URGENSI PROGRAM GERAKAN LITERASI DESA DI INDONESIA
This article discusses the urgency and appropriateness of the Village Literacy Movement in Indonesia, addressing various complex challenges related to education levels, resource access, and infrastructure in rural areas. The research aims to examine how literacy programs can enhance the quality of life and economic opportunities for village communities. Using a qualitative exploratory approach, the study finds that low formal education levels, limited access to reading resources, and a shortage of teachers and educational facilities are major barriers to improving rural literacy. Active participation from local government and communities in supporting literacy programs is crucial for their success. Additionally, tailoring literacy programs to local needs and characteristics is considered essential for their effectiveness. Digital literacy and financial literacy are identified as key aspects in the economic empowerment of villages, enabling communities to better utilize technology and manage finances. The findings of this study indicate that village literacy not only aims to improve reading and writing skills but also to empower village communities to access important information that can enhance their quality of life. With improved literacy, village communities are expected to engage more actively in productive and sustainable economic development. Therefore, collaboration between the government, educational institutions, and local communities is vital to creating an environment that comprehensively supports the enhancement of village literacy
PRO KONTRA KEBIJAKAN PEMBATASAN BARANG BAWAAN LUAR NEGERI: OPTIMALISASI PERAN BEA CUKAI VIS A VIS MISPERSEPSI PUBLIK
This study highlights the vital role of Customs in overseeing freight forwarding companies (FFCs) and efforts to enhance compliance with customs regulations. Customs is responsible for safeguarding national security, protecting domestic industries, and ensuring fair market competition. However, complex challenges arise, particularly regarding FFCs' compliance with regulations. Many FFCs face difficulties in managing customs documents due to lack of knowledge and adequate systems, often resulting in goods seizures and consumer dissatisfaction. To address these issues, the study recommends several strategic steps. Firstly, Customs should implement comprehensive and regular audits of FFCs, including document checks, physical inspections of goods, and internal procedure evaluations. Audits help identify non-compliance and provide improvement recommendations. Secondly, leveraging information and communication technology (ICT) such as online platforms for document reporting and verification can enhance efficiency and transparency. The use of big data technology and predictive analytics can also assist in risk assessment. Effective communication with the public is crucial to increase understanding of procedures and reasons behind goods seizures. Through public education and responsive customer service, Customs can mitigate public dissatisfaction. Collaboration with other relevant agencies such as the Ministry of Trade and Quarantine Agency is also necessary to expedite document verification processes. Training and capacity building for Customs staff must also be enhanced. In conclusion, by implementing these strategic measures, Customs is expected to improve performance and public trust in both Customs and FFCs, creating a fair and secure trading environment that supports economic growth and societal welfare
Strategi Kolaborasi Pemerintah dan Perusahaan dalam Meningkatkan Efektivitas Pengelolaan Bisnis dan Kepatuhan Hukum di Indonesia
Effective business management and legal compliance are essential to create corporate stability and competitiveness, especially in Indonesia which has complex regulations. Compliance with the law helps companies build reputation, reduce risks and contribute to sustainable economic development. Collaboration between government and companies is key to creating a healthy business ecosystem, supporting economic growth, and ensuring transparency and accountability in business practices. This study aims to analyze the collaboration strategy between government and companies in improving the effectiveness of business management and legal compliance in Indonesia. This study uses a normative legal approach that relies on tracing applicable laws and other complementary sources. The results of the study indicate that collaboration between the government and companies in improving the effectiveness of business management and legal compliance is very important to create a transparent, efficient, and sustainable business environment. With the role of the government in providing regulations that support operational efficiency, incentives for law-abiding companies, and the provision of skills-based training, companies can operate better and comply with legal obligations. In addition, the use of technology and digitalization of legal administration processes can improve efficiency and transparency, while synergies in corporate social responsibility (CSR) programs and awards for law-abiding companies help strengthen the culture of compliance. All of this creates a business ecosystem that not only benefits companies, but also contributes to economic development and community welfarePengelolaan usaha yang efektif dan kepatuhan hukum sangat penting untuk menciptakan stabilitas dan daya saing perusahaan, terutama di Indonesia yang memiliki peraturan yang kompleks. Penelitian ini bertujuan untuk menganalisis strategi kolaborasi antara pemerintah dan perusahaan dalam meningkatkan efektivitas pengelolaan usaha dan kepatuhan hukum di Indonesia. Penelitian ini menggunakan pendekatan hukum normatif yang mengandalkan penelusuran peraturan perundang-undangan yang berlaku dan sumber pelengkap lainnya. Hasil penelitian menunjukkan bahwa kolaborasi antara pemerintah dan perusahaan dalam meningkatkan efektivitas pengelolaan usaha dan kepatuhan hukum sangat penting untuk menciptakan lingkungan bisnis yang transparan, efisien, dan berkelanjutan. Dengan peran pemerintah dalam menyediakan peraturan yang mendukung efisiensi operasional, insentif bagi perusahaan yang taat hukum, dan penyediaan pelatihan berbasis keterampilan, perusahaan dapat beroperasi lebih baik dan mematuhi kewajiban hukum. LOCAL POLITICAL COMMUNICATION STRATEGY IN IMPROVING VILLAGE PUBLIC SERVICE PERFORMANCE
