Financial Ratio Analysis to Assess the Financial Performance of the Padangsidimpuan City Government
74 HalamanPenelitian ini bertujuan untuk mengetahui Kinerja Keuangan Pemerintah Kota Padangsidimpuan tahun 2016-2019 dilihat dari: (1) Rasio efektivitas, (2) Rasio efisiensi, (3) Rasio Keserasian, (4) Rasio Pertumbuhan, dan (5) Rasio Kemandirian Keuangan Daerah.
Penelitian ini merupakan jenis penelitian deskriptif. Populasi dalam penelitian ini seluruh laporan keuangan pemerintah daerah Kota Padangsidimpuan. Sampel penelitian ini laporan keuangan Pemerintah Kota Padangsidimpuan tahun 2016-2017. Jenis data dalam penelitian ini adalah data kuantitatif, sedangkan sumber data menggunakan data sekunder. Teknik analisis data dalam penelitian ini adalah deskriptif kuantitatif.
Hasil penelitian menunjukkan bahwa kinerja keuangan Pemerintah Daerah Kota Padangsidimpuan dilihat dari (1) Rasio Efektivitas dapat di kategorikan kurang efektif, karena rata-rata efektivitasnya 88,86% (2) Rasio Efesiensi PAD tergolong efisien karena rata-rata besarnya rasio ini sebesar 96,44% (3) Rasio Keserasin dapat dikatakan bahwa Pemerintah Kota Padangsidimpuan mengalokasikan sebagian besar anggaran belanjanya untuk belanja operasi daerah yaitu rata-rata sebesar 81,6% dibandingkan dengan rata-rata belanja modal sebesar 18,33%, (4) Rasio Pertumbuhan selalu mengalami pertumbuhan dari tahun ke tahun (5) Rasio Kemandirian Keuangan Daerah masih tergolong rendah dan dalam katagori pola hubungan Instruktif karena rata-rata rasionya sebesar 11,82%. The purpose of this study is to determine the Padangsidimpuan City Government's financial performance from 2016 to 2019 using the following metrics: (1) Effectiveness Ratio, (2) Efficiency Ratio, (3) Harmony Ratio, (4) Growth Ratio, and (5) Regional Financial Independence Ratio.
This study is a type of descriptive research. The population in this study were all financial reports of the Padangsidimpuan city government. The sampel of this research was the financial statements of the Padangsidimpuan city government for 2016-2019. The type of data in this research is quantitatif data, while the data source uses secondary data. The data analysis technique in this research is quantitative descriptive.
The results of the study indicate that the financial performance of the Padangsidimpuan City Government as seen from (1) the Effectiveness Ratio can be categorized as ineffective, because the average effectiveness is 88.86% (2) The PAD Efficiency Ratio is classified as efficient because the average size of this ratio is 96.44 % (3) The Harmony Ratio can be said that the Padangsidimpuan City Government allocates most of its budget for regional operating expenditures, which is an average of 81.6% compared to the average capital expenditure of 18.33%, (4) Growth Ratio always experiences growth from year to year (5) the ratio of Regional Financial Independence is still very low and in the category of Instructive relationship pattern because the average ratio is 11.82%

Meeting the challenges of modernity as experienced by Said Nursi, Muhammad Iqbal and Muhammad Abduh
One of the core debates of the Muslim intellectuals of the nineteenth and twentieth centuries was on the question of whether Islam could or should embrace change. If so, then how would this change take place in meeting the current challenges, while also staying faithful to the primary teachings of Islam? Muslims, and non-Muslims alike were directly or indirectly influenced by the “modern” trends brought by the West. Did “modern” values always signify progress and value? To what extent would modern principles be adopted in the Islamic tradition? These were certainly a few of the many questions raised by pioneer figures of “modernity” like Said Nursi (d. 1960), Muhammad Iqbal (d.1938) and Muhammad Abduh (d.1905). As I have come to hypothesize prior to my research, their distinct educational background and context had great significant and lasting impacts in the unique approaches that they undertook in regards to bringing change. As I have concluded, the ways in which they have dealt with these “modern” challenges, as well as opportunities, were not only an inspiration for their own generations, but also relevant to many Muslims to this day. Still, many Muslims and non-Muslims are unaware of these intellectuals who have demonstrated an immense effort in resolving the issues of their day. The practice of Sufism in today\u27s society and what the prophet Muhammad did is often conceptual and practical differences. Sufism, which is the sum-sum of Islam, is often the target of attacks on the wrong practices of Sufism that occur today or for ignorance of good and true Sufism. This article tries to describe the life of Sufism, practice, and the spiritual condition of the Prophet Muhammad. In the scientific field and religious side, this will be traced in terms of Sufism practices carried out by the prophet Muhammad found in the hadiths and books. This journal was analyzed using qualitative methods of literature study. Related primary and secondary sources will be categorized which will be presented in the form of research results. Various sources that the author can reveal that the life of the prophet Muhammad was filled with Sufistic instruments, and a lifestyle like this is an ideal lifestyle. It can be concluded that this pattern of life is at the same time a treasure and \u27ibrah for the Sufi life, so it can be said that the Messenger of Allah has laid the spiritual foundations for his followers throughout the ages

