    ABSTRACT SUPANTO. Analysis of Feasibility and Production Factors That have an Effects to Production The Business of Galah Shrimp Farmers Group (Macrobrachium rosenbergii de Man) in DIY. Under the guide SITI SYAMSIAR and JUARINI. This study aims to determine the feasibility and production factors that affects the production of Galah Shrimp in the business of enlarging the group of farmers in the Yogyakarta Special Region is based on the period of December 2012. This research uses descriptive method, site selection is done in the Yogyakarta Special Region 12 farmers groups galah shrimp with enlargement attempt using census method and investigated fully. The relationship between factors of production and production were analyzed using Cobb Douglass production function type with linear regression analysis natural logarithm. The results showed that the enlarged business Galah Shrimp on a group of farmers in the Yogyakarta Special Region feasible. Business risks Galah Shrimp magnification, high and significant factor of production is feed and fry stocking density, while high land and place no real effect until the level of 95%. Penelitian ini bertujuan untuk mengetahui kelayakan usaha dan faktorfaktor produksi yang berpengaruh terhadap produksi usaha pembesaran udang galah pada kelompok pembudidaya di Daerah Istimewa Yogyakarta berdasarkan periode bulan Desember tahun 2012. Penelitian ini menggunakan metode deskriptif, pemilihan lokasi dilakukan di Daerah Istimewa Yogyakarta terhadap 12 kelompok pembudidaya usaha pembesaran udang galah dengan menggunakan metode sensus dan diteliti secara lengkap. Hubungan antara faktor produksi dan hasil produksi dianalisis dengan menggunakan fungsi produksi tipe Cobb Douglass dengan analisis regresi linear logaritma natural. Hasil penelitian menunjukkan bahwa usaha pembesaran udang galah pada kelompok pembudidaya di Daerah Istimewa Yogyakarta layak diusahakan. Risiko usaha pembesaran udang galah, tinggi dan faktor produksi yang berpengaruh adalah pakan dan padat tebar benur, sedangkan luas kolam dan tinggi tempat tidak berpengaruh sampai dengan taraf kepercayaan 95%.     Perkembangan globalisasi melatarbelakangi penelitian ini, juga banyak bermunculan berbagai perundang-undangan bidang ekonomi bersanksi pidana, ketidak-cocokan KUHP dengan kondisi sekarang. UU No. 7 (Drt) 1955 tidak dipakai lagi dan sudah ketinggalan jaman, ditambah lagi globalisasi dan kemajuan IPTEK berdampak munculnya kejahatan ekonomi global. Permasalahannya adalah : 1) Apa pengaruh negatif yang muncul dari perkembangan globalisasi ekonomi terhadap perekonomian nasional ?, 2) Bentuk-bentuk kejahatan apa yang muncul dan perlu diantisipasi ?, 3) Bagaimana kebijakan hukum pidana dalam menghadapi kejahatan dalam perkembangan globalisasi ekonomi ?. Metoda penelitian dengan spesifikasi penelitian sebagai penelitian deskriptif, yang merupakan penelitian hukum empiris, dengan pendekatan socio-legal (juga pendekatan yuridis-kriminologis, dan komprehensif). Teknik sampling yang digunakan adalah purposive. Sumber data meliputi data primer dan data sekunder. Sedangkan pengumpulan data primer dilakukan dengan wawancara. Pengumpulan data sekunder dilakukan dengan studi kepustakaan, analisisnya secara kualitatif. Simpulan diperoleh bahwa era globalisasi, khususnya globalisasi ekonomi ada pengaruh negatifnya bagi perekonomian nasional terkait juga dengan situasi politik dan tuntutan terhadap kehidupan hukum. Globalisasi melahirkan ekonomi pasar bebas dengan perekonomian sistem kapitalis. Tuntutan hukum Indonesia harus sesuai GATT, WTO termasuk TRIPs yang menghendaki asas kesesuaian penuh, sehingga Hukum Indonesia termasuk dalam hukum ekonomi internasional. Perkembangan globalisasi ekonomi memunculkan bentuk-bentuk kejahatan ekonomi global, seperti: 1) white collar crime, 2) corporate crime, 3) organized crime, 4) transnational crime, 5) high-tech crime. Hukum pidana diperlukan dalam kebijakan penanggulangan kejahatan menghadapi perkembangan globalisasi berkaitan fungsi hukum sebagai sarana kontrol sosial dan sarana rekayasa sosial. Hukum pidana harus diintegrasikan dengan program pembangunan dan upaya non hukum pidana lainnya. Kebijakan perumusan kebijakan hukum pidana dalam menentukan tindak pidana didasarkan tolok ukur perbuatan tersebut melawan & mengganggu sistem nilai dan ideologi bidang ekonomi berdasarkan Pancasila dan UUD 1945. Perumusan tindak pidana bidang ekonomi menyangkut tindak pidana orisinalitas produk, finansial-keuangan, kualitas barang, keselamatan /kesehatan konsumen, teknologi, pemasaran, kejujuran usaha, produksi dan beraspek global. Dalam pembaharuan KUHP dan berbagai perundang-undangan di bidang ekonomi perlu mengantisipasi perkembangan kejahatan ekonomi global.     Corruption has been a problematic crime destroying various aspects of life of communities, nations, and countries that efforts to prevent and eradicate corruption need to be endlessly implemented. The existence of Tripikor (Regional Corruption Court) located in the provincial capital is currently under the spotlight due to long distance and high cost problems. However, eradication of corruption has not met three principles; fast, simple and low-cost. This is according to factors of the Act, Law Enforcement Officers, Community, and Culture. In the future, the settlement of corruption needs to be carried out through the general court to reduce numbers of cases in Tripikor court, save operational costs, and guarantee safety, security and health for law enforcement officers