The public considers that bureaucratic performance in public services is still low, by listening to community voices, village governments can be more responsive and adaptive to local conditions and needs. This research aims to analyze local political communication strategies implemented by village governments in improving the performance of village public services. This research used qualitative methods with a descriptive approach which allows researchers to understand and explain phenomena in depth in a natural context, data was obtained from primary data, through interview, and secondary data, through official documents, journal and media. The research results show that effective political communication is very important to improve the performance of public services at the village government level. Strategies such as increasing transparency through various communication channels, involving the community through village meetings and discussion forums, and using digital technology can speed up interactions and ensure citizen involvement. Increasing the competency of village officials in communication skills and public service ethics is also crucial for creating responsive and accountable services. Promotion of village program results and achievements can strengthen community trust and encourage active participation in development. However, various challenges such as limited resources, policy incompatibility between the village and national levels, slow bureaucratic processes, and local political dynamics such as group competition and political intervention, still hamper the effectiveness of public services. Low community participation in decision making and monitoring also reduces the sense of ownership and responsibility for village programs, resulting in dissatisfaction and reduced program effectiveness
OPTIMALISASI KINERJA: RENCANA DAN PROGRES REFORMASI BIROKRASI KEMENTERIAN PERHUBUNGAN
Bureaucratic reform has become an important agenda in efforts to improve the performance and effectiveness of government institutions in various countries, including Indonesia. The Ministry of Transportation (Kemenhub) has been actively carrying out various organizational transformation efforts to improve its performance and responsiveness to community needs since 2010. This reform process is based on the theory of organizational change, which emphasizes the importance of commitment from all parties involved, support from organizational leadership, and change that carried out gradually and measurably. Analysis of the implementation of bureaucratic reform at the Ministry of Transportation shows that the steps taken have provided positive results in improving operational efficiency and service quality in the transportation sector. Commitment from all levels of employees, led by visionary leaders, is the key to success in implementing these changes. However, there are still several challenges that need to be overcome in continuing bureaucratic reform at the Ministry of Transportation. Effective and efficient budget management remains a major concern, and a clear understanding of the benefits of bureaucratic reform needs to be disseminated more widely. Open and ongoing communication with stakeholders is essential to ensure continued support for the changes being made. By strengthening commitment, developing human resources, and using information technology more effectively, the Ministry of Transportation can continue to improve its performance and services for the community in a continuously developing transportation context
Translation strategies of swear words in the 22 jump street film subtitle

To identify the grammatical pattern of swear word in the 22 Jump Street Film Subtitle. To identify the translation strategies applied in Translation Strategies of Swear Words in the 22 Jump Street Film Subtitle. Documentation method was used in collecting the data. The research was taken the data from the internet, and the subtitle from the film. The researcher used the following steps: selecting the film, downloading the film on the internet, getting the Target Language (TL) script, finding out the Source Language (SL) script on the internet to find the utterances (swear words) that were said by the actors, typing the Indonesian subtitle beside the Source Language (SL) subtitle in a note as data. There are containing 96 units of data analysis found in 22 Jump Street film and its subtitle which have been analyzed based on Mona Baker`s translation strategies. It is found that there are 2 kinds of 4 translation strategies. They are Translation by Cultural Substitution and Translation by Omission. There are four types of swear words used in 22 Jump Street film and its subtitle. There are 57 data (59.375%) for expletive, 22 data (22.916%) forauxiliary, 14 data (14.583%) for abusive, and the last is 3 data (3, 125%) for humorous. The researcher found that the film translation is dominated by Translation by Cultural Substitution and Translation by Omission. It can give the reader a concept which the reader can identify something similar otherwise Translation by Omission. Translators can has purpose to make simply omit translating the word or expression. The highest percentage of translation strategies used is Translation by Cultural Subtitution. This is the translation strategies mostly used in the film. This is some kind of cultural subtitution where spesific terms in the source language is translated in the common cultural in the target language, so that the result of the translation work is understandable in the target language

ABSTRACT
Political parties are an important instrument for democracy. Party plays a very
strategic link between the processes of government by citizens. In fact, political parties
actually determines democracy. Finally, the party is a very important institution for the
enhanced degree of institutionalization in democracy.
