Human resources competency to implement the policy to improve the athlete achievements in thedevelopment and training center for local students, central sulawesi provincial office of youth and sports affairs
The purpose of this research is to understand and analyze the Trainers competence to implement the athlete achievement improvement policy of Development and Training Center for Local Students (Pusat Pembinaan Dan Latihan Pelajar Daerah, abbreviated as PPLPPD) of Central Sulawesi Provincial Office of Youth and Sports Affairs. The main theories utilized in this research are Spencer & Spencer\u27s (1993) theory which includes(1) motives, (2) traits, (3) self-concept, (4) knowledge, (5) skill. The research method is based on qualitative approach. The location of this research took place at the Central Sulawesi Provincial Office for Youth and Sports Affairs, with 5 informants selected purposively. Data collected by conducting interviews, observation, and documentation. Data are analyzed based on Miles and Huberman (1992) Interactive model. The result shows that the competence of Trainers at Central Sulawesi Provincial Office of Youth and Sports Affairs is, seen from the aspect of motivetraitsself-conceptknowledge and skills, still need to be improved, by doing recruitment of trainer as needed. It is proved that (1) the human resource motive of the trainers to the work, both from within himself and from the leadership, is in the good category(2) the traits aspect is the attitude and behavior in responding to the duties and responsibilities, developed self-control, good fortitude, but the budget support is inadequate for performance improvement(3) self concept aspect of trainer holds good value of honesty, simplicity, and openness(4) The competence of trainer seen from the knowledge aspect regarding sports is sufficient(5) skills are inadequate because the recruited trainer is not yet categorized as professional in certain sports fields
The role of smallholder human resources on the performanceof the supply chain of cocoa beans in Central Sulawesi Indonesia:A structural equation modeling analysis
This study aimed to analyze the effects of smallholder human resource skills in cocoa farming on the cocoa beansupply chain performance in Indonesia, and uses structural equation modeling (SEM) for this purpose. Data were collected from320 farms in Sigi Regency and Parigi Moutong Regency. The results show that smallholder resource skills directly and indirectlyhave significant and positive effects on agility, flexibility, and economic performance in the cocoa bean supply chain. Thus,collaboration between universities, government, and the private sector is needed to support smallholders in developing education,skills, and capabilities. Increasing education and skills would enable smallholders to adopt technologies recommended byuniversities, government and the private sector, so that they could carry out efficient production with a high output of highquality cocoa beans. High output and high quality cocoa beans would provide a large economic benefit to the smallholders
Behavior of Non-Governmental Organizations in Utilizing the Use of Loan Funds and Revenues of Urban Poverty Reduction Projects (P2KP)
The urban poverty reduction project (P2KP), is an institution built by and for the community. The program substantially seeks to reduce poverty through the concept of empowering communities organized in self-help groups. This study aims to analyze and explain the behavior of self-help groups in the utilization of the use of loan funds and income from urban poverty reduction projects (P2KP). The research location was in Palu Timur Subdistrict, Palu City, with descriptive qualitative research. Sources of data obtained from informants with interview, observation and documentation techniques. Informants consist of village heads, BKM, KSM, economic facilitators, community leaders, and target households. The results showed that self-help groups had a lack of effective attachment to the organization (commitment) so that the utilization of revolving funds had not been returned according to the time specified, as evidenced by 87% of the 87 communities involved on time, 16% sometimes on time , 24% that is not timely. Work performance (motivation) varies, there are those who are forced, follow-up and self-awareness, so the revolving way of returning funds varies, because there are still community members who are involved in groups based on forced (5%) or sense of belonging (9%). Steers (1985) argues that it is impossible for an organization to be effective without the sense of attachment and achievement of the workers
BUDI DAYA TERNAK LEBAH MADU MENINGKATKAN EKONOMI MASYARAKAT PASCA GEMPA DI DESA SALUBOMBA
Program Kemitraan Masyarakat (PKM) adalah program berbasis pemberdayaan masyarakat melalui pengembangan ternak budi daya lebah Di desa Salubomba. Sasaran kegiatan PKM ini adalah pendampingan kelompok mitra, agar berdaya dalam mengembangkan ekonomi pasca gempa di masa pandemic covid 19. Program kemitraan Masyarakat (PKM) ini bertjuan untuk membangun kelompok masyarakat yang mandiri secara ekonomi. PKM ini telah mengalami pengembangan yang sangat signifikan, karena 10 kotak keloni telah mengembangkan menjadi 40 kotak koloni. Jumlah tersebut Kelompok mitra mampu menghasilkan Rp 1.000.000 perbulan sehingga sangat membantu kehidupan masyarakat. Kegiatan ini yang masih lemah adalah cara panen madu lebah yang kurang higienis dan masih banyak madu yang terikut dalam pemerasan. Jadi yang perlu dikembangkan adalah cara panen yang menggunakan teknologi.
