    Policy Analysis of West Papua Provincial Government Regarding Welfare Disparities of Migrants and Non-Migrants

    This study aimed to analyze the poverty factors of migrant and non-migrant households through socio-economic variables resulting from the West Papua Province government policy program. The research method used in this study was a quantitative research method using descriptive analysis depicted through diagrams. The data collection method used was secondary data collection derived from the results of the March 2020 National Socio-Economic Survey (SUSENAS) conducted by the Central Statistics Agency (BPS). The results of the study showed that the implementation of West Papua Province government policies had not succeeded in changing the poverty level of the population even though it has the authority as the organizer of special autonomy. Special treatment for non-migrant residents had not been able to eliminate the disparity in the level of welfare between the migrant population. The majority of poor households in West Papua were affected by the age of the head of the household above 60 years, the number of household members more than four people, no health complaints, the education of the head of the household who is mostly below high school, working in the informal sector, living in rural areas and are non-migrant households.

    Kajian Tingkat Kepercayaan Publik Terhadap Dewan Perwakilan Daerah Provinsi Sulawesi Tenggara

    Tulisan ini mengkaji tentang tingkat kepercayaan publik terhadap DPRD Sulawesi Tenggara. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskrpitif kuantiatif. Teknik pengumpulan data digunakan melalui metode angket, teknik dokumentasi, teknik wawancara, dan focus group discucssion. Hasil penelitian menujukkan bahwa tingkat kepercayaan publik terhadap DPRD Sulawesi Tenggara berada dalam kategori sedang dengan skor tingkat kepercayaan publik 3,23 skala likert dengan rentang kriteria sebesar 64,47 % . Penelitian ini merekomendasikan strategi meningkatkan kepercayaan publik, meliputi: a). Peningkatan akuntabilitas dan transparansi DPRD; b). Penguatan kelembagaan DPRD; c). Peningkatan pemahaman masyarakat tentang DPRD; d). Meningkatkan dukungan administrasi dan teknis terhadap pelaksanaan fungsi dan tugas DPRD; e). Peningakatan dukungan tenaga ahli/staf ahli; f). Optimalisasi peran Humas DPRD; g). Perwujudan teknologi informasi dan komunikasi yang terintegrasi; h). Pengelolaan website, penggunaan media sosial dan penyediaan TV dan Radio Parlemen serta majalah parlemen

    Kota Palu adalah salah satu ibukota Propinsi di Indonesia yang berada tepat di garis Khatulistiwa. Selain itu kota ini adalah salah satu dari sekian banyak wilayah di bagian timur Indonesia yang menyimpan potensi bencana alam yang cukup besar. Bencana alam yang terjadi di kota Palu pada tanggal 28 September 2018 terdiri dalam tiga jenis bencana, pertama adalah gempa bumi, kedua tsunami dan terakhir adalah likuifasi. Bencana alam ini mengakibatkan terjadinya kerusakan pada infrastruktur penunjang serta ribuan penduduk meninggal dunia. Banyaknya korban jiwa menggambarkan bahwa persiapan dan kesiapsiagaan masyarakat dan otoritas pemerintah setempat masih rendah, terutama dikarenakan kurangnya pengetahuan dan kepedulian akan fenomena alam ini dan akibat yang ditimbulkannya. Bencana gempa dan tsunami yang terjadi di kota Palu Sigi dan Donggala merupakan momentum untuk merubah paradigma pengelolaan bencana dengan cara meningkatkan kesiapsiagaan masyarakat. Riset ini menceritakan tentang fenomena tiga bencana alam tersebut, juga mencoba menjelaskan tentang langkah dan perancangan mitigasi bencana. Mitigasi Bencana harus diimplementasikan untuk mengurangi resiko bencana alam. Kebijakan Publik tentang kesiapsiagaan masyarakat terhadap manajemen kebencanaan sangatlah penting dan urgent untuk dilakukan agar dapat mengurangi risiko bencana. Kasus bencana di Kota Palu sebagai studi kasus dianggap relevan untuk implementasi sistem manajemen kebencanaan

