The Republic of Korea and 2024 NATO Presidential Summit in Washington DC
Dr. Youngjun Kim, Professor of International Politics at Korea National Defense University’s National Security College, explains that the "Yoon administration has branded South Korea a Global Pivot State. Given the foreign policy implication underlying the new slogan, NATO is a crucial partner beyond traditional ROK allies like the United States and Japan."

Composite Zero-Effort-Miss Guidance with Predictor–Corrector Steps for Ballistic Interception
In this paper, a midcourse guidance law for exoatmospheric interception using a solid-propellant rocket is presented. Existing guidance laws based on the zero-effort-miss concept lack consideration for remaining thrust, potentially resulting in the excessive magnitude and rate of the thrust direction command. To address this issue, the zero-effort-miss concept is combined with an iterative predictor–corrector-based guidance law that is adapted for solid-propellant rockets. To apply the iterative predictor–corrector-based guidance law to the interception problem with a solid-propellant rocket, a composite zero-effort-miss concept is introduced, and the correction step is formulated as an online convex optimization problem. The composite zero-effort-miss consists of two zero-effort-misses. One miss is obtained from current state and the other miss is obtained from predicted state at burnout. Those render the proposed guidance law robust to thrust uncertainty allow for a noniterative approach and eliminate the singularity problem. Also, the proposed guidance law reduces maneuvering during the early part of the midcourse phase, leading to less velocity loss, and resolves intercept performance degradation due to the rate limit of thrust vectoring. Numerical simulations comparing the proposed method with the modified zero-effort-miss guidance demonstrate its effectiveness and robustness.

Radio frequency cantilever-free scanning probe microscopy
Cantilever-free scanning probe microscopy has enormous potential for high-throughput topography imaging using parallel probe arrays. However, the current imaging mechanism of the cantilever-free tip architecture hardly considers the efficiency of the detection method regarding precision and bandwidth, which could be a bottleneck to expanding the application of this measurement system. In this communication, we present a contact resistance-based cantilever-free imaging system using radio frequency (RF) reflectometry. RF reflectometry measurements provide sensitive detection of the contact resistance with a wide bandwidth, enabling sub-micrometer-scale topography imaging. We demonstrated our imaging system using a carbon black-polydimethylsiloxane composite tip with a custom-built RF reflectometry setup. The proof-of-concept system achieved a resolution of 230 nm and a bandwidth of the detection system of approximately 8.5 MHz, validating the feasibility of the imaging technique for potential high-throughput cantilever-free scanning probe microscopy. © 2023 Author(s).11Nsciescopu
ProtoFL: Unsupervised Federated Learning via Prototypical Distillation
Federated learning (FL) is a promising approach for enhancing data privacy
preservation, particularly for authentication systems. However, limited round
communications, scarce representation, and scalability pose significant
challenges to its deployment, hindering its full potential. In this paper, we
propose 'ProtoFL', Prototypical Representation Distillation based unsupervised
Federated Learning to enhance the representation power of a global model and
reduce round communication costs. Additionally, we introduce a local one-class
classifier based on normalizing flows to improve performance with limited data.
Our study represents the first investigation of using FL to improve one-class
classification performance. We conduct extensive experiments on five widely
used benchmarks, namely MNIST, CIFAR-10, CIFAR-100, ImageNet-30, and
Keystroke-Dynamics, to demonstrate the superior performance of our proposed
framework over previous methods in the literature.Comment: Accepted by ICCV 2023. Hansol Kim and Youngjun Kwak contributed

Solution-Processed Flexible Threshold Switch Devices
Flexible threshold switch devices are essential for low-power and high-speed semiconductor devices. Especially, bidirectional threshold switch has been regarded as the ideal switching device for ultrahigh-density crosspoint memory devices. Here, a flexible Pt/Ag-doped ZnO/Pt switch on the flexible plastic substrate synthesized by electrochemical bottom-up deposition is introduced. The flexible switch has bidirectional threshold switching behavior with ultralow off-current, high selectivity (approximate to 10(7)), and super-steep threshold slope. The bidirectional threshold switching behavior is related to migration of silver ions to form Ag filament. This device shows stable electrical properties, endures constant voltage stress, and retains good reliability under mechanical stress. It is believed that this study would open up new possibilities for high-density flexible memory devices by introducing flexible novel bidirectional, high-performance switching devices for emerging flexible electronics.114sciescopu