 
PEMBERDAYAAN KELOMPOK PENGRAJIN KURSI BAMBU MELALUI PENGUATAN KWALITAS BAHAN BAKU DAN DESAIN DI DESA WOMBO INDUK
Kerajinan kursi bambu merupakan salah satu bentuk usaha yang banyak dikembangkan oleh kelompok masyarakat yang mempunyai kerampilan. Usaha kerajinan kursi bambu bahan yang dikembangkan di desa Wombo induk bahan baku utanya adalah bambu. Potensi bambu yang ada di desa Wombo Induk cukup banyak hanyasudah sukupjauh olehnya perlu pembudidyaan dilokasi yang lebih dekat. Usaha kursi bambu dikembangkan melalui kerajinan Mustika bambu baru mengembangkan usahanya pasca gempa, olehnya itu melalui Program Kemitraan Masyarakat (PKM) melibatkan sebagai mitra agar lebih berkembang dan berkelanjutan. Melalui Program PKM ini lebih menitik beratkan pada peningkatan kualitas melalui bahan baku dan desai produk kursi bambuh. Salah kelebihan kerajinan bambu ini adalah mengintegrasikan limbah tempurung dalam pembuatan meja untuk meningkatkan kualitas bahan baku bambu maka dilakukan pengeringan dan pengawetan yang lebih berkualitas dan lebih efektif, murah dan mudah dilaksanakan. Olehnya itu pengawetan bahan baku bambu untuk menhasilkan produk kursi bambu yang berkualita
Pengaruh Kepemimpinan dan Kualitas Pelayanan Terhadap Kepuasana Kerja Kanwil Kementerian Hukum dan HAM Papua Barat
Setiap orang dalam organisasi tentu bekerja untuk pemenuhan kebutuhan. Pemenuhan kebutuhan dapat ditandai dengan rasa puas, baik puas terhadap gaji, puas dengan kesempatan promosi, puas dengan pekerjaan yang dijalani, puas dengan rekan kerja, dan puas dengan pengwasan yang dilakukan. Tidak semua orang dalam sebuah organisasi mengalami kepuasan-kepuasan tersebut. Kepuasan tentu memaknai keseluruhan proses manajemen. Organisasi dapat dinilai baik jika kepuasan pegawai terpenuhi. Penelitian ini bertujuan untuk mengetahui mendeskripsikan dan menganalisis Pengaruh kepemimpinan terhadap kepuasan kerja, Pengaruh kualitas pelayanan terhadap kepuasan kerja dan Pengaruh kepemimpinan dan kualitas pelayanan secara bersama-sama terhadap kepuasan kerja. Penentuan lokasi penelitian dilakukan dengan metode Studi Kasus. Jumlah sampel sebanyak 98 orang. Dari populasi pegawai yang berjumlah 98 yang diambil sebagai sampel berjumlah 50 terdiri dari 25 orang pegawai dan 25 orang Konsumen Pelayanan orang dengan ditentukan menggunakan metode Simple Random Sampling. Pengumpulan data dilakukan menggunakan teknik observasi, pencatatan, wawancara dengan bantuan kuesioner. Metode Analisis data menggunakan analisis statistik deskriptif, untuk mencari tahu seberapa kuatnya hubungan antar variabel melalui analisis korelasi dengan analisis regresi, dengan membuat perbandingan dengan membandingkan rata-rata data sampel atau populasi. Hasil penelitian menunjukkan bahwa Berdasarkan hasil analisis, dapat disimpulkan bahwa hipotesis yang menyatakan bahwa kepemimpinan berpengaruh terhadap kepuasan kerja pegawai di Kanwil Kementerian Hukum dan HAM Papua Barat dapat diterima. Hal ini didukung oleh nilai t hitung (8,609) yang signifikan, lebih besar dari nilai t tabel yang digunakan (1,992). Artinya, kepemimpinan memiliki pengaruh yang signifikan secara statistik terhadap kepuasan kerja pegawai di wilayah tersebut
Implementation of No Smoking Area Policy in Palu City
This study aims to determine the Implementation of the No Smoking Area Policy in Palu City. The type of research used is descriptive qualitative. The type of data used primary data and secondary data. Data collection techniques, conducted through observation, interviews, and documentation. The technique of withdrawing informants using purposive. The data analysis used is the Miles, Huberman and Saldana model, namely data collection, data presentation, data condensation and conclusion drawing. More efforts are needed to optimize the implementation of the smoke-free area policy in Palu City, including conducting a lot of education-based socialization about the dangers of cigarette smoke for both active and passive smokers, as well as instilling more understanding to every agency related to the implementation of smoke-free areas, because being free from cigarette smoke and