The Adoption and Safe Families Act (ASFA)
The Adoption and Safe Families Act (ASFA) is aimed at fulfilling the needs of safety, stability, and permanency of children either languishing in the foster care system or living in unsafe environments. The author reviews the social issue that gave rise to the institution of ASFA. The primary provisions of ASFA are outlined with an examination of the current policy’s benefits, beneficiaries, delivery, and funding. The strengths and weaknesses of ASFA are analyzed, and the current policy's adequacy, equality, and equity are assessed. Finally, two alternative policy recommendations that address the shortcomings of ASFA are discussed to promote child welfare in the United States

Sunni-Shia Ecumenism in Austria: A Model for Western Europe?
The dynamics of encounter between Shiism and Sunnism have been investigated by some scholars, nevertheless the detailed study on the ventures of Sunni-Shia convergence which takes place in Austria is still underdeveloped. Such a picture is significance in revealing the features of Sunni-Shia ecumenism and its relationship with ‘European Islam’. This paper investigates the problems and the prospects for Sunni-Shia rapprochement in Austria, as well as the extent to which ecumenism in this country could serve as a model for Western Europe. The conflicts between Sunnites and Shiites are in some ways grounded in the misunderstandings between these two main sects of Islam. The recognition of faith community plays a part in figuring the fate of rapprochement between Sunnites and Shiites in the country. The prospects for Sunni-Shia ecumenism in Austria lie in the hands of authoritative personages and organisations, and in the ability of various elements of the society to enter into a dialogue to eradicate misunderstandings and prejudices. The authentic elaboration of ‘European Islam’ will also mould the future of Sunni-Shia ecumenism in Austria. There are possibilities and limits of applying Austrian model of Sunni-Shia ecumenism to other countries in Western Europe.
[Dinamika perjumpaan antara Sunni dengan Syiah telah diteliti oleh banyak ahli, meskipun demikian kajian khusus tentang hubungan Sunni – Shiah dengan studi kasus di Austria masih belum banyak diteliti. Gambarannya terletak pada arti penting pemahaman prinsipil antara Sunni – Syiah dan keterhubungan mereka dengan Islam Eropa. Tulisan ini menjelaskan berbagai persoalan dan prospek dalam membangun kedekatan keduanya di Austria sebagaimana kelanjutan perihal keyakinan di Negara tersebut sebagai model untuk Eropa Barat. Konflik antar pengikut Sunni - Syiah diantaranya mengakar karena ketidaksepahaman antar dua kelompok ini. Pengakuan komunitas agama berperan dalam penentuan pemulihan hubungan antara Sunni dan Syiah di negara ini. Prospek ekumenisme Sunni-Syiah di Austria ada di tangan tokoh dan organisasi kompeten, dan kemampuan beberapa pihak masyarakat untuk berdialog sehingga dapat menghilangkan kesalahpahaman dan prasangka. Elaborasi otentik ‘Islam Eropa’ juga akan membentuk masa depan ekumenisme Sunni-Syiah di Austria. Termasuk adanya kemungkinan dan batasan penerapan model ekumenisme Sunni-Syiah Austria ke negara-negara lain di Eropa Barat.
Rekontekstualisasi Pemikiran Seyyed Hossein Nasr tentang Bangunan Ilmu Pengetahuan dan Pendidikan Islam
This article discusses the conception of science and its significance for the reconstruction of Islamic educat-ion, by analyzing and contextualizing the thoughts of Seyyed Hossein Nasr. Nasr is considered a figure who has compe-tence in history of science and philosophy with special emphasis on Islamic science and philosophy. In the earlier phase of his life, he acquainted himself with the thoughts of prominent thinkers both from East and West, and with the very issue of the encounter between East and West. This position makes the thoughts of Nasr on science having their distinctive character. The first part of this paper investigates the construct and characteristics of Islamic science as well as the hierarchy and the idea of unity in Islamic science. The second part of this paper is dealing with the reformulation of philosophical basis of Islamic education, most specifically in the domain of ontology, epistemology and axiology. The third is dealing with the attempts of reconstructing the system of Islamic education, most notably pertaining to the aim of education, educator, student, means of education, and milieu of education
Endonezya’da ulus kurma, aidiyet ve çok kültürlülük: İbn Haldun’un kuramlarının kavramsallaştırılması ve ötesi
This paper strives to reread and recontextualise the ideas of Ibn Khaldun on diversity, group feeling and political legitimacy, most specifically within the contemporary context of nation-state. Ibn Khaldun states, “A dynasty rarely establishes itself firmly in lands with many different tribes and groups”. A high level of diversity (with no social cohesion), is regarded as a peril rather than a promise, most particularly to the stability of the state or dynasty. This paper address the following problems: (a) what societal cultures which contribute to the Indonesian nation-building; (b) how do the minority groups perceive their belonging to the nation and how do they respond to the nation-building.Bu makale, İbn Haldun’nun çeşitlilik, grup hissiyatı ve siyasi meşruiyet üzerine fikirlerinin bilhassa çağdaş ulus-devlet bağlamı içerisinde yeniden okunması ve tekrar kavramsallaştırılmasını amaçlamaktadır. İbn Haldun, “bir hanedanın birçok kabile ve grubun olduğu topraklarda kendini kuvvetli bir biçimde tesis etmesi ender görülür” cümlesini sarf etmiştir. Yüksek seviyede bir çeşitlilik (sosyal bağlılık olmaksızın), vaatten ziyade tehlike olarak addedilir. Bu tehlike özellikle de devletin veyahut hanedanlığın istikrarına karşı bir tehlikedir. CONSTITUTION, CIVIL SOCIETY AND THE FIGHT AGAINST RADICALISM: THE EXPERIENCE OF INDONESIA AND AUSTRIA
