    Artykuł opowiada o losach uczestnika antybolszewickiego ruchu partyzanckiego Włodzimierza Ksieniewicza (pseudonim Ataman Hracz). Jest to postać mało dotąd znana i nieobecna w historiografii. W 1924 roku Ataman Hracz przekroczył granicę polsko- -sowiecką i przedostał się na Białoruś Sowiecką, gdzie wkrótce został aresztowany i skazany. Akta dotyczące śledztwa są przechowywane w Archiwum Komitetu Bezpieczeństwa Państwowego Republiki Białoruś. Na podstawie akt sądowych autorka odtwarza kolejne etapy działalności partyzanta. Tragiczne losy tego działacza zostały ukazane na tle wydarzeń politycznych, które rozgrywały się wówczas w regionie.The article tells the story of a participant in the anti-Bolshevik guerrilla movement of Uladzimir Ksianievič (pseudonym Ataman Hrač). He is a man not known and known until recently in historiography. In 1924, Ataman Hrač crossed the Polish-Soviet border and made it to Soviet Belarus, where he was soon arrested and convicted. Files regarding the investigation are kept in the Archive of the State Security Committee of the Republic of Belarus. Based on court fi les, the author of a given publication reproduces the subsequent stages of the fate of the guerrilla. The tragic fate of this activist was shown against the background of political events that took place in the region at that time

    Evaluation of Infectious Diseases in Pregnant Women

Methods: Distribution of bacterial and viral infections in 60 pregnant women who were hospitalized due to any infectious disease between years 2015 and 2018 during a three-year period were evaluated retrospectively. Results: Urinary tract infections (65%) and gastroenteritis (8.3%) were the most common bacterial infections, and human immunodefficiency virus (HIV) infection and chickenpox were most common viral infections. All patients were followed at the inpatient clinic except two patients who had hospitalized in intensive care unit due to influenza and Listeria meningitis. An HIV-positive pregnant woman received zidovudin intrapartum and was followed up later. All the other infections recovered without complications. Conclusions: Urinary tract infection was the most common infectious disease among pregnant women. The necessity of hospitalization due to community-acquired but avoidable and vaccine-preventable diseases verified that informing pregnant women about the prevention of infections and screening them before pregnancy against vaccine-preventable diseases

    Discusses the video work of Turkish film-maker Kutlug Ataman curated under the title 'De-Regulation', and the subsequent research project developed out of this entitled 'Istanbul - Skin of the City' which includes photographs, a 'visual essay' by Stefan Roemer, an archive of wedding cultures throughout Turkey assembled by Nermin Saybasili, television, posters, books and magazines. The author describes Ataman's video installations, many of which include female subjects, considers the focus on Turkish lives, examines the fictions of identification in many of the video testimonies, and comments on sexuality in the narratives. She considers what is meant by experience and comments on her interest in creolised subjects

    El género literario de las Memorias es un tipo de “Libro o relación escrita en el que el autor narra su propia vida o acontecimientos de ella” (RAE) incluyendo vivencias, experiencias y sensaciones significativas para el autor. A modo de memorias visuales, en la videoinstalación Twelve (2003), el artista contemporáneo de origen turco Kutlug Ataman (Estambul, 1961) nos impacta con sus narraciones íntimas de personajes marginales y oprimidos que cuentan (y recuentan) sus historias subjetivas, revisadas por el mismo dispositivo artístico. Ellos creen en la reencarnación, y como tal sienten literalmente que están viviendo su "segunda vida", combinando dos realidades distintas de dos historias de vida diferentes en una sola.En el contexto de transformación socio-cultural forjado por la modernización turca -llevada a cabo de modo drástico y dicotómico generando un conflicto entre lo antiguo y lo moderno, entre Oriente y Occidente, entre la globalización y las culturas locales-, Ataman se pregunta por la subjetividad, la identidad cultural y las diferentes formas de responder y dar sentido a la vida por parte de una comunidad en una situación de constante guerra y muerte, sin importar que, en este caso, la re-invención de las identidades alcance una forma metafísica o mística.A través de Twelve y otras obras examinaremos cómo formas alternativas de memoria son visualizadas desde algunas prácticas artísticas contemporáneas como espacios de enunciación –en tanto acto- subjetiva y de la diferencia, y cómo contribuyen al trabajo subjetivo y a la construcción de la identidad –tanto personal como colectiva. Identidades que están relacionadas a una narración, memoria e identificación a ciertos imaginarios sociales, los cuales condensan identificaciones con generaciones anteriores. También exploraremos cómo distintas comunidades organizan su imaginario para hacer frente a los avatares de una determinada situación política regional, amalgamando contexto y creencias religiosas para así reponerse y dar sentido a las pérdidas terribles que sufren, valiéndose de las Memorias.The literary genre known as Memories is a type of book or written story in which the author narrates his own life or occurrences in it, including impressions, experiences and feelings that are significant to the author. As if they were visual memories, in the video installation Twelve (2003) the contemporary Turkish artist Kutlug Ataman (Istanbul, 1961) hits us with his intimate stories of marginalized and oppressed characters who relate repeatedly their subjective stories, revised by the artistic device itself.  They believe in reincarnation and so they literally feel to be living their "second life", by combining two different realities from two different life stories into one. In the context of socio-cultural transformation shaped by the Turkish modernization - held so drastically and dichotomous that generated a conflict between the ancient and the modern, between East and West, between globalization and local cultures-, Ataman reflects about subjectivity, cultural identity and ways to give meaning to life in a community constantly facing war and death, regardless of the fact that, in this case, the re-invention of identities reaches a metaphysics or mystic form. Through Twelve and other Ataman’s works we will examine how alternative forms of memory are visualized by some contemporary artistic practices as spaces of subjective enunciation and cultural difference, and how they contribute to the subjective work and the construction of the identity -either personal or collective. Those identities are related to a narrative, they are the memory and identification of certain social imaginaries, which condense identifications with previous generations. We will also explore how a community organizes his imaginary to cope with the ups and downs of a particular regional political situation, amalgamating the context with the religious beliefs in order to recover and give sense to the terrible losses suffered, making use of the Memories