breathing clean air is a community right guaranteed by the government. The smoke-free area (KTR) policy in Palu City has not been fully responded to by all policy stakeholders in Palu City. As a result, the implementation of the smoke-free area policy has not been effective. Based on the results of the research conducted, it can be concluded that the implementation of the smoke-free area policy in Palu City is relatively ineffective, due to several things, namely cross-sectoral communication has never been carried out by policy implementers. The consistency of the implementers of the smoke-free area (KTR) policy is still low. Socialization to the community is very minimal. Lack of community compliance, as well as non-enforcement of sanctions and fines for people who deliberately violate the smoke-free area policy
Quality of Electronic Services at the Dinas Penanaman Modal Pelayanan Terpadu Satu Pintu of Palu City
The transformation of public services through digitization is part of bureaucratic reform efforts to improve efficiency, transparency, and public satisfaction. This research aims to examine the quality of electronic services at the Penanaman Modal dan Pelayanan Terpadu Satu Pintu Office of Palu City. This research uses a qualitative approach with a descriptive type. The informants of this research consisted of service users, Penanaman Modal dan Pelayanan Terpadu Satu Pintu Office employees, and other related parties who were selected purposively. Data collection techniques were conducted through direct observation, in-depth interviews, and documentation. Data analysis was carried out through the process of data collection, data condensation, data presentation, and conclusion drawing. The results showed that electronic services, in this case e-SIGA, have provided convenience in the licensing process, increased time efficiency, and expanded service access. However, there are still a number of obstacles such as network disruptions, lack of interactive communication, and not optimal user data security guarantees. Supporting factors include leadership commitment, digital system development, and the availability of flexible online services. Implementasi kebijakan pelayanan angkutan laut perintis di pelabuhan kelas II teluk palu propinsi Sulawesi Tengah
The purpose of this study is to find out, analyze, and study the implementation of the Pioneer Shipping Service Policy in Class II ports in Palu Bay, Central Sulawesi Province. Qualitative and descriptive research methods. The location of the research was carried out at the Municipal Office and Class II Port Authority of Palu Pantoloan Bay, with eight informants selected purposefully. The data collection is done through interviews, observations, and documentation. The data analysis techniques of interviews use Nvivo 12 software and are supported by interactive models from Miles, Huberman, and Saldana, data collection, data condensation, data display, and conclusion drawings. The results of the research showed that: (1) communication to socialize the maritime transportation services of pioneer ships in hammer bay ports is still not maximized; (2) resources in terms of human resources and means are optimum, but budget (financial) and Prasarana resources are not sufficient; (3) dispositions on implementation are well running in connection with the appointment of the Commitment Maker Office (PPK) including incentives; (4) bureaucratic structures are still ineffective in relation to the mechanisms of implementation of the marine transportation service of the pioneers that have not been followed up by creating a Standard Operation Procedures (SOPs) and on the execution of the established shipping route is not appropriate and the time of sail in 1 (one) voyage is too long. Conclusion Implementation of Pioneer Shipping Services Policy in Class II Ports of Palu Bay, Central Sulawesi Province, is not effective. The findings in this study require strengthening of the integrated monitoring and monitoring aspects explaining the final determination in the pioneering shipping services policy in the Class II ports of Hammer Bay
