates for 2006-2007 and a projection for 2015 are also provided with a discussion on how the latest WTO (2008) draft modalities are likely to impact India's domestic support. India's official notifications began in 1995 with green box support of nearly US2billionandlimiteduseofspecialanddifferentialtreatment.Theproductspecificaggregatemeasureofsupport(AMS)wasnegativebecauseexternalreferencepriceswerelargerthanminimumsupportprices.NonproductspecificAMS,bywayoffertilizer,electricity,irrigation,credit,andseedsubsidies,accountedforabout7percentofthevalueofagriculturalproductionin1995.Insubsequentnotifications,for1996and1997,severalkeychangeswereobserved.Thefirstwasthetransferof80percentoffertilizer,irrigation,andelectricitysubsidiesfromnonproductspecificAMStospecialanddifferentialtreatmentoflowincomeandresourcepoorfarmers.ProductspecificAMSremainednegative,butthevalueofproductionwasreplacedbyeligibleproduction,whichwassetequaltoquantitiesprocuredbypublicagenciesin1996and1997.Shadownotifications,basedonourunderstandingoftheunderlyingmethods,showedthatgreenboxsupporthadgrowntonearlyUS2 billion and limited use of special and differential treatment. The product-specific aggregate measure of support (AMS) was negative because external reference prices were larger than minimum support prices. Nonproduct-specific AMS, by way of fertilizer, electricity, irrigation, credit, and seed subsidies, accounted for about 7 percent of the value of agricultural production in 1995. In subsequent notifications, for 1996 and 1997, several key changes were observed. The first was the transfer of 80 percent of fertilizer, irrigation, and electricity subsidies from nonproduct-specific AMS to special and differential treatment of low-income and resource-poor farmers. Product-specific AMS remained negative, but the value of production was replaced by eligible production, which was set equal to quantities procured by public agencies in 1996 and 1997. Shadow notifications, based on our understanding of the underlying methods, showed that green box support had grown to nearly US8.0 billion in 2005. Estimates of input subsidies to low-income and resource-poor producers declined between 1998 and 2002, but they amounted to about US4.5billionor4percentofthevalueofagriculturalproductionin2005.ProductspecificAMSremainednegativethrough2005mostlybecauseofthewidegapbetweenexternalreferencepricesandminimumsupportprices.NonproductspecificAMSaccountedforabout1percentoftheannualvalueofagriculturalproductionfor19982005.AlternativesupportdefinitionandmeasurementscenariosshowedapossibleincreaseinproductspecificAMS.However,reallocatinginputsubsidiesfromspecialanddifferentialtreatmenttononproductspecificAMSwouldonlyeliminatesomeoftheslackinthelattersdeminimisexemption.WithIndiasgeneralelectionsexpectedinearly2009,theimmediatefutureincludespopularpoliciessuchascreditsubsidiesandsignificantgrowthinminimumsupportprices.Nevertheless,nonproductspecificAMSwouldnotlikelyexceedthelimitsproposedintheDohaRound(thatis,10percentofvalueofproduction)evenwithpopularpolicies.However,productspecificAMSwouldturnpositive,especiallyincereals,withhighgrowthinsupportpricesandtheappreciationofRupeeasseeninrecentyears.Projectionsfor2015suggestthatdeminimisexemptionswouldbeaboutUS4.5 billion or 4 percent of the value of agricultural production in 2005. Product-specific AMS remained negative through 2005 mostly because of the wide gap between external reference prices and minimum support prices. Nonproduct-specific AMS accounted for about 1 percent of the annual value of agricultural production for 1998-2005. Alternative support-definition and measurement scenarios showed a possible increase in product-specific AMS. However, reallocating input subsidies from special and differential treatment to nonproduct-specific AMS would only eliminate some of the slack in the latter's de minimis exemption. With India's general elections expected in early 2009, the immediate future includes popular policies such as credit subsidies and significant growth in minimum support prices. Nevertheless, non-product-specific AMS would not likely exceed the limits proposed in the Doha Round (that is, 10 percent of value of production) even with popular policies. However, product-specific AMS would turn positive, especially in cereals, with high growth in support prices and the appreciation of Rupee as seen in recent years.     Resumen: Daniela Parisi analiza el impacto de la vida de San F rancisco de Asís desde la perspectiva de la historia del pensamiento económico. Haciendo referencia particularmente a la atención otorgada en los círculos franciscanos a los signos de los tiempos, la autora traza el camino desde la vida de San Francisco, pasando por la vida de la Orden hasta el presente, y revela los orígenes del movimiento franciscano como un intento de reforma social y religiosa. En primer lugar, el artículo presenta la vida que llevó San Francisco como una “pobreza material voluntaria” en el contexto de los cambios socio-económicos que tuvieron lugar en el siglo XIII, con el advenimiento de la sociedad comercial. Luego, explica cómo la propuesta de San Francisco creció hasta convertirse en una orden religiosa. Finalmente, el artículo intenta iluminar aquellos aspectos en que la Orden Franciscana puede todavía considerarse un signo de los tiempos a través de una existencia comprometida con la pobreza, eliminando lo superfluo de nuestra vida y viviendo en consonancia con el Evangelio.Abstract: Daniela Parisi analyses the impact of the life of Saint Francis of Assisi, from the perspective of the history of economic thought. By referring in particular to the attention given in Franciscan circles to the signs of times, the author draws the path from Saint Francis’s life to the life of the Order until the present, and reveals the origins of the Franciscan movement as an attempt for social and religious reformation. First, the article presents St. Francis’s life of a “voluntary material poverty” in the context of the social and economic changes that took place in the XIII century, with the rise of the commercial society. Then, the author explains how St. Francis’ proposal grew into an Order. Finally, the article aims at illuminating the aspects in which the Franciscan Order can be still considered a sign of the times by living the commitment to poverty and minority, eliminating the superfluous from our lives and living close to the Gospel
