    Cantrang is a section of seine nets which has been banned in all regions of Indonesia. However, this policy can stir to pros and cons due to implementation. The purpose of this study is to analyze the success of the stage and the effectiveness of policy implementation on cantrang prohibition in Lampung Bay, Indonesia. Data were collected by interview, observation, and documentation studies, next the policy implementation was reviewed by the marketing policy studies then for further analyze was using ambiguity-conflict matrix. The result of this research shows the unsuccessful of the policy marketing on implementing cantrang prohibition policy from policy acceptance side and policy adoption, also on readiness strategy side is failed. Fisher community do not fulfil the policy and not become a part of it, hesitancy of local government as an executor of the policy, vertical conflict between fisherman and government. The analysis of ambiguity-conflict matrix gives the choice of effectiveness politic model implementation and experimentation, replace the administrative policy implementation. Effective but non-destructive fishing gear can be encouraged to be developed by the government through studies that involving all stakeholders including fisherman and academics. The government is also expected to replace the prohibition policy with a regulatory policy on the cantrang construction and capture area arrangement. In addition, the government is expected to create legal certainty in the field, so it may minimize the fisherman’s conflicts and opposition to cantrang prohibition policies.Kantrang to sieć trałowa, której użytkowania zakazano we wszystkich regionach Indonezji. Dane zebrano na podstawie wywiadów, obserwacji i badań dokumentacji, a następnie wdrożenie polityki zostało przeanalizowane z pozycji polityki marketingowej, po czym do dalszej analizy wykorzystano macierz niejednoznaczności-konfliktu. Wyniki tych badań pokazują, że marketing dotyczący wdrażania polityki zakazu kantrang od strony jej akceptacji i przyjęcia, a także od strony gotowości jej wdrażania, nie powiódł się. Społeczność rybacka nie realizuje polityki i nie staje się jej częścią, samorząd jako wykonawca polityki także zawodzi, następuje wertykalny konflikt między rybakami a rządem. Analiza macierzy niejednoznaczności konfliktu wskazuje na możliwości poprawy skuteczności wdrażania modelu politycznego i przygotowania nowej polityki administracyjnej. Rząd może zachęcać do opracowywania skutecznych, ale nieniszczących narzędzi połowowych opracowanych z udziałem wszystkich zainteresowanych stron, w tym rybaków i naukowców. Oczekuje się również, że rząd zastąpi politykę zakazową polityką regulacyjną dotyczącą dopuszczalnych form budowy sieci kantrangu i jej zdolności połowowych. Ponadto oczekuje się, że rząd stworzy skuteczne prawa w tej dziedzinie, dzięki czemu zmniejszeniu ulegnie zakres sprzeciwu wobec polityki zakazu kantrangu

    Farming is the main sector in Indonesia as an agricultural country. This study is field in order to find and to determinee empirical and actual datas in the implementation of this land use conversium, based UU No. 26/ 2007 about Landscape design and explanation of its implementation in Perda No. 11/ 2011. This study was a discriptive one providing a systematical description on the object to be studied and the model to address the problems in the field. In case of whether of those regulation has been undertaken by the goverment as well as by the citizen in district Klaten. The study principally results the facts that the implementatiton of the land use conversion can be done and controlled, however there still many intringements happen, not only done by societes and citizens but also by goverment officers that can be bad paragon and bad pattern in the efforts of law enforcements.     The Conservation of Marine Ecosystem From Trawl USAge by the Local Government Based on Sustainable Marine Preservation Principle