Indonesian Democratic Party of Struggle (PDIP) is one political party which has a
long pursuit in the history of parties in Indonesia. But many vote said that the Indonesian
Democratic Party of Stuggle yet institutionalized. This assessment set out from the large
influence of the Chairman of the PDIP Megawati Sukarnoputri.
Relying on this condition, this study aims to determine the degree of political
institutionalization Indonesian Democratic Party of Struggle. In this study, the author
uses PDIP of Central Java which diverge in the region as an object of research.
In assessing the degree of political institutionalization PDIP Central Java, the
author uses five parameters, namely (1) Systemness (2) Value infusion (3) decisional
autonomy (4) reification (5) age of the organization.
This study using qualitative methods through interviews of political elites in
Central Java PDIP. This interview was conducted against the elites who are considered
competent to answer the question in this study. Meanwhile, to measure the degree of
public knowledge of Java PDIP, the author also conducted a sample survey with nonprobability
sampling methods. This survey conducted on 100 respondents spread over
seven districts / cities in Central Java that includes, Semarang, District Kendal, Demak,
Semarang District, Magelang District, Kudus, Purwodadi. Respondents used in this
research is people who are considered eligible to participate in the survey, those who
already have the right to vote in the election with a variety of professional backgrounds.
The results showed that the political institutionalization of Central Java
Indonesian Democratic Party of Struggle still in a low degree of institutionalization. This
conclusion is drawn from the assessment of research results in each parameter used. This
condition occurs due to the dominance of main political elite of Indonesian Democratic
Party of Struggle which always intervention in determining all political decisions in the
area. DPD PDIP Java as the representative of the local party acted only as an object of the
patient from the decision issued by the central elite of PDIP.

ABSTRAKSI
Partai politik adalah instrumen penting bagi demokrasi. Partai memainkan peran
penghubung yang sangat strategis antara proses-proses pemerintahan dengan warga
negara. Bahkan partai politiklah yang sebetulnya menentukan demokrasi. Sebagai pilar
demokrasi, partai merupakan lembaga yang sangat penting untuk diperkuat derajat
pelembagaannya.
Partai Demokrasi Indonesia Perjuangan (PDIP) merupakan salah satu partai
politik yang memiliki kiprah cukup lama dalam sejarah kepartaian di Indonesia. Meski
demikian, PDIP secara organisasi banyak dinilai belum terlembaga. Penilaian ini
berangkat dari besarnya pengaruh Ketua Umum PDIP yang saat ini dijabat oleh
Megawati Soekarnoputri.
Dengan berpijak pada hal tersebut, penelitian ini bertujuan untuk mengetahui
derajat pelembagaan politik PDIP. Dalam penelitian ini, penulis menggunakan DPD
PDIP Jateng yang merupakan kepanjangan partai di daerah sebagai objek penelitian.
Dalam menaksir derajat pelembagaan politik PDIP Jateng, penulis menggunakan
lima parameter yakni (1) derajat kesisteman (2) derajat identitas nilai (3) derajat otonomi
(4) derajat pengetahuan atau citra publik (5) usia organisasi.
Penelitian ini menggunakan metode kualitatif melalui metode wawancara
terhadap elite-elite politik PDIP Jateng. Wawancara ini dilakukan terhadap elite-elite
yang dianggap memiliki kompetensi untuk menjawab persoalan dalam penelitian ini.
Sementara untuk mengukur derajat pengetahuan publik terhadap PDIP Jateng, penulis
juga melakukan survey sampel dengan metode non probabilitas sampling. Survey ini
dilakukan terhadap 100 orang responden yang tersebar di tujuh wilayah kabupaten/kota
di Jateng yang meliputi Kota Semarang, Kabupaten Kendal, Demak, Kabupaten
Semarang, Kabupaten Magelang, Kudus, Purwodadi. Responden yang digunakan dalam
penelitian ini adalah masyarakat yang dianggap memenuhi syarat untuk turut serta dalam
survey, yakni mereka yang telah memiliki hak pilih dalam pemilu dengan beragam latar
belakang profesi.
