    Critical Factors of Educational Institutions Adoption for BS 10012 Certification

    2010年5月台灣立法院三讀通過個人資料保護法,施行細則方面則於2012年10月正式實施。現今國內所有教育機構都在努力建構一個有系統且全面性的個人資料保護管理系統與機制,讓個人資料外洩的風險降到最低,並且善盡個人資料保護管理的責任。而對於個資保護管理系統之建置,國內傾向於BS 10012認證之導入,但目前國內外探討此相關議題之文獻並不多,使得此領域之相關研究嚴重缺乏。因此,本研究參考創新擴散理論與科技─組織─環境架構提出影響教育機構導入BS 10012認證之關鍵因素模式,使用「環境特性」、「教育機構特性」以及「個人資料管理系統特性」等3個構面發展出6個關鍵因素,以探討影響教育機構導入BS 10012認證之決策因素。本研究利用問卷調查法,針對中部地區之中等教育以上之教育機構為研究範圍,每校發放一份問卷,以各校負責個人資料保護工作或是資訊安全業務之教職員為主要調查對象。總計發放出128份問卷,實際有效回收51份,實際有效回收率為39.84%。藉由區別分析之研究結果顯示,「學校的形象性」、「高階主管支持」與「BS 10012認證所帶來之相對優勢」等3個關鍵因素,皆會正向顯著影響教育機構對於BS 10012認證之採用。Personal Information Protection Act has passed in Taiwan in May, 2010 and relevant policy has been implemented in October, 2012. Most of the domestic educational institutions concentrated on constructing the personal information management system and reduced the risk of personal information leakage. In this study, diffusion of innovation theory and TOE framework are proposed to evaluate the critical factor that influences the adoption of BS 10012 certification. The key factors, which includes characteristics of environment, educational institution, personal information management system and etc., are used to determine whether the educational institution has adopted BS 10012 certification or not. Questionnaire survey is applied to the staff that works in educational institution and the analysis result indicates that the reputation of school, the support of senior staff and the comparative     Towards the theory of how a constitutional supercooling layer appears ahead of the planar crystallization front

    This study, the effect of constitutional supercooling appearing ahead of the crystallization front and leading to the mushy layer origination is considered. An approximate analytical theory determining the time of mushy layer initiation is constructed.     To reduce the risks of obtaining unreliable measurement information on the parameters and characteristics of weapons and military equipment during testing, requirements for the measurement management system must be established and met. Such requirements are regulated in the state standards of Ukraine on the basis of the International Organization for Standardization standard ISO 10012 “Measurement management systems. Requirements for measurement processes and measuring equipment”. The article examines the current state of implementation of measurement management according to ISO 10012 in testing laboratories, and identifies the main problematic issues. There are various bodies in Ukraine that voluntarily assess the state of measurement in laboratories for compliance with the requirements of national standards based on ISO 10012 (enterprises, organizations, including various private and public organizations), but their competence is questionable in some cases. Also, voluntary measurement assessment bodies lack uniform approaches to the terminology, composition, content of documents submitted for assessment and received as a result of the assessment, and the frequency of work. For such conditions, recommendations are given on the use of mechanisms for confirming compliance with the provisions of ISO 10012. It is emphasized that the assessment of the state of measurements in laboratories involved in the testing of weapons and military equipment should be carried out in metrological military units or by surveyors of the Ukrainian system of voluntary assessment of the measurements state. For any type of testing of weapons and military equipment, it is necessary to perform metrological confirmation, taking into account the scope of application of weapons and military equipment, the peculiarities of ensuring the measurements uniformity in the defense sphere of Ukraine. The paper investigates the implementation of a process approach to metrological confirmation during testing. It is concluded that it is expedient to develop a document with a certain legal status that regulates the procedure for assessing the measurements state, uniform requirements for terminology, composition and content of documents submitted for assessment and received as results of its outcome.Для зменшення ризиків отримання недостовірної вимірювальної інформації про параметри та характеристики озброєння та військової техніки в процесі проведення випробувань мають бути встановлені вимоги до системи керування вимірюваннями та досягнуто їх виконання. Таки вимоги регламентовані в державних стандартах України на основі стандарту Міжнародної організації зі стандартизації ISO 10012 “Системи керування вимірюванням. Вимоги до процесів вимірювання та вимірювального обладнання”. В статті досліджується існуючий стан впровадження керування вимірюваннями по стандарту ISO 10012 в випробувальних лабораторіях, зазначаються основні проблемні питання.     Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    PRIMARY DISKS AND THEIR OBSERVATIONAL APPEARANCE IN COLLAPSING MAGNETIC ROTATING PROTOSTELLAR CLOUDS

    Abstract: The collapse of the magnetic rotating protostellar cloud 10 (Formula presented.) mass is numerically studied. The initial ratios of the thermal, magnetic, and rotational energy to the cloud gravitational energy magnitude are 0.3, 0.2, and 0.01, respectively. The emphasis is on the evolution and properties of the quasi-magnetostatic primary disk formed at the isothermal stage of the collapse. Simulations show that the primary disk size and mass increase during evolution from 1500 au to 7400 au and from 0.3 (Formula presented.) to 5.2 (Formula presented.), respectively. Magnetic fields are quasi-radial in the cloud envelope and quasi-uniform within the primary disk. A toroidal magnetic field is generated behind the front of the fast shock MHD wave propagating from the primary disk boundary and in the region of the outflow formed near the first hydrostatic core. The hierarchical structure of collapsing protostellar clouds can be revealed in observations by the magnetic field geometry and the angular momentum distribution. © 2021, Allerton Press, Inc.Russian Science Foundation, RSF, (19-72-10012)This study was supported by the Russian Science Foundation, project no. 19-72-10012

    Variations on the Author

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
