Permasalahan Aktual Kebudayaan di Provinsi Sulawesi Tengah
ABSTRACT
This paper attempts to examine the actual problems of culture in Central Sulawesi province. Central Sulawesi is one of the provinces in Indonesia with the multicultural composition of the population and inhabit a wide area with the population density is very low. It is considered to provide opportunities for cultural issues, such as: (1) the onset of degradation of cultural values, so that the culture of positive thinking poorly functioning again as a guide behavior, (2) work ethic disparities between ethnic groups in the control of strategic natural resources, (3) emergence of problems or issues of indigenous tribes native son as opposed to ethnic immigrants, (4) the habit of consuming beverages and illicit drugs which further lead to social problems such as fights between residents. The interesting thing in this paper is that the dance modero as one type of dance that has been modified in Central Sulawesi is also considered to provide opportunities for social and cultural issues. To eliminate the problem of culture, there are several approaches that need to be implemented in public life, that is (1) necessary excavation and transformation of culture positive thinking each tribe to the younger generation, (2) ethics education to the younger generation should be encouraged, both in the household and in schools, (3) multicultural education should be included in the curriculum in schools and colleges, (4) the economic empowerment of youth.

Tulisan ini berupaya mengkaji permasalahan aktual kebudayaan di Provinsi Sulawesi Tengah. Sulawesi Tengah adalah salah satu provinsi di Indonesia dengan komposisi penduduk yang multikultural dan mendiami wilayah yang luas dengan tingkat kepadatan penduduk yang sangat rendah. Hal tersebut dianggap memberikan peluang terjadinya permasalahan kebudayaan, seperti: (1) timbulnya degradasi nilai budaya, sehingga budaya berpikir positif kurang berfungsi lagi sebagai pedoman tingkah laku; (2) kesenjangan etos kerja antara suku bangsa dalam penguasaan sumber daya alam strategis; (3) munculnya permasalahan isu suku bangsa asli atau putra daerah yang dipertentangkan dengan suku bangsa pendatang; (4) kebiasaan mengkonsumsi minuman terlarang dan narkoba yang selanjutnya menimbulkan permasalah sosial seperti perkelahian antar warga. Hal yang menarik dalam tulisan ini adalah bahwa tarian modero sebagai salah satu jenis seni tari yang telah dimodifikasi di Sulawesi Tengah juga dianggap memberikan peluang terjadinya permasalahan sosial budaya. Untuk mengeliminir permasalahan kebudayaan tersebut, ada beberapa pendekatan yang perlu diterapkan dalam kehidupan masyarakat, yaitu (1) perlu penggalian dan transformasi budaya berpikir positif setiap suku bangsa kepada generasi muda, (2) pendidikan etika perlu digalakkan kepada generasi muda, baik di rumah tangga maupun di sekolah, (3) pendidikan multikultur perlu dimasukkan dalam kurikulum di sekolah dan perguruan tinggi, (4) pemberdayaan ekonomi para pemuda.

This article analyzes the positive thinking culture of each ethnic group in Poso, CentralSulawesi. This article also examines the factors that cause degradation of ethnic culture ofpositive thinking so as to serve as guidelines for public behavior. The study was conductedby observation, in-depth interviews, and analysis of qualitative data. The research foundthe degradation of cultural values with several contributing factors. Finally, the model canbe described cultural transformation of positive thinking is right to apply to the youngergeneration. The transformational models of positive thinking culture are: parents need tocomprehend positive thinking culture and teach it to their children; the need to teach morals,positive thinking culture and the regional language in schools; an emphasis of parents andleaders as role-leader for the younger generation; the empowerment of traditional leadersin socializing positive thinking culture; the need for emerge individual to direct their thoughtand actions to positive matter.Keywords: positive thinking culture, cultural transformation, social harmony and nationalintegratio
Migration and ethnicity as cultural impact factors on land use change in the rainforest margins of Central Sulawesi, Indonesia
Human activity endangers tropical forests in different parts of the world. The conflicting interests of nature conservation on the one hand, and the livelihood of farmers living at the forest margins, on the other, clash noticeably in so-called hotspots of biodiversity, such as the Lore Lindu region of Central Sulawesi, Indonesia. Biodiversity generally decreases along a land use gradient from natural forest to agroforestry and annual crop systems. Thus, before solutions for a sustainable balance between conservation and the needs of people living at the forest margins can be sought, changing land use strategies and the factors that influence them must be analyzed. While similar studies often concentrate on economic indicators of land use change only, this chapter highlights the importance of two cultural realities, namely migration and ethnicity. We will demonstrate the great influence of these two factors on land use decisions and on the accessibility of land in the Lore Lindu region. Based on results from previous qualitative studies, we selected three upland villages, which represent a continuum that leads, in terms of migration history, from a pre-transition village, to a transitional