    Restorative Justice Approach to Enforcement in Environmental Crimes

    The aim of this study is that to determine the characteristics of environmental crimes with corporate actors as contained in Law Number 32 of 2009 concerning the Environmental Protection and Management; besides, to determine the possibility of applying a restorative justice approach in enforcing environmental crimes with corporate actors. This study was doctrinal or normative legal research. The characteristic of the study was descriptive by using a qualitative approach. Furthermore, the data sources used were secondary data in the form of laws, books, journals, theses or dissertations. Data collection techniques used library research. Moreover, the data analysis technique was normative qualitative analysis consisted of the inventory, identification, classification, and systematization stages. The restorative justice approach in enforcing environmental crimes committed by corporations aims to restore the environment and the welfare of victims. The process taken begins with mediation with the characteristics of restorative justice together with the criminal justice system. The mediation process chosen was a deterred prosecution agreement. The implementation of a restorative justice approach in environmental crimes with corporate actors will shorten the justice system and law enforcement since it can stop at the prosecutor's level based on the quasi-deponeering principle and it reduces the accumulation of cases in court. For this approach to work, it requires revision of the Criminal Procedure Code and preparation for a settlement by using the deterred prosecution agreement method; especially, at the negotiation level

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    This research aimed to analyze the meaning of state finance loss in corruption and provide prescriptions the expansion of concept the state economic loss in Corruption Eradication Acts in Indonesia. This research was a normative-legal approach with the approaches of statute, case, comparative and conceptual. Legal materials were analyzed by syllogism of induction, deduction and interpretation. The research indicates that, first, the meaning of state economic in corruption is a life of economic that structured as a joint venture based on kinship principles, in this case is a cooperative, or other entity that has the principles and spirit of mutual cooperation, kinship and joint ventures, so if there are irregularities in cooperatives or other business entities principled and cooperative spirit that resulted in losses, it can be applied to corruption. But this has never happened in the practice of corruption law enforcement. Secondly, the need for expansion the concept of state economy in corruption crime, thus acts in state economy loss, among others: the implementation of construction without indepth study (feasibility study) so it does not have the value of benefits, contractor is unable to finish the government’s work in accordance with employment contracts so that work is not finish and not function, basic materials stockpiling and public’s needs (stockpiling of food, fuel, fertilizer, etc.), import policies that harm the public’s production and acts that damage the ecological of environment (forestry, mining and fisheries conducted unlawfully).     “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
