    Public Sector Innovation Through Web Marriage Management Information System

    Improving the quality of public services is carried out by the government, one of which is by creating public service innovations. SIMKAH (Nikah Management Information System) is present as a public service innovation related to marriage registration services at the website-based District KUA. The research method carried out at the Office of Religious Affairs (KUA) of Tanjung Morawa District, Deli Serdang Regency using a qualitative descriptive approach with 5 variables including Relative Advantage, Compatibility, Complexity, Triability and Observability. The results showed that the SIMKAH is an update of the marriage registration service which was originally manual to online so that the service delivery becomes effective and efficient. This can be seen from the five indicators in the theory of innovation attributes, only in the complexity indicator that there are still obstacles, namely technical problems such as system error network problems and lack of human resources who specifically manage this application, as well as the complexity that can be seen from the understanding and ability of the community to access online services that cannot be generalized. So that improvements are needed from the central system of the Ministry of Religion and socialization to the community regarding the use of SIMKAH innovations in marriage registration services. Data uniformity and integrated data backup in marriage registration services is very necessary to provide solutions to existing problems with the previous service system.

    Analysis of Farmers' Independence Strategies in Land Conservation and the Implementation of Flood Management Models in Pandeglang Regency

    This study aims to develop exit protocols that promote the autonomy of conservation farmers by applying a Flood Management model in specific river basins within Pandeglang Regency. The present work utilizes the C.I.P.P. (Context, Input, Process, Product) and U.S.G. (Urgency, Seriousness, Growth) methodologies to assess the long-term viability of land conservation initiatives executed by farmers. Contextual input, process, and outcome analysis of implementing the flood management model is conducted using C.I.P.P. At the same time, the Urgency, Severity of the challenges, and prospective growth resulting from this program are assessed using U.S.G. A study revealed that when applied in specific river basin regions, the flooding management program can improve farmers' capacity to adapt and mitigate against flood hazards. Successful application of community-based conservation measures has demonstrated favourable outcomes in land administration and the improvement of food security. However, the long-term viability of the initiative relies on an exit strategy that ensures farmers' autonomy without necessitating external support. This approach entails enhancing the capabilities of farmers, broadening their sources of income, and enhancing their ability to reach markets and employ technology. The findings of this study will likely function as valuable policy suggestions to improve the sustainability of land protection and flood management within the Pandeglang Regency

    The Accuracy of "Berkat Sayang" Aid in Poverty Alleviation In Sidoarjo District

    The " Berkat Sayang" program is specifically for the elderly under the auspices of the Sidoarjo Regency Social Service. This article aims to analyze the accuracy of food assistance in reducing poverty in Sidoarjo using qualitative research methods and a descriptive approach. The results of the research explain that the “Berkat Sayang” program in Sidoarjo which is distributed to the elderly and people with disabilities is useful for reducing poverty rates has not been running properly. It requires (1) systematic and massive socialization regarding the " Berkat Sayang" program to recipients who meet the criteria of the Social Service (2) understanding of the benefits of the " Berkat Sayang" program by recipients is still relatively low so most are confused about why they received this assistance (3) quality food in the " Berkat Sayang" program needs to be evaluated by the Social Service (4) The distribution of the "Berkat Sayang”" program needs to be evaluated by the Social Service because it is not in accordance with plannin

    Determinant Analysis and Policy Recommendations for Stunting Prevention in West Sulawesi Province

    The aim of this research is to analyze root causes and policy recommendations of stunting in West Sulawesi. Stunting is growth failure in children due to inadequate nutrition. Until 2022, West Sulawesi still holds the second highest stunting prevalence rate in Indonesia at 35%. The high rate of stunting becomes a reason to find solutions towards this problem. This research used qualitative research with classification analysis to determine formal problems and used the non-dominated alternative method with effective, efficient and responsiveness criteria to determine policy alternatives. Data sources are secondary data obtained from journals, reports, local government documents and various online information related to the research topic. The results found the high stunting in West Sulawesi caused by various factors including health, economy, education and culture. It was found that cultural factors such as early marriage, contribute to the high stunting prevalence in West Sulawesi. Policy recommendations chosen are microfinance and training programs to increase the income of adolescent girls. This policy aimed at adolescent girls who are vulnerable to early marriage. The hope is through this policy, adolescents are well-informed about the negative impacts of early marriage and by doing so, they would be able to increase their income

    Institutional Model Of Science Techno Park: Overview Of Government-Owned Stp Management In West Java