Hasil penelitian menunjukkan bahwa pelembagaan politik PDIP Jateng masih
dalam derajat pelembagaan yang rendah. Kesimpulan ini diambil dari penaksiran
terhadap hasil penelitian pada setiap parameter yang digunakan. Kondisi ini terjadi akibat
dominannya porsi yang diambil DPP PDIP dalam menentukan segala keputusan politik di
daerah. DPD PDIP Jateng sebagai kepanjangan tangan partai di daerah hanya diperankan
sebagai objek penderita dari keputusan yang dikeluarkan oleh DPP PDIP.

Rancang Bangun Sistem Pengirim Daya Nirkabel dengan Rangkaian Resonansi Magnetik Menggunakan Inverter Jembatan Penuh
Pengiriman daya nirkabel merupakan sistem penyaluran energi listrik dengan media transmisinya adalah udara. Sistem pengiriman daya tanpa kabel terdiri dari dua bagian, yakni transmitter (pengirim) dan receiver (penerima). Pengiriman daya dengan menggunakan rangkaian resonansi magnetik pada dasarnya adalah memindahkan energi listrik dari pengirim ke penerima melalui resonator pada kedua sisi yang beroperasi pada frekuensi resonansi yang sama. Sistem pengiriman daya tanpa kabel ini menggunakan frekuensi resonansi 100 kHz dengan rangkaian resonansi seri. Kumparan pengirim dan penerima dibuat dengan menggunakan kawat tembaga berdiameter 1.2 mm dan dibentuk helix coil dengan diameter kumparan 10 cm. Sisi pengirim menggunakan sumber DC 12 V dan dihubungkan dengan full bridge inverter dengan 4 buah MOSFET-N channel dan 2 buah gate driver IR2110. Sisi penerima dihubungkan dengan rectifier jembatan penuh dan filter kapasitif untuk mendapatkan tegangan DC kembali. Berdasarkan hasil penelitian diperoleh bahwa efisiensi transfer daya berbanding terbalik terhadap jarak. Pada pengujian sudut antar kumparan, semakin besar sudut maka semakin kecil tegangan yang timbul pada sisi penerima karena fluks magnet tidak memotong kumparan penerima dengan sempurna . Lalu, ketika ada benda diantara 2 kumparan, hanya benda yang bersifat konduktor yang mempengaruhi pengiriman, sedangkan benda yang bersifat isolator tidak mempengaruhinya secara signifikan. Kemudian pada pengujian medan listrik dan medan magnet, nilainya berbanding terbalik terhadap jarak karena fluks magnet tidak dapat mencapai kumparan penerima yang semakin jauh
The Implementation of National Defense Policy: Understanding the Concept in the Millennial Era
Purpose: This research aims to comprehensively examine the implementation of national defense policy in the millennial era, explicitly focusing on the conceptual understanding within the framework of the National Defense program in the Republic of Indonesia. The study aims to shed light on the challenges and implications of the evolving threat landscape, globalization, and technological advancements, emphasizing the necessity for a strategic and well-utilized defense strategy.
Theoretical Reference: This research is grounded in the theoretical framework of state defense, emphasizing its significance as a mindset and pattern of action aligned with the values of Pancasila. The study draws on the context of Indonesia's pluralistic and multicultural conditions, exploring how these factors contribute to the complexity of implementing state defense. The theoretical foundation is further supported by critical variables, including government leadership, the formation of reserve component blocks, and citizenship education, all crucial in shaping a robust national defense strategy.
Method: This qualitative case study explores the implementation of state defense policies in the millennial era. Key aspects include assessing the government's role, National Defense program effectiveness, and community participation. Respondent selection involves stakeholders, ensuring diverse perspectives. Data collection comprises in-depth interviews and document analysis.
Results and Conclusion: The results of this research highlight the intricate nature of implementing state defense in the millennial era, considering the challenges arising from globalization, technological advancements, and internal conflicts. The study underscores the importance of genuine role models among national leaders and stakeholders, especially in fostering a paternalistic culture for the younger generation. The conclusion emphasizes the constructive nature of defending the country as a strategy for maintaining national integrity and empowering the Republic of Indonesia in the face of evolving threats.
Implications of research: The implications of this research extend to various sectors, including government policy-making, defense program development, and societal awareness. The study provides insights into the urgency of aligning government programs with the dynamic needs of the millennial era.
