    Indonesia sebagai negara kepulauan yang secara geografis terletak di daerah katulistiwa, diantara Benua Asia dan Benua Australia, serta diantara Samudra Pasifik dan Samudra Hindia, berada pada pertemuan tiga lempeng tektonik dunia, dan merupakan wilayah teritorial yang rawan dan tidak boleh menghindar dari bencana alam, melainkan harus dikelola secara profesional meskipun waktunya tidak dapat diprediksi secara handal. Serentetan fenomena alam seperti gempa dan tsunami telah terjadi di Indonesia, akibatnya menimbulkan tragedi kemanusiaan, hancurnya bangunan infrastruktur, dan pemukiman penduduk porak poranda, dimensi-dimensi kehidupan masyarakat yang dulunya tertata dengan baik menjadi tidak teratur, porakporanda dan sebagainya. Dari sederetan bencana yang menimpa tanah air dalam empat tahun terakhir ini tampaknya kita belum cerdas mengelola manajemen bencana. Kecemasan itu terbukti ketika bencana terjadi ketidak mampuan fundamental yang menyeruak adalah pengelolaan penanganan bencana mulai dari tahap pencegahan, kesiapsiagaan, tanggap darurat dan pasca Bencana. Semuanya itu tidak terlepas dari peran media komunikasi yang sangat strategis. Sebab, setiap terjadi bencana faktor yang sangat strategis berperan adalah media komunikasi, masyarakat bisa panik jika tidak ada sumber informasi yang jelas, masyarakat bingung kemana mereka pergi untuk menyelamatkan diri. Masyarakat bisa panik bilamana keluarga tidak bisa dihubungi, demikian juga pemerintah maupun lembaga-lembaga lain yang ingin membantu korban bencana. Demikian juga peran filantropi sangat fundamental untuk memacu masyarakat yang ditimpah bencana, karena itu masyarakat sipil yang kuat hanya mungkin dibangun dengan dukungan keberadaan organisasi non pemerintah (NGO) yang berdaya dan filantropi (kedermawanan sosial) yang efektif semuanya tidak terlepas dari komunikasi yang muarahnya dapat membangun kehidupan yang lebih bai

    The state is not only the answer of human "fitrah" in the collective life but also is a social contract based on equity. The main pillar that is needed in implementing the social contract is strong bureaucracy. Bureaucracy performance will face full turbulence and uncertainty of threats. Therefore, bureaucracy must be revitalize in accordance with the developmental period. Bureaucratic Reform Committee (BRC) is one of the strategies to revitalize the bureaucratic machine in order to remain exist. The revitalization can be conducted in an incremental and radical way, that is started from official/staff recruitment and then they are trained through the Center of Integrated Apparatur Training.     PENGARUH RELIABILITY, RESPONSIVENESS, ASSURANCE, EMPATHY DAN TANGIBLES TERHADAP KUALITAS PELAYANAN PUBLIK (STUDI KASUS KANTOR PELAYANAN TERPADU KOTA DUMAI)

    This paper describes and analysis influence reliability, responsiveness, assurance, empathy dan tangibles to service quality permit  (Case study of Dumai City Office Service). The theory public service  tested out by the writer by Zeithaml, Parasuraman, and  Berry “Delivering Quality Service Balancing Customer Perception and Expectation” (1990). which consists of  five  dimension namely  Reliability, Responsiveness, Assurance, Empathy dan Tangibles (TERRA).  These five  dimension  were applied by the to analysis to service quality permit.  To identity the  five  influence of  dimension, a survey approach was conducted through a proportional sample of 116  head of household (informants). The data were analyzed by using  Path Analysis, in the  program LISREL ( Linear Structural Relation). The value was found out each dimensions as follows;  ( a). influence reliability ( X1) to service quality permit (Y) is 0,74 (strong category); influence responsiveness (X2) to service quality permit  (Y) is 0,59 (medium category ); influence assurance  (X3) to service quality permit  (Y) is  0,34 (low category); and influence empathy (X4) to service quality permit ( Y) is 0,53 ( medium category), influence tangibles (X5) to service quality permit (Y) is 0.41 (low category). The effect ( X1,X2,X3,X4, X5) to Y is  0.59 (medium category).  After determination influence X1,X2,X3,X4, X5 to Y is 34,81%, and the residue is 65,19% influenced  the other dissimilar factor (epsilon) is transparency, and fairness.    Key Word: Reliability, Responsiveness, Assurance, Empathy, Tangibles and Service  Quality

    This research analyses the influence of empowerment program and employees\u27 behavior to the quality of services on the issuance of trade permit at Board of Industry and Trade of Medan City. This research employs theories from Clutterbuck and Kernaghan (2003), Mar\u27at (1981). Grand theory service quality testing writer by Denhardt and Denhardt (2003). Data are collected through a survey. The data were analyzed by using Path Analysis. The influence the empowerment (X1), to service quality (Y) is 22.3%. Influence comparison (X 1.3 ) direct and in direct to apparatus behavior (Y) is 1.7% and influence action (X 1.4 ) direct and in direct to apparatus behavior (Y) is 9.6%. The effect ( 1 . 1 , X 1 . 2 , X 1 . 3 , X 1 . 4 ) to Y is 58.2.%, and the residue 31.4% influenced the other dissimilar factor (epsilon)

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

Tanpa adanya transfonnator distribusi konsumen tidak dapat menggunakan energi listrik secara langsung mengingat tegangan operasi dalam sistem distribusi yaitu 20 KV atau disebut jaringan tegangan menengah. Gangguan yang terjadi pada transformator distribusi akan mengakibatkan pemadaman dan terhambatnya penyaluran tenaga listrik terhadap konsumen sehingga pelayanan akan kebutuhan listrik akan terganggu. Untuk itu diperlukan pemeliharaan tranformator distribusi secara rutin dante; jadwal yang bertujuan unruk mencegah terjadinya kerusakan peralatan secara tiba-tiba, serta rnempertahankan kerja peralatan yang optimum sesuai umur teknisnya,dan aman bagi manusia dan lingkungan, serta andal dalam sistem penyaluran tenaga listrik