The German scholar Ernst-Wolfgang Böckenförde (b. 1930) is reported to have said that “the free secular state lives on premises that it cannot itself guarantee”. These premises include the morality, commitment to public order and the like. In this train of thought, we may say that the constitution is in need of strong civil society so as to maintain the well-being of the state. This article employs documents, observation and interviews to highlight the experience of Indonesia and Austria in minimizing radicalism. The first concern of this paper deals with the interplays between constitution and civil society in eradicating radical tendencies within Indonesian and Austrian society, most particularly within the Muslim communities of these respective countries. The second concern of the paper delves in which ways expressions of Islam in Indonesia and Austria contribute to the making of peace in the respective societies. Islam is recognized as religion in both countries. The notions of “European Islam” and “Indonesian Islam” are believed to shape the current-state of eradicating radicalism in the two countries
Salahuddin Wahid and the Defence of Minority Rights in Contemporary Indonesia
This paper discussed the role and authority of Salahuddin Wahid, a prominent muslim scholar, who actively promotes the minority rights in modern-day Indonesia. His credentials as a traditional ulama coming from the tradition of a pesantren allow him to become an authority in Islamic matters. Salahuddin’s recognition as muslim scholar is in some ways observable from his responses to religious questions posed by the people, either directly or through social media. A general observation of Salahuddin’s Twitter account will allows us to realize that he also represent an authority in “cyber-Islam”. He felt the growing importance of social media, as well as the necessity to promote inclusive religiosity and the respect of minority rights through social media, accordingly he actively promotes his ideas through social media most particularly Twitter. Some issues have been discussed to overview Salahuddin’s ideas to best promote minority rights. His activism can be felt most notably in the following issues: ethnic minorities, women’s rights, religious minorities, diminishing the violence against the Ahmadiyya, and the marriage of religious minorities.
[Paper ini membincangkan peran dan otoritas Salahuddin Wahid, seorang intelektual muslim terkemuka yang aktif mempromosikan hak-hak kelompok minoritas di Indonesia. Karisma yang dimilikinya sebagai seorang ulama yang berasal dari kalangan pesantren tradisional memberinya sebuah otoritas dalam berbagai aspek ajaran Islam. Keulamaannya dalam batas tertentu dapat ditelusuri lewat respons yang diberikan atas pertanyaan masyarakat yang diajukan kepadanya, baik secara langsung maupun lewat sosial media. Pengamatan umum terhadap akun Twitter Salahuddin Wahid sekaligus menunjukkan otoritasnya di dunia maya. Dia sadar betul pentingnya sosial media sebagaimana pentingnya mempromosikan keberagamaan inklusif dan penghormatan terhadap hak-hak kelompok minoritas. Karenanya, dia aktif menyuarakan pendapatnya lewat sosial media, khususnya Twitter. Beberapa masalah didiskusikan dalam tulisan ini untuk melihat secara umum pemikiran Salahuddin Wahid terkait dengan hak-hak kelompok minoritas: minoritas etnis, minoritas agama, hak-hak perempuan, kekerasan terhadap Ahmadiyyah, dan pernikahan antar agama.
FEMALE RELIGIOUS AUTHORITY, RELIGIOUS MINORITY AND THE AHMADIYYA: The Activism of Sinta Nuriyah Wahid
In the present-day Indonesia, cases of discrimination and violence towards minorities are still prevailing. A number of Indonesian personages who play a strong role in defending minorities have been observed, most particularly Muslim minority groups such as the Shi’ism and the Ahmadiyya. One of these personages: Sinta Nuriyah Wahid (b. 1948). One may say that Sinta is a female Muslim scholar-activist who is rooted in traditionnalist Islam, and accordingly is considered a figure of authority in speaking in the name of Islam. This article is dealing with the role and authority of this female scholar-activist in promoting the rights of the Ahmadiyya in contemporary Indonesia. The first concern of this paper is dealing with Sinta’s roles in protecting the Ahmadiyya in Indonesia. The second concern is dealing with the ways in which Sinta and her ideas on protecting the Ahmadiyya wield authority on present-day Indonesian Muslims.</p
SPIRITUALITY AMIDST THE UPROAR OF MODERNITY: The Ritual of Dhikr and its Meanings among Members of Naqshbandy Sufi Order in Western Europe
Artikel ini dimaksudkan untuk menelaah ritual dhikr dan maknanya di kalangan jamaah Naqshabandy di Eropa. Artikel ini tidak hanya mengungkapkan hasil ngamatan semata, tetapi juga mencatat ekspresi pengalaman jamaah sufi dengan bahasa mereka sendiri. Dengan demikian, diharapkan tradisi sufi tidak hanya dipahami sebagai fenomena sosial biasa, tetapi lebih sebagai tradisi yang terus hidup dan berkembang dalam masyarakat. Pada dasarnya, Naqshabandy adalah aliran sufi yang mengutamakan ketenangan dalam menapak jalan menuju Tuhan. Dhikir bagi jamaah Naqshabandy mengandung berbagai makna, baik yang abstrak maupun yang praktis. Sejarah juga telah mencatat keterlibatan kaum sufi, termasuk Naqshabandy, dalam persoalan politik dan ekonomi. Ini akan terus berlanjut bila situasi dan kecenderungan kelompok sufi mendukung ke arah tersebut sehingga tidak hanya terkait dengan persoalan spiritual, tapi juga jaringan ekonomi dan politik.</p
