    Peraturan Presiden Nomor 4 Tahun 2015 tentang Pengadaan Barang/Jasa Pemerintah telah menggantikan peraturan sebelumnya yakni Peraturan Presiden Nomor 54 Tahun 2010. Adanya Peraturan Presiden ini ialah sebagai respon terhadap kondisi pengadaan barang/jasa pemerintah yang memerlukan inovasi dalam pelaksanaannya, yakni dengan cara pemanfaatan teknologi informasi. Studi ini bertujuan untuk menganalisis dampak yang ditimbulkan dari diterapkannya Peraturan Presiden Nomor 4 Tahun 2015. Analisis dampak dilakukan dengan menyelidiki persepsi para pihak-pihak yang terlibat dalam proses pengadaan barang/jasa di Pemerintah Kabupaten Tasikmalaya terhadap prinsip-prinsip yang ada dalam pengadaan barang/jasa secara umum. Penelitian ini menggunakan pendekatan post-positivist dengan metode deskriptif kualitatif melalui studi literatur, observasi langsung, serta wawancara mendalam dengan pihak-pihak yang berperan dalam pengadaan barang/jasa pemerintah di Kabupaten Tasikmalaya baik idari sisi pengusaha sebagai klien maupun pemerintah sebagai stakeholder yang memiliki wewenang dalam pelaksanaan pengadaan barang/jasa. Hasil penelitian menunjukkan bahwa Peraturan Presiden Nomor 4 tahun 2015 berdasarkan prinsipprinsip pengadaan barang/jasa pemerintah memiliki dampak bagi klien maupun stakeholder dalam pelaksanaan pengadaan barang/jasa pemerintah secara elektronik yakni melalui yang terdiri atas e-Tendering juga e-Purchasing dengan memanfaatkan sistem e- catalogue. The Presidential Regulation No. 4 of 2015 concerning of Government Goods/Services Procurement has superseded the previous regulation of Presidential Regulation No. 54 of 2010. The existence of this Presidential Regulation is in response to the condition of procurement of goods / services of government that require innovation in the implementation, by using information technology . This study aims to analyze the impact of the implementation of Presidential Regulation No. 4 of 2015. Impact analysis is done by investigating the perceptions of the parties involved in the procurement process of goods / services in Tasikmalaya Regent against the principles exiting the procurement of goods / services policy. This research uses a post-positivist approach with qualitative descriptive method through literature study, direct observation, and in-depth interviews with related parties that play a role in the procurement of goods / services in Tasikmalaya regency either from the side of employers as clients and government as stakeholders who have authority in the procurement of goods / services. This research identify that Presidential Regulation No. 4 of 2015 based on the principles of procurement of government goods / services has a various impact for clients and stakeholders in the implementation of electronic procurement of goods / services by consisting of e-Tendering and e-Purchasing with Utilizing e-catalogue system.     Kemajuan teknologi menuntut perubahan pada cara pelaksanaan kegiatan di berbagai sektor salah satunya sektor pemerintahan, keterlibatan teknologi dalam sektor pemerintahan akan menentukan masa depan bangsa. Fungsi utama pemerintah adalah memberikan pelayanan terbaik untuk memenuhi kebutuhan masyarakat di seluruh sektor. Salah satu perkembangan teknologi informasi dan komunikasi pada sektor pemerintahan yaitu electronic government atau yang biasa disebut e-government yang menjadi sebuah trend saat ini. Selain pemerintah tingkat pusat, penerapan e-government di Indonesia juga sudah tersebar di tingkat daerah hingga merambah ke berbagai desa. Penggunaan e-government dalam pelayanan publik satu sisi dipandang sebagai hal yang wajib dilaksanakan oleh seluruh instansi pemerintahan di zaman yang serba modern ini. Namun pelayanan publik di Desa Cikampek Utara dapat dikatakan masih belum optimal dalam memanfaatkan e-government. Pelayanan publik di Desa Cikampek Utara masih menggunakan metode tulis tangan atau paper based method, seluruh data serta informasi pelayanan publik di tulis dalam buku register secara manual. Penelitian ini menggunakan Shaul Oreg dengan menggunakan pendekatan kualitatif, dalam penentuan informan menggunakan Purposive Sampling. Hasil penelitian menjukkan bahwa Desa Cikampek Utara melakukan pelayanan publik masih menggunakan metode tulis kertas atau paper base method untuk memproses surat-surat yang dibutuhkan oleh masyarakatnya, selanjutnya apabila Pemerintah Desa menerapkan pelayanan berbasis e-government akan membingungkan bagi pegawai desa yang memiliki usia lanjut karena mereka lebih terbiasa dengan metode tulis kertas, jika merubah metode pelayanan publik menjadi metode e-government dianggap akan memakan banyak waktu serta biaya, contohnya seperti melakukan bimbingan teknis kepada pegawai serta membeli infrastruktur penunjang digitalisasi yang harganya mahal, sehingga penyelenggaraan pemerintahan yang lainnya dapat terganggu, Kemudian Pemerintah Desa Cikampek Utara sejauh ini akan tetap konsisten menggunakan metode tulis kertas dengan alasan untuk menyesuaikan umur serta kemampuan para pegawai dan masyarakat desa yang belum bisa menggunakan digitalisasi

