The main pillar that is needed in implementing the social contract is strong bureaucracy. Bureaucracy performance will face full turbulence and uncertainty of threats. Therefore, bureaucracy must be revitalize in accordance with the developmental period. Bureaucratic Reform Committee (BRC) is one of the strategies to revitalize the bureaucratic machine in order to remain exist. The revitalization can be conducted in an incremental and radical way, that is started from official/staff recruitment and then they are trained through the Center of Integrated Apparatur Training. No full textThis work argues that developing democracy from the grassroots level is demanded in order to develop democracy in a broad scale. To issue and implement the new policies of decentralization after the fall of Suharto era should be noted as the radical change in managing the public affairs democratically. Even the local autonomy policies are implemented at the lowest level such as village area by introducing the modern democratic things i.e. the new political structure and the new political mechanism. One that should be emphasized that those political engineering is oriented to develop the public accountability as well. However, avoiding the local culture which is still exist in a such society will in fact raise problem, especially in the high pluralistic society like Indonesia. Perilaku Maladministrasi Birokrasi Dalam Pelayanan Publik di Kota Pekanbaru, Provinsi Riau: Faktor Penyebab dan Solusinya
No full textChanges in the system of government and bureaucratic reforms have not been able to prevent maladministration in the bureaucratic behavior in Indonesia. The question is whether this type of behavior exists in public service in the city of Pekanbaru. The purpose of this study is to investigate the causes of such behavior in government institutions that provides document services directly to the public and whether it has a back up solution to prevent bureaucratic maladministration behavior. Questionnaires were distributed to 250 employees of Population and Civil Registration, Office of Integrated Services and Investment, Immigration Office Class I, Office SAMSAT and sub-district office employees in the city of Pekanbaru. Quantitative analysis of this study reinforced the result of a depth interview conducted with 5 key informants, a supporting method employed in this research. The research revealed that bureaucratic maladministration behavior is caused by heredity bureaucratic culture where the institutions eventually discharge employees who have low labor productivity and shift the mind set of employees in order to improve the quality of service

No full textTerdapat asumsi bahwa kebijakan-kebijakan yang telah diimplementasikan pemerintah terkait masalah Pedagang Kaki Lima (PKL) selama ini cenderung koersiv, bahkan mengarah pada konflik kpentingan antara PKL dan Pemerintah Daerah. Sebagai target group kebijakan, PKL dalam banyak kasus, juga diasumsikan tidak memiliki posisi tawar-menawar yang seimbang dengan Pemerintah Daerah. Namun, dalam tulisan ini penulis mencoba menyoroti phenomenon tersebut dari perspektif sosial-politik yang lebih mendasar. Penelitian dilakukan menggunakan metode case study dan depth interview, yang dilakukan terhadap 30 PKL (Pasar Senen, Jakarta), 13 PKL (Pasar Gedebage, Bandung) dan tujuh lainnya di Pasar Cipadu (Tangerang). Perrmasalahan real berdasarkan sudut pandang PKL itu sendiri terhadap kebijakan-kebijakan yang telah terimplementasi, dijadikan sebagai pijakan kajian, khususnya untuk memberikan nilai-nilai baru yang lebih berkelanjutn terhadap keberadaan mereka. Penulis menemukan aspek-aspek marketing yang berhubungan dengan perilaku konsumen dari pedagang-pedagang tersebut adalah relativ signifikan untuk diikutsertakan ke dalam perkembangan pembuatan kebijakan publik.Kata Kunci: pedagang kaki lima, kebijakan, pemerintah daera