village, to a post-transition village. We used quantitative and qualitative methods for our analysis. The results show a general land use change in the region, ranging from a strategy that places food first (e.g., rice) to one that places cash first, especially by the cultivation of cacao. This change cannot be observed to the same extent in the study region as a whole. It varies from village to village, depending on the share of households belonging to the Bugis migrants. Bugis as an ethnic group and as migrants have an enormous effect on the land use decisions of local ethnic groups in their respective villages. Strong ethnic networks among Bugis migrants play an important role not only with respect to their village preferences, but also with respect to the transfer of knowledge regarding agricultural management. A lack of interaction between local and migrant ethnic groups results in differences in the efficiency of cacao cultivation. While the Bugis migrants mainly buy their agricultural land from local farmers or, depending on the village’s migration history, from other Bugis households, members of the autochthonous ethnic group usually clear the primary forest. The findings of the present study reveal that an analysis of migration and ethnicity is a crucial precondition to finding sustainable solutions for ensuring that the margins of the rainforest in the Lore Lindu region remain stable. This chapter will emphasize that, in addition to economic considerations, an analysis of the cultural forces that influence land use changes cannot be neglected
The Access of Kaili Community to the Natural Resource of the Central Sulawesi Grand Forest Park (Tahura)
Jamlis Lahandu, The Access of Kaili Community to The Natural Resources of Central Sulawesi Grand Forest Park (TAHURA) Supervised by Syukur Umar, Sulaiman Mamar, and Hariadi Kartodihardjo.Taman Hutan Raya (TAHURA) Central Sulawesi, is an interconnected ecosystem of life with each other. The ecosystem of life in Central Sulawesi's Central Forest Park encompasses sub-systems, components and integrated elements that include human, animal and plant life systems and biodiversity associated with abiotic elements. TAHURA Central Sulawesi was confirmed through KepMenHut no. 24 / Kpts-II / 1999, covering an area of 7,128 hectares located in Sigi Regency area of 2,431.73 ha, and Palu City of 4,696.27 ha. Of the extent there is a de facto public domain (privat property) of 676.55 hectares or 9.49 percent; in addition to private property there is also a communal property area of 30 hectares located in Watutela region. The de facto community of Kaili communities occupies six residential locations namely Wintu, Watutela, PondoPoboya, Uentumbu, Tompu and Raranggonau (Lando).The Central Sulawesi TAHURA policy through The Regional Regulation No. 2/1955 about Central Sulawesi Forest Park Management has implicated for good governance, reducing tenure conflicts and providing legal certainty for the owner, but the fact that the Local Government Regulation does not give significant impact on the right management and access within the TAHURA forest area. Exploitation of metallic mineral mines are widespread, the rights of the farmers remain unchanged and the lack of communication between TAHURA Management and local people living in the region. The forest area contains 1.675 people who depend on natural resources.This study aims to formulate the access and assurance arrangement of the community rights of the Kaili tribe in Central Sulawesi Forest Park. The Method of data collection used is Participatory Rural Appraisal (PRA) with several assessment tools such as season calendar, historical flow, rank matrix and institutional relationship (venn diagram). Infroman in this study amounted to 24 people covering community kaili community 13 people, representing government 9 people, 1 person legislative, and private 1 person.The data obtained were analyzed using 4R analysis tools (Right, Responsibility, Revenue and Relationship).The UPTD of Central Sulawesi TAHURA as a key stakeholder should be able to control the access of the parties involved in TAHURA, but the reality shows that the access management within the area is not yet optimal. The community of the Kaili tribe as a beneficiary of large access and at the same time responsible for the sustainability of natural resources within the area with forest management schemes namely pangale, kakana and pakam for the community of Kaililedo and Laranggayumbongo, pangale and nava for the Kaili Tara Community. Inter-stakeholder relationships show that inter-communities within the area and TAHURA management have a less harmonious relationship, and between mining entrepreneurs and communities around the mine area have a good relationship as communities are given space and land compensation.This study concludes that (aThe system of regulating access to forest resources is only done internally by Community ofKaili Tara and Ledo based on traditional institutional rules. The responsibilities and benefits of the de facto right to natural resources rank highest; but does not get the right property rights of the government (de jure right), (b) UPTD TAHURA as the access controller did not fulfill its responsibilities and functions well, especially the implementation of PERDA no. 2 Year 2015 about the Management of TAHURA, (c) PERDA no. 2/2015 has not been able to regulate access management from natural resource-related parties within TAHURA Central Sulawesi.