Sebab, menemukan bahwa badan usaha milik desa yang ada di sebagian desa dan ini mengkhususkan kepada Desa Cikampek Utara untuk mengoperasionalkan usaha badan usaha milik desa tidak hanya simpan pinjam dan mobil bak sampah jikalau partisipasi masyarakat yang menyebabkan matinya badan usaha milik desa. Tujuan penelitian ini adalah bagaimana desa dapat memahami cara membuat aplikasi dalam android melalui android studio untuk memasarkan usaha badan usaha milik desa.     This research was based on the UPPKS (Prosperous Family Income Improvement Business) program spearheaded by BKKBN in order to improve welfare and establish a kb program consisting of family stages, especially pre-KS families. The problem started from the number of members of the UPPKS group who joined only slightly compared to the number of people, especially pre-KS in Tambaksari Village, which then raised the question of how the evaluation conducted by the policy implementers. The purpose of this research is to review and analyze the evaluation in the implementation of uppks program tambaksari village district Tirtajaya Karawang regency. The research used qualitative method with case study approach, namely determination of research participants with purposive sampling technique, data collection using observation, interview, documentation, and audio-visual material, as well as data analysis with data reduction, data presentation and conclusion drawing. The results of the research seen from inputs, processes, outputs and overall outcomes have not been able to be carried out optimally both in terms of implementing policies related to human resources and budgets, the way of implementation of activities from socialization, coordination and implementation of participation and support is lacking, and the impact felt in the UPPKS program is not significant

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    This pandemic period provides a new perspective on bureaucratic management. Bureaucracy in any situation must continue to meet the needs of customers (society) because it is related to public services. So even though there is limited space for movement due to following health protocols during the current pandemic, people are still given their rights as citizens to be served by adjusting the situation, one of which is through electronic services. The Covid-19 pandemic is a condition that makes the bureaucracy adapt to changes in service models from habits in serving the community with normal conditions to the new normal. In this study, the author uses a qualitative descriptive method, with the type of library research (library research). The results of the survey indicate that bureaucratic changes occur in the dimensions of the organization and the measurements of the new work system. In the organizational size, there has been a change in the bureaucratic model which was initially run usually, then a disturbance; in this case, Covid-19 requires the organization to make changes to the continuing to new normal, while in the work system dimension, there are two choices, namely working at home and work at home.       The purpose of this study is to describe how to evaluate the Competency-Based Workforce Training Program by the Bekasi City Manpower Office in 2021. The method of this research is descriptive. Data collection techniques using observation, interviews and documentation. The types of data used in this study are primary data and secondary data obtained from interviews with informants in this study. In this study, the author uses the theory of program evaluation according to Daniel Stufflebeam as a reference in analyzing which consists of the dimensions of context, input, process and output. The results of this study indicate that the evaluation of the Competency-Based Workforce Training Program by the Bekasi City Manpower Office is considered feasible to be continued but there are some improvements. From the context and process evaluation dimensions, the overall evaluation was good, but in the input and output evaluation dimensions problems were found such as the lack of teaching or instructor resources and also no monitoring and data collection from the Bekasi City Manpower Office after the training

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.