Transaction of land Pledge can be found all over Indonesia with various terms used by the local people. The difference from one area to another is not so principal; they are different in its implementation only. In the society of Mandailing, the district of Mandailing Natal of North Sumatera, Land Pledge was formerly known as "dondon susul" a seperate means of mutual help in the society when one was in urgent need of money. In line with its development the term is now more popularly known as "gade angsur" or "gade ongkos purjolo" or "gade tano". It is an institution which cannot disappear from the society. It has rooted deeply in the society but never receives attention either from the Government or from the scientist to be extensively studied and developed as an institution which has been internalized in the society. It remains as a neglected institution and grows beyond the formal system of law. It does not have a clear status as an institution which is capable of giving economic value to support the living of the rural societies in particular. In line with the demand of regional autonomy at present, the institution of land pledge is still worth-exposing as a norm of law which still lives and roots in the society.
The sociological law research was carried out in the society of Mandailing, a district of Mandailing-Natal of North Sumatra using qualitative approach. Twelve villages were taken as sample from which 41 living cases of land pledge were studied. The data were collected by interviewing the sample 230 respondents were interviewed. The collected data were analyzed qualitatively in order to draw some conclusions.
It has been found out that the institution of land pledge is still in existence. However it has developed greatly and has been influenced by the Progress of the life of the society and the entry of money into the society. The regulation of Hak Tanggungan implemented by the government caused the institution of land pledge - in the past it was a seperate act- to develop as an act of profit- making for certain people; so it has deviated from its original aim. However its original characteristics do not disappear.
The act of land pledge is usually done among the members of the society without the knowledge of the village head, and without following the formal regulations so that it grows without the protection of law which is needed by the doers. If a conflict occurs, those who will tackle the problem are the village head together with the prominent traditional figures from the local village. It has been found out that there was only one conflict on the land pledge. That had been brought into Court and had been settled. The institution as if grows outside the reach of law. Some people said that it was no longer useful to promote their standard of living nor to raise the living of their descendante to a better condition, as one of the aims of the land pledge. Therefore as an institution whose existence is obscure, but has rooted deeply in the life of the rural societies, it is the time now to legalize it to be a profitable institution that may be are realize the society's wish in line with the growing demand of the regional autonomy at present.492 HalamanDisertasi Dokto
Muhammad Nashirudin Al-Bani's Perspective on Takfir Hadith
The Wahhabi Salafi group often quotes the opinion of Sheikh Nahsirudin Albani in matters of religious teachings. Meanwhile, Salafi-Wahhabi groups often disapprove of their fellow believers and religions. Of course Syekh Muhammad Nahsirudin Albani was indirectly accused of being the embryo of takfir teachings, while what the author found from Syekh Muhammad Nashirudin Albani's thoughts is that it is not that easy to disbelieve fellow Muslims, so it is interesting to examine more deeply how Muhamman Nashirudin Albani's understanding of the hadiths of Takfir. The research methodology is descriptive qualitative, using a library research approach which is not field research, but works with books and scientific works related to Shaykh Nashirudin Albani. The data analysis technique is collecting data, reading it, analyzing it, then drawing conclusions objectively. The findings show that a person cannot be said to be a disbeliever if he has never clearly stated and is believed by heart that someone is really against the law of Allah SWT, or considers the law of Allah SWT to be irrelevant. As for those who commit big or small sins, as long as they do not openly oppose the law of Allah SWT, they are fasiq and immoral
Studi pemikiran Raden Haji Muhammad Nuh Cianjur tentang penentuan arah kiblat dalam kitab Risalah al-Qiblah
Perkembangan ilmu pengetahuan dan teknologi pada saat ini memang sangat memungkinkan untuk menemukan arah kiblat yang lebih akurat. Risalah al-Qiblah karya Raden Haji Muhammad Nuh Cianjur merupakan kitab yang membahas mengenai penentuan arah kiblat yang dilengkapi data nilai arah kiblat terhadap Barat dan Utara untuk 18 Kota di Indonesia dan arah kiblat untuk 278 kota diseluruh dunia (Asia, Afrika, Eropa, dan Australia).
