Rekonstruksi Hukum Kesehatan Tentang Kewenangan Bidan Di Praktik Mandiri Bidan Berbasis Nilai Keadilan
Kesehatan adalah hak asasi manusia yang mendasar melalui pelaksanaan pembangunan kesehatan yang komprehensif oleh Pemerintah, Pemerintah Daerah, dan masyarakat. Bidan adalah salah satu jajaran terdepan profesional kesehatan yang memberikan layanan kepada ibu, bayi, anak-anak, keluarga berencana. Layanan kebidanan dilakukan oleh bidan mulai dari layanan kesehatan primer, sekunder dan tersier.
Berdasarkan observasi, telaah buku, wawancara dengan Bidan, Pengurus Cabang/ Pengurus Daerah/ Pengurus Pusat dan Dinas Kesehatan, yang dilakukan mulai bulan Mei tahun 2017 sampai dengan bulan Mei 2018 di berbagai Kota Kabupaten di Sumatera Utara dan di Indonesia, diketahui bahwa masih banyak ditemukan Praktik Mandiri Bidan (PMB) yang melakukan pelayanan kesehatan kepada masyarakat yang tidak sesuai dengan peraturan dan ketentuan yang berlaku, yakni masih ada bidan tidak memiliki ijin yang masih berlaku, fasilitas dan sarana prasana yang belum memenuhi syarat dan terkadang di PMB melaksanakan pelayanan di luar wewenangnya. Secara kompetensi juga masih ditemui bidan yang berpendidikan di bawah D3. Sesuai ketentuan Peraturan Menteri Kesehatan nomor 1464/Menkes/Per/X/2010 dan Peraturan Menteri Kesehatan Nomor 28 Tahun 2017 tentang ijin dan penyelenggaraan praktik bidan, Bidan yang boleh memberikan pelayanan Praktik Mandiri Bidan minimal berpendidikan Diploma III Kebidanan.
Paradigma yang digunakan adalah paradigma konstruktivisme dengan metode pendekatan yuridis empiris. Sifat penelitian bersifat eksplanatoris, yaitu penelitian dengan mengkaji beberapa sumber hukum tentang Peraturan Perundang-undangan. Bagi Bidan di PMB dengan kenyataan di lapangan. Metode yang digunakan adalah pendekatan perundang-undangan dan social legal research. Teknik pengumpulan data, yaitu penelitian kepustakaan dan penelitian lapangan. Alat pengumpul data yang digunakan dalam penelitian ini adalah dengan cara Studi Dokumen, Kuesioner dan Wawancara dengan cara tehnik Purposive non Random Sampling.
Teori baru dalam penulisan ini adalah Teori Pelayanan Kesehatan Terintegrasi di Praktik Mandiri Bidan yang berkeadilan. Beberapa hal yang harus direkonstruksi antara lain: Pasal 18 dan Pasal 36 Peraturan Menteri Kesehatan No 28 Tahun 2017 dan penambahan ayat dalam Pasal 30 UU No. 36 Tahun 2009, Permenkes No. 97 Tahun 2014 dengan disertai alasan rekonstruksi.

HUBUNGAN FAKTOR-FAKTOR YANG MEMPENGARUHI PENGETAHUAN PESERTA BADAN PENYELENGGARA JAMINAN SOSIAL (BPJS) DENGAN ALUR PROSEDUR PELAYANAN PASIEN RAWAT JALAN
Abstract
The flow of service procedures is the Rules or systems there are made to serve or meet the needs of others to get care about health without the need for lodging. Health services had a plot and procedures that must be known and obeyed by BPJS patients. The completeness of administrative requirements will affect the rapid or delayed process of health services. The purpose of this study is to determine the relationship of Factors Affecting the Knowledge of Participants Social Security Agency (BPJS with the Procedure of patient services In Grandmed Hospital Lubuk Pakam 2017. This research is an analytic research. This type of research used an observational design with Cross sectional approach. The population in this study were all outpatients using BPJS health at Grandmed Hospital Lubuk Pakam Hospital were the outpatient BPJS hospital patients at Grandmed Hospital lubuk pakam. The Sample in this research was partial of BPJS patient of outpatient of 30 people. Sampling in this research was done by using technique of non probability sampling, that was Quota sampling. There are no age correlation with service procedure flow with value (p) = 0,696> 0,05. There are an information relation with service procedure flow with value (p) = 0,018 <0,05. There are an educational relationship with the service procedure flow with the value (p) = 0.005 <0.05. There are no work relationship with the service procedure flow with the value (p) = 0.385> 0.05. It are expected that the health BPJS participants should be more active in finding information about the service procedure flow applied by the hospital Grandmed hospital so that the BPJS health participants who will conduct outpatient treatment to made the registration process faster
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Relationship Between Patient Perceptions Of The Quality Of Inpatient Registration Services And Satisfaction Of Inpatients
The hospital, as a referral level health service institution has the task of providing complete individual health services which include promotive, preventive, curative, and rehabilitative. Hospitals must meet the completeness of professional human resources, superior facilities where all of these indicators can affect service delivery to provide satisfaction to patients. This study aims to determine the relationship between patient perceptions of the quality of inpatient registration services and satisfaction of inpatients at GrandMed Hospital inpatient room, using an analytical survey research type. The sample of this study were 30 patients in the Ns 3D room using a questionnaire instrument. The sampling technique used is total sampling using the chi square test with a 95% confidence level = (0.05). The results showed that there was a relationship between inpatients’ perceptions of the quality of inpatient registration services based on responsiveness (P= 0.049 < (0.05) and empathy (P= 0.000 < (0.05) with inpatient satisfaction at Ns 3D GrandMed Hospital Lubuk Pakam. There is no relationship between inpatients’ perceptions about the quality of inpatient registration services based on tangible (P= 0.414 > (0.05), reliability (P= 0.283 > (0.005) and assurance (P= 0.783 > (0.05) with satisfaction of inpatients at Ns 3D Hospital GrandMed Lubuk Pakam. The results of this study are expected to be taken into consideration to improve the quality of services in the inpatient registration room at GrandMed Hospital
Tinjauan Yuridis Terhadap Sistem Pembiayaan Kesehatan Nasional Dalam Perspektif Undang-Undang Sistem Jaminan Sosial Nasional
Sistem Pembiayaan Kesehatan Nasional merupakan bagian integral dari sistem jaminan sosial di Indonesia yang diatur dalam Undang-Undang Sistem Jaminan Sosial Nasional (UU SJSN) Nomor 40 Tahun 2004. UU ini bertujuan untuk memberikan akses pelayanan kesehatan yang adil, merata, dan berkualitas bagi seluruh rakyat Indonesia. Meskipun UU ini telah mengamanatkan pembiayaan kesehatan melalui Jaminan Kesehatan Nasional (JKN), dalam implementasinya terdapat berbagai tantangan, baik dari segi manajerial, hukum, maupun keuangan. Tulisan ini bertujuan untuk meninjau lebih dalam tentang sistem pembiayaan kesehatan nasional dalam perspektif hukum dan regulasi yang ada, serta menilai efektivitas penerapan UU SJSN dalam menjamin pembiayaan kesehatan yang berkelanjutan dan adil bagi seluruh rakyat Indonesia.
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more
