Implementation Dynamics of Passport Service Policy for Dual Nationality Child Subjects in Indonesia
Abstract
This article is a study of the implementation of passport service policies for children with dual citizenship in Indonesia. The implementation of this policy is the implementation of Permenkumham Number 18 of 2022, one of the points of which regulates the application of passport validity periods for children with dual citizenship. Regulations regarding the validity period of passports for children with dual citizenship are a form of policy that is in direct contact with Government Regulation Number 21 of 2022, although in its application to passport services at the Immigration Office, sometimes there is still no continuity between the two regulations. This then results in an analysis of the implementation of the passport service policy for children with dual citizenship which boils down to 3 decisions, namely first, namely providing a passport with a validity period up to the age limit for choosing the nationality of the passport applicant, postponing the passport application until the passport applicant completes the process of filing his/her citizenship selection, or refusing passport application because the passport applicant cannot complete the documents verifying the validity of his or her citizenship status by the previously determined time limit. The analysis used in this research uses Public Policy theory with the concept of Open Government and Public Policy Implementation in government institutions in Indonesia. It is hoped that this research will be able to provide an overview of the implementation of passport services for children with dual citizenship and provide the best solution for implementing this policy in the future
The Citizenship Criterias for the Candidacy in Indonesian General Election: The Formality of Validation Process
Democracy is a system where the government should prioritize the people’s aspiration in implementing the policies because the people are a source of the power itself. A good Election system is a key of a good democracy system. This article is a research result of the citizenship validation in a government election. In fact, the citizenship validation mechanism is still not available in Indonesia as some violation cases happened during the Regent Election 2020 in Sabu Raijua. This research uses qualitative method and reference study analysist approach to deeply analyze the implementation of the citizenship validation during the general election in Indonesia. In addition, the theory of system and the concept of the democracy will be also used as an analysist so that it can give some descriptions and considerations to improve the quality of the next general election in Indonesia. The citizenship validation process also can be applied in other government administration affairs to support a better democracy implementation in the future
ANALISIS FORMULASI KEBIJAKAN MASA BERLAKU PASPOR 10 TAHUN DALAM PERSPEKTIF KEIMIGRASIAN
This research is a study of the policy planning for a passport validity period of 10 years by Government Regulation Number 51 of 2020. The regulation explains that the validity period of a passport will be extended to a maximum of 10 years from before. The existence of this will directly change the initial changes and even include the possibility of changing Law Number 6 of 2011 concerning Immigration. Changes to the regulations governing procedures and other matters relating to passports will result in policies that require proper policy formulation. This study uses a qualitative method and is combined with a case study approach which aims to analyze the policy plan for a 10-year passport validity period from an Immigration perspective. The results of the study described that there were positive and negative values to the planned formulation of a 10-year passport validity policy, especially in the aspect of passport abuse problem, citizenship issues and state revenues. The results of this analysis are expected to be able to become a literature study in the plan to formulate a 10-year passport validity policy that will be applied in the future.Penelitian ini merupakan kajian terhadap perencanaan formulasi kebijakan masa berlaku paspor 10 tahun sesuai dengan Peraturan Pemerintah Nomor 51 Tahun 2020. Dalam peraturan tersebut dijelaskan bahwa masa berlaku paspor akan diperpanjang hingga paling lama berlaku selama 10 tahun dari yang sebelumnya berlaku paling lama 5 tahun. Adanya peraturan tersebut secara langsung akan mengubah peraturan terdahulu bahkan termasuk kemungkinan mengubah Undang-Undang Nomor 6 Tahun 2011 Tentang Keimigrasian. Perubahan atas peraturan-peraturan yang mengatur tentang prosedur serta hal lain yang berkaitan dengan paspor akan menghasilkan kebijakan-kebijakan yang memerlukan formulasi kebijakan yang tepat. Penelitian ini menggunakan metode kualitatif dan dipadukan dengan pendekatan studi kasus yang bertujuan untuk menganalisis rencana formulasi kebijakan masa berlaku paspor 10 tahun dalam perspektif Keimigrasian. Hasil penelitian menyatakan bahwa terdapat nilai positif dan negatif terhadap rencana formulasi kebijakan masa berlaku paspor 10 tahun terutama dalam aspek penanganan penyalahgunaan paspor, permasalahan Kewarganegaraan serta penghitungan penerimaan negara. Hasil analisis ini diharapkan mampu menjadi studi pustaka dalam rencana formulasi kebijakan masa berlaku paspor 10 tahun yang akan diterapkan kedepannya
IMPLIKASI PEMBANGUNAN ZONA INTEGRITAS DALAM REFORMASI BIROKRASI PELAYANAN KEIMIGRASIAN PADA KANTOR IMIGRASI TANJUNG PERAK
Pembangunan Zona Integritas merupakan program Kementerian Pendayagunaan Aparatur Negara-Reformasi Birokrasi (KEMENPAN-RB) yang dilaksanakan pada tingkatan Unit Pelaksana Tugas (UPT) dan Unit Kerja Eselon I bertujuan untuk meningkatkan efisiensi dan efektivitas kinerja birokrasi pemerintahan. Artikel ini merupakan hasil analisis terhadap implikasi pembangunan zona integritas dalam upaya pelaksanaan reformasi birokrasi terutama dalam bidang pelayanan publik di Kantor Imigrasi Tanjung Perak. Penelitian menggunakan metode kualitatif dengan pendekatan studi kasus yang disertai dengan analisis menggunakan teori sistem mengenai konsep reformasi birokrasi. Hasil penelitian menyatakan bahwa Kantor Imigrasi Tanjung Perak telah berhasil meraih predikat Wilayah Birokrasi Bersih dan Melayani (WBBM) yang merupakan predikat tertinggi dalam proses pembangunan zona integritas yang menghasilkan reformasi birokrasi dalam aspek pelayanan publik pada Kantor Imigrasi Tanjung Perak. Analisis terhadap dinamika pelayanan publik pada Kantor Imigrasi Tanjung Perak ini diharapkan mampu menjadi referensi bagi instansi yang sedang berproses dalam upaya pembangunan zona integritas sehingga dapat menghasilkan reformasi birokrasi dalam bidang pelayanan publik. Kata Kunci: Zona Integritas; Pelayanan Publik; Reformasi Birokrasi; Imigrasi
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases.