    In the Information Age, the amount of unique information created every year reaches a level high enough to fill the American Library of Congress 37,000 times and 92% of this bulk is recorded on magnetic media. For the upcoming younger generation, information recorded on paper is “out of coverage area.” They tend to reach information on the spot, via some intelligent informational agents. Thus, they think information that cannot be accessed in increasingly shorter periods of time is not worth accessing. Traditional functions, like presentation of information, trusted information storage, maintaining authenticity and conservation, expected to be fulfilled by information professionals, are becoming increasingly electronic focused, in parallel to the changing world. The level of technical information infrastructure required to fulfill these functions in an electronic environment, on the other hand, has reached a level that requires information sciences to turn into an “information engineering.” Setting out from these changes, this paper questions the ratio of technological aspects to be taught during the education of information professionals and concludes that the place that this education should take place should be reconsidered

Through a thematic analysis of four contemporary women’s magazines (Aile Dostu Ev-İş, Kadın-Ev and Asrın Kadını) it aims to examine how female bodies were refashioned in the magazines to fit the image of the newly constructed “woman of the republic”. It argues that the subjectivities offered by the magazines point to a dialogically constructed narrative identity which is not stable but fluid.Bu çalışma, Erken Cumhuriyet dönemi Türkiye’sinde yeni kurgulanan kadın kimlikleri ve özne pozisyonları hakkındadır.     Protection and industrial structure in India

    Effective protection rates in India are so high and vary so greatly that anything short of low uniform tariffs and the complete elimination of quantitative restrictions would not make the industrial incentive scheme transparent, as it needs to be. The authors produce evidence to show that there is ample scope for reducing tariffs and quantitative restrictions and that most industries could coexist with much less protection than they now have. By eliminating all surcharges on inputs (tariffs on imported inputs, price differentials on local inputs, nondeductible excise taxes) - even without correcting for the effects of high investment costs - most projects (including import substitution projects) would earn from current international prices a positive profit margin on their marginal as well as full production costs. The proportion of projects with a positive profit margin would triple, from 20 to 63 percent. Among import-substituting projects that are not candidates for export under the present trade regime, under the proposed new regime half would be candidates for export if they would procure their inputs at international prices. Lower tariffs would fulfill their primary purpose more effectively: providing protection and incentive signals. The function of generating public revenues, another critical issue in India, should be fulfilled not through tariffs but through more efficient and protection-neutral instruments - in particular direct taxation (income tax) and nontariff indirect taxation (neutral excise taxes, MODVAT, and preferably the value-added tax on consumption).Environmental Economics&Policies,Economic Theory&Research,Access to Markets,Markets and Market Access,Consumption

    “He was on the Don and served in Siberia”: Ataman Dementy Zlobin and his Descendants in State Service in the 17th Century

    In their study, the author examines the life and service activities of one of the most prominent Siberian atamans, former Don Cossack Dementy Zlobin. Based on the analysis of the documentary material, the author established Zlobin's origin, social and financial position, kinship, as well as his participation in the events of the Time of Troubles and service in Siberia. It is shown through an analysis of said material, that thanks to his military experience and leadership qualities acquired on the Don and in Central Russia during the Time of Troubles, D. Zlobin rose from an ordinary Cossack to an influential Siberian ataman. It is noted that D. Zlobin served in the difficult conditions of the South Siberia frontier, with under constant danger and threats from nomadic rulers, and other difficulties associated with the initial development of the southern part of the Yenisei region by the Russian Empire. During his service in the Krasnoyarsk prison, the ataman led many military campaigns against warlike nomads, actively defended the interests of the service class people before the military governors and central authorities and was engaged in economic activities. The author also considers the ataman’s family environment and the performance of official duties by his sons and grandsons. The author makes the conclusion about the typicality and significance of the figure of D. Zlobin and his descendants, who in many respects corresponded to the behavioral stereotypes of their social environment, a characteristic of the Russian oldtimer population of Siberia, and who have made significant contribution to its development