    Fisheries practice using trawl and seine nets in Indonesia are still numerous since fishermen round that it will yield much more. However, the practice also threatens the life of small and young fishes as well as destroys the coral reef. The government then issued the regulation namely the Regulation of Minister on Marine Affairs and Fishery Number 2/Permen-KP/2015 about the Prohibition of Trawl and Seine Nets Usage which apply to the whole area of fisheries in Indonesia. It was one of the efforts by the Government of the Republic of Indonesia in conserving its marine ecosystem. The aim of this study was to evaluate the application of regulation to prohibit the trawl and seine nets USAge based on sustainable marine preservation principle. This study was a doctrinal research applying case approach and statute approach. The study was held on several regions in Indonesia where the regulation has been enforced. The findings then elaborated with legal sources, such as Act number 32 year 2009 about Environment Conservation and Management, Act number 31 year 2004 about Fisheries, and Regulation of Minister of Marine and Fishery Number 2/Permen-KP/2015 as primary legal sources. The secondary legal sources used were journals, articles, and other relevant sources. The result showed that there is a need to establish a model for ideal implementation of the regulation based on sustainable marine preservation principle in order to conserve the marine environment as well as to increase the welfare of traditional fishermen

    The English Borrowings and the Indonesian-English Codeswitching in Two Collections of Blog Short-Stories

    If one has ever read fiction works by prominent Indonesian authors from 1920‟s Abdul Muis, and Marah Rusli, 1930‟s Sutan Takdir Alisjahbana and Armijn Pane, 1945‟s Chairil Anwar and Achdiat K. Mihardja, 1950-1960‟s Pramoedya Ananta Toer, W. S. Rendra, and N. H. Dini, 1960-1970‟s Taufik Ismail, Goenawan Moehammad, and Sapardi Djoko Darmono, and compared their work with those of the 1990‟s Hilman Sriwijaya and Ayu Utami, and the 2000‟s Hirata, one must have found many differences among the works. More obvious distinction will be discovered if all of the works previously mentioned are contrasted with those of 2000‟s teen writers like Arunita, Mentari, Andries, and recently Dika, especially in terms of style and vocabulary. The most recent teen fictions have employed much colloquial Indonesian or Malay-Betawi dialect (Djenar, 2008), and English lexical items. This study shows that in Dika‟s blog short-stories alone, English borrowings and Indonesian-English code-switching were commonly found.     Plasmodium vivax is the leading cause of human malaria in Asia and Latin America but is absent from most of central Africa due to the near fixation of a mutation that inhibits the expression of its receptor, the Duffy antigen, on human erythrocytes. The emergence of this protective allele is not understood because P. vivax is believed to have originated in Asia. Here we show, using a non-invasive approach, that wild chimpanzees and gorillas throughout central Africa are endemically infected with parasites that are closely related to human P. vivax. Sequence analyses reveal that ape parasites lack host specificity and are much more diverse than human parasites, which form a monophyletic lineage within the ape parasite radiation. These findings indicate that human P. vivax is of African origin and likely selected for the Duffy-negative mutation. All extant human P. vivax parasites are derived from a single ancestor that escaped out of Africa

    PEMANFAATAN LIMBAH TULANG IKAN CAKALANG (Katsuwonus pelamis) SEBAGAI PAKAN UNGGAS

    Penelitian ini bertujuan untuk melakukan proses pengolahan limbah tulang ikan cakalang menjadi pakan unggas dan menganalisis kandungan gizi pada pakan unggas yang berbahan dasar dari tulang ikan cakalang (Katsuwonus pelamis). Pada penelitian ini terdapat dua proses utama yaitu proses pembuatan tepung tulang ikan dan proses pembuatan pakan unggas. Tepung tulang ikan cakalang (Katsuwonus pelamis) menjadi bahan baku pembuatan pakan unggas karena memiki kandungan nutrisi yang tinggi. Tepung tulang ikan dalam proses pembuatan pakan unggas ini diperoleh dari bekas pembuangan limbah padat di Pasar Impres Larantuka, dan diproses menjadi tepung tulang ikan secara mandiri. Kegiatan penelitian ini dilaksanakan di ruang pengolahan Teknologi Hasil Perikanan Institut Keguruan dan Teknologi Larantuka. Pakan unggas yang dihasilkan selanjutnya dilakukan analisis meliputi kadar air, kadar abu, protein, lemak, karbohidrat dan kalsium. Analisis pakan unggas dilaksanakan dilaboraturium Kimia Pakan Fakultas Peternakan, Kelautan dan Perikanan UNDANA dan UPT Laboratorium Terpadu UNDANA. Hasil analisis menunjukan kadar air pakan 1(14,4%), pakan 2(19,668%), pakan 3(13,33%), kadar abu pakan 1(9,816%), pakan 2(10,747%), pakan 3(12,719%), kadar protein pakan 1(16,916%), pakan 2(14,740%), pakan 3(15,807%), kadar lemak pakan 1(11,289%), pakan 2(15,017%), pakan 3(15,650%), karbohidrat pakan 1(64,573%), pakan 2(59,496%), Pakan 3(56,824%), kalsium pakan 1(0.911%), Pakan 2(0,994%), Pakan 3(1,404%). Berdasarkan persyaratan mutu SNI 8290-3: 2024, kadar air (maks) 13,00%, kadar abu (maks) 14-15%, kadar protein (min) 16,50%, kadar lemak (min) 3,00%, kadar kalsium (0,70-120%).     Web-based strategies in the manufacturing industry

