Jami'atul Washliyah is one of the organizations that nuances religioous and cannot be separated from the political dimension in the context of education. This paper is based on historical studies through library research. The Islamic organization known as Jami'atul al-Washilyah where its preaching especially in North Sumatra played a very important role mainly through education. One strategy used to spread Islam (Islamic da'wah) uses the term "zending" which is generally used by invaders in spreading their religion, Christianity. Adapun metode penelitian yang digunakan dalam penelitian ini adalah Deskriptif dengan analisis kualitatif. Pengumpulan data diperoleh dari wawancara, observasi dan dokumentasi. Hasil penelitian yang diuji dengan menggunakan teori George Edward III, yang terdiri dari (1) Komunikasi (2) Sumber Daya (3) Struktur Birokrasi dan (4) Disposisi. Hasil penelitian ini menunjukkan bahwa Implementasi Kebijakan Peraturan Bupati Gayo Lues Nomor 12 Tahun 2016 Tentang Pengelolaan Barang Milik Kabupaten Gayo Lues terhadap Lelang Kendaraan Dinas Roda Empat sudah dilaksanakan dengan baik namun belum memberikan hasil yang optimal, karena mengahadapi beberapa hambatan atau kendala antara lain peserta lelang tidak mampu menggunakan teknologi berbasis aplikasi dan berbasis online, kondisi kendaraan yang di lelang tidak sesuai dengan sepesifikasi yang diinformasikan lewat media cetak atau online, sumber daya manusia belum memadai dimana belum memiliki tenaga ahli dalam penilaian aset. Saran dari penulis berkaitan dengan penelitian ini : yaitu Badan Keungan Daerah harus melaksanakan pengembangan sumber daya manusia melalui pelatihan pendidikan, penyedian sarana dan prasarana yang mendukung pelaksanaan pelelangan seperti jaringan internet yang stabil. Memberikan informasi terkait kondisi nyata barang dari kendaraan roda empat yang akan lelang. This study aims to reveral or find scientific answer to matters relevant to the auction of the four wheeled official vehicle in Gayo Lues district and to find out and analyze the implementation of the Gayo Lues Regent’s Regulation Policy Number 12 of 2016 concerning the management of Gayo Lues district property towards the auction of the four wheeled official vechiles as well as to find out what factors are obstacles in the implementation of the Gayo Lues Rregent’s Regulation policy number 12 of 2016 concerning the Management of Gayo Lues Dstrict property towards the auction of four wheeled official vehicles. The research method used in this research is descriptive with qualitative analysis. Data collection was obtained from interviews, observations and documentation. The Research results were tasted using George Edward III’s theory, wich consisted of (1). Communication, (2). Resources, (3). Bereaucratic Structure and (4). Dispotition. The results of this study indicate that the implementation of the Gayo Lues Regent’s Regulation Policy Number 12 Of 2016 concerning the managementof Gayo Lues District property to the auction of four wheeled official vehicleshas beeb implemented properly but has not given optimal result, because it faces several obstacles, including auction participants who are unable to use application based on online based technologi, the condition of the vechile being auctioned does not match the specifications informed through print or online media, human resources are not sufficient where they not do not have experts in asset valuation. Suggestion from the authors related to this research the Regional Finance Agency of Gayo Lues district must carry out human resource development through educational training, providing facilities and infrastructure that support the implementation of the auction such as a stable internet network. Going Beyond Counting First Authors in Author Co-citation Analysis
Full text linkThe present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

Full text link“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

Islam Nusantara adalah model ajaran dan aliran islam yang di bentuk oleh Nadhatul Ulama dan di kembangkan di Nusantara atupun Indonesia. Schools must be able to carry out systematic planning or good management as a serious form of managing the best personality of children. This research aims to determine the Principal's Management Strategy in Instilling religious values ??in MTs Al-Fajar Sei Mencirim Education Foundation schools so that students' moral values ??are formed from Islamic activities in instilling religious values. The research method used was qualitative with a descriptive approach, by interviewing three research informants, namely the school principal and teachers. Data were analyzed using data reduction, data presentation, and conclusions and verification. The results of the research show that the management strategy carried out by the school principal in instilling religious values ??is that there are graduation requirements for MTs Al-Fajar students in the form of memorizing surahs and practicing worship. There are also routines carried out by saying hello, praying and worshiping. Supporting factors are prayer room facilities, mukena and Al-Qur'a
Appropriate Similarity Measures for Author Cocitation Analysis
Full text linkWe provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases.