    This study aims to formulate institutional model  of science techno park especially for Cimahi technopark  which has a vital role in improving the community of Cimahi city. The study was carried out in a qualitative method with a descriptive approach. Data collection technique was carried out through literature studies and open observations and in-depth interviews to understand the condition of Cimahi technopark and determine what kind of Institutional model suits for Cimahi Tehno Park. The findings of the study revealed that the Regional Technical Implementation Unit (UPTD) system has several weaknesses that might affect the Science Techno Park (STP) management. One of these weaknesses includes STP's lack of independence in the UPTD structure. Therefore, Changing status to a Regional Public Service Agency (BLUD) could be a solution to overcome some of these limitations, providing more flexibility in management and funding. Existing as a BLUD brings several benefits, such as greater financial flexibility, managerial autonomy in decision-making, increased service quality, potential for additional income, faster decision-making, more efficient resource management, innovation in services, and financial independence.

Conceptual analysis is carried out to data that show the weakness of asset management practices in The Provincial Government of West Sulawesi. These weaknesses include unoptimal of administration implementation by asset users and administrators, the potential loss of official vehicles that are still controlled by moved officials, not documented asset need in the RKBMD, unpaid vehicle taxes, the absence of decree for asset usage, and undocumented asset maintenance by regional asset maintenance cards

    Public Aspirations and Complaints Information System: Improving the Quality of Public Complaints in Sidrap Regency

    Public assessments determine the quality of public services, so public complaints are needed to improve service quality. In making the management of public complaints more effective as expected by the government in Presidential Regulation no. 76/2013, the Sidenreng Rappang Regency Government has utilized technology, by creating. public aspirations and complaints information system (SIAPP), but until now, the complaint service is still experiencing problems. The socialization of program innovations and complaint procedures through the SIAPP program is not evenly distributed at every level of society. In addition, the SIAPP admin is less responsive in responding to public complaints. Based on this, this research was carried out to analyze the quality of public complaint services in Sidenreng Rappang Regency through the SIAPP application to support the creation of quality public services. Qualitative research methods, with a descriptive approach, were the researcher's choice. Research data was obtained through interviews, which were also strengthened from observations and literature studies. The data that has been obtained is analyzed by referring to the interactive model. The research results show that the quality of public complaints in Sidenreng Rappang Regency cannot be improved by using the SIAPP application because the standard operational procedures for SIAPP are not yet complete. Regional apparatus organizations are slow in following up on community complaints, and community data security is still weak when using the SIAPP application

    Analysis of Financial Independence of the Jakarta Provincial Public Service Agency

    The Regional Public Service Agency (BLUD) is a system implemented by the technical implementation unit of the agency/regional agency in providing services to the community who have flexibility in financial management as an exception to the provisions of regional financial management in general. The implementation of BLUD is carried out with the aim of improving public services and independence of self-financial management. The independence of BLUD financial management in this study focuses on the causes of BLUD's dependence on APBD subsidies and the problems behind it. The research method uses qualitative methods with an emphasis on document studies and interviews. The results of this study show that BLUD's financial dependence on APBD subsistence is caused by the lack of optimal BLUD financial management and administration process. For this condition, it is necessary to improve the BLUD thinking paradigm so that the performance of financial management and administration can increase so that BLUD's revenue receipts are better and the dependence on APBD subsidies can be further reduce

    Budget Politics in the Implementation of Social Assistance Programs (Case Study of Stunting Programs in Depok City)

    This study aims to analyze the case study of the Stunting Program. The case study aims to find out how the role of the Depok City Provincial Government in preparing budget allocations in budgeting for social assistance for stunting programs in Depok City and how the implementation of the stunting social assistance program in Depok City itself sees that there are still several problems in the implementation process. By reviewing the case study, it is hoped that later it can provide solutions and improvements in the implementation of social assistance in the stunting program in Depok City. The prevalence of stunting in Depok City fluctuates from year to year. In achieving a reduction in stunting rates in toddlers, especially through regional financial policies and the APBD, the Depok City government must consider the regional financial situation and set development priorities. The research method used in this study is qualitative with a case study strategy that is analyzed descriptively and the number of respondents is 2 informants. The result of this study is that there is still a lack of data optimization in the synchronization of beneficiary data and a lack of public awareness of the importance of stunting reduction programs. Therefore, the recommendation of this study is the need for the role and cooperation of all parties involved, both internal and external, as well as increasing socialization media to provide confirmation about the importance of preventing stunting.