Melihat permasalahan di atas, penulis ingin menganalisis akurasi arah kiblat dalam kitab tersebut dengan teori dan perhitungan yang sama dan modern. Sehingga penulis merumuskan dua masalah dalam penelitian ini, yaitu bagaimana pemikiran Raden Haji Muhammad Nuh dalam penentuan arah kiblat? dan bagaimana tingkat akurasi arah kiblat dalam kitab Risalah al-Qiblah karya Radsen Haji Muhammad Nuh Cianjur?
Metode yang digunakan penulis dalam penelitian ini adalah metode kualitatif, dengan data primer yaitu Kitab Risalah al-Qiblah dan wawancara dengan peneliti sebelumnya. Sedangkan data skundernya penulis mengambil dari buku-buku dan karya ilmiah yang berhunungan dengan arah kiblat. mengenai analisis data penulis menggunakan metode deskiptif analitik yaitu analisis dengan menggambarkan perhitungan arah kiblat dengan teori yang ada.
Hasil penelitian menunjukkan bahwa setelah penulis melakukan observasi, ternyata ditemukan hasil arah kiblat dari kitab Risalah al-Qiblah selisih 2˚ dengan teori perhitungan segitiga bola. Artinya arah kiblat dalam kitab Risalah al-Qiblah bisa dikatakan akurat bila memakai teori segitiga bola karena masih dalam konteks Ihtiyatul Kakbah.
ABSTRACT:
The development of science and technology at this time is indeed very possible to find a more accurate Qibla direction. The Risale al-Qiblah by Raden Haji Muhammad Nuh Cianjur is a book that discusses the determination of the Qibla direction which is equipped with data on the Qibla direction values to the West and North for 18 Cities in Indonesia and the Qibla direction for 278 cities around the world (Asia, Africa, Europe and Australia ).
Seeing the problems above, the author wants to analyze the accuracy of the Qibla direction in the book with the same and modern theories and calculations. So the authors formulate two problems in this study, namely how Raden Haji Muhammad Nuh's thoughts in determining the Qibla direction? and what is the level of accuracy of Qibla direction in the book Risale al-Qiblah by Radsen Haji Muhammad Nuh Cianjur?
The method used by the author in this study is a qualitative method, with primary data, namely the Book of Risale al-Qiblah and interviews with previous researchers. While the secondary data the author takes from books and scientific works related to the Qibla direction. regarding data analysis the author uses descriptive analytic method, namely analysis by describing the calculation of Qibla direction with existing theory.
The results showed that after the writer made observations, it was found that the results of the Qibla direction from the Risale al-Qiblah book had a difference of 2˚ with the spherical triangle calculation theory. This means that the Qibla direction in the Risale al-Qiblah book can be said to be accurate when using the spherical triangle theory because it is still in the context of the Ihtiyatul Kaaba

The role of the accused in English and Islamic criminal justice
This thesis is a comparative study of the role of the accused in the systems of
English and Islamic criminal justice. It seeks to explore the underlying
relationship between the individual and the state through an historical, structural
and contextual analysis of their rules relating to questioning and of confessions.
The analysis of the English system covers the period 1800 to 1984, with
particular reference to developments during the nineteenth century when the
foundations for the modern English state were established. The analysis of the
Islamic system combines traditionally Islamic and modern methods, assessing the
"Islamisation" movement in Malaysia through a religico-structural understanding
of juristic opinion from the four main schools of Sunnite jurisprudence.
The thesis contributes to existing knowledge on a number of levels: first, it
questions and revises the "myth" of "progress" that has dominated observations
of the history of the English criminal justice system; second, it elucidates the
relationship between Islamic law in theory and the law that is applied and
proposed in its name in Muslim states; third, it provides an analytical framework
for drawing comparisons between the underlying values of the systems of English
and Islamic criminal justice.
While acknowledging fundamental differences in terms of outlook and
articulation, the author concludes there are important similarities expressed
through such notions as "suspect" in the English system and "kafir"I"fasiq" in the
Islamic. These act as intermediate constitutional categories to whom the state
owe less protection. But the author notes also that these similarities are not
observed necessarily in the "law" which is implemented or proposed in Muslim
states; exact correspondence depends upon the over-arching political structure
and the institution of Caliphate.
The thesis is divided into six chapters: chapter one sets out the conventional view
of the historical development of English criminal procedure and evidence;
chapter two subjects that to a critique and chapter three offers a revised thesis.
Chapter four, explores methods for interpreting and explaining Islam; chapter
five sets out rules relating to confessions and questioning according to the four
Sunni schools; chapter six puts them into "context" through an examination of
the "Islamisation" process in Malaysia