    The explosive growth of Internet-based architectures is allowing an efficient access to information resources over geographically dispersed areas. This fact is exerting a major influence on current manufacturing practices. Business activities involving customers, partners, employees and suppliers are being rapidly and efficiently integrated through networked information management environments. Therefore, efforts are required to take advantage of distributed infrastructures that can satisfy information integration and collaborative work strategies in corporate environments. In this research, Internet-based distributed solutions focused on the manufacturing industry are proposed. Three different systems have been developed for the tooling sector, specifically for the company Seco Tools UK Ltd (industrial collaborator). They are summarised as follows. SELTOOL is a Web-based open tool selection system involving the analysis of technical criteria to establish appropriate selection of inserts, toolholders and cutting data for turning, threading and grooving operations. It has been oriented to world-wide Seco customers. SELTOOL provides an interactive and crossed-way of searching for tooling parameters, rather than conventional representation schemes provided by catalogues. Mechanisms were developed to filter, convert and migrate data from different formats to the database (SQL-based) used by SELTOOL.TTS (Tool Trials System) is a Web-based system developed by the author and two other researchers to support Seco sales engineers and technical staff, who would perform tooling trials in geographically dispersed machining centres and benefit from sharing data and results generated by these tests. Through TTS tooling engineers (authorised users) can submit and retrieve highly specific technical tooling data for both milling and turning operations. Moreover, it is possible for tooling engineers to avoid the execution of new tool trials knowing the results of trials carried out in physically distant places, when another engineer had previously executed these trials. The system incorporates encrypted security features suitable for restricted use on the World Wide Web. An urgent need exists for tools to make sense of raw data, extracting useful knowledge from increasingly large collections of data now being constructed and made available from networked information environments. This explosive growth in the availability of information is overwhelming the capabilities of traditional information management systems, to provide efficient ways of detecting anomalies and significant patterns in large sets of data. Inexorably, the tooling industry is generating valuable experimental data. It is a potential and unexplored sector regarding the application of knowledge capturing systems. Hence, to address this issue, a knowledge discovery system called DISKOVER was developed. DISKOVER is an integrated Java-application consisting of five data mining modules, able to be operated through the Internet. Kluster and Q-Fast are two of these modules, entirely developed by the author. Fuzzy-K has been developed by the author in collaboration with another research student in the group at Durham. The final two modules (R-Set and MQG) have been developed by another member of the Durham group. To develop Kluster, a complete clustering methodology was proposed. Kluster is a clustering application able to combine the analysis of quantitative as well as categorical data (conceptual clustering) to establish data classification processes. This module incorporates two original contributions. Specifically, consistent indicators to measure the quality of the final classification and application of optimisation methods to the final groups obtained. Kluster provides the possibility, to users, of introducing case-studies to generate cutting parameters for particular Input requirements. Fuzzy-K is an application having the advantages of hierarchical clustering, while applying fuzzy membership functions to support the generation of similarity measures. The implementation of fuzzy membership functions helped to optimise the grouping of categorical data containing missing or imprecise values. As the tooling database is accessed through the Internet, which is a relatively slow access platform, it was decided to rely on faster Information retrieval mechanisms.