    Palu City is one of the provincial capitals in Indonesia which is right on the Equator line. In addition, this city is one of the many regions in the eastern part of Indonesia that have a considerable potential for natural disasters. The natural disaster that occurred in Palu on September 28, 2018 consisted of three types of disasters, the first was an earthquake, the second tsunami and the last was liquefaction. This natural disaster caused damage to supporting infrastructure and thousands of people died. The large number of fatalities illustrates that the preparation and preparedness of the community and local government authorities are still low, mainly due to a lack of knowledge and concern for these natural phenomena and their consequences. The earthquake and tsunami disaster that took place in the city of Palu Sigi and Donggala was a momentum to change the paradigm of disaster management by increasing community preparedness. This research tells the story of the phenomenon of the three natural disasters, also tried to explain the steps and design of disaster mitigation. Disaster Mitigation must be implemented to reduce the risk of natural disasters. Public policy about community preparedness towards disaster management is very important and urgent to do in order to reduce disaster risk. Disaster cases in Palu City as a case study are considered relevant for the implementation of disaster management systems

    This study discusses transformational leadership, the reference theory used in this study is Yukl (2007), a Professor from the State University of New York, he mapped that transformational leadership basically has four characteristics, namely; (1) ideal influences, (2) inspirational motivation, (3) intellectual stimulation, and (4) individual attention. The concept is then tested to the flagship program of Makassar's mayor elected 2014-2019 namely, Makassar Green and Clean, to make it happen a derivative program that is Makassar No Rantasa (MTR). Through qualitative approach with case study method, the researcher then get the data in more depth. Data collection was done in three ways: interview, observation and documentation study. Based on the results of the research indicates that the level of community satisfaction and government apparatus towards this program has shown positive trend, in the sense that they (the community and government apparatus) have felt the positive impact of this program, that is with the changing of environment condition and citizen mindset for cleanliness and arrangement of beauty hallway. But it can not be denied that this program has not been implemented with the maximum in all corners of Makassar, this is evidenced by the results of research in sub-district locations located on the outskirts of the city seen not getting the maximum attention from the city government

    Research on gender roles in relation to government bureaucratic structures is still minimal. This study aims to find answers to the main problem, namely how the role of women in the local government bureaucracy seen from human resource development aspect in Central Sulawesi Province. This research is a qualitative descriptive study which aims to create a picture of the gender presentation in the bureaucratic staffing and the role of women. The subjects of this study were women who hold echelons. The data collection technique used in this study was literature review. For the validity of the data, the cross check technique was used. The data analysis technique used is the inductive analysis technique. The results showed that the role of women in the local government bureaucracy in Central Sulawesi was still not fully implemented. The echelon holder ratio is still dominated by men. However, it is possible that this ratio will change over time

    Urdu Dictionary Board has successfully completed the editing and publishing of its 22-volume Urdu dictionary on historical principles, recording the largest number of entries ever enlisted in any Urdu dictionary. But when it was being compiled, Dr Shaukat Sabzwari (1908-1973), one of the editors, had pointed out in an article some of the discrepancies in the proposed manuscript relating to the entries beginning with the letter alif. A copy of this article was handed over by the author to Muhammad Ahsan Khan (Lahore), who was helping the board as an external scholar at that time and continued in the same capacity for about 50 years till the completion of the project in 2010. This article remained unpublished for some 30 years and is now being published through the courtesy of Muhammad Ahsan Khan. It discusses some errors that had crept into the entries given in the proposed manuscript of the dictionary's first volume, which was being in the process of compilation in those days. Some of the errors mentioned persisted in the final draft that was published in 1977, albeit some of them were amended

    This study aims to determine the role of local government in empowering cocoa farmers in the village community Kayuangin Malunda District of Majene and determine the factors that influence the local government's role in empowering cocoa farmers in the village community Kayuangin Malunda District of Majene. Research type is descriptive and qualitative and quantitative combined with taking samples from the level of stakeholder related to the level of Head of the nodes of lower levels such as village government. Based on the results of research in the village Kayuangin describe that some obstacles were very urgent in light, namely: the level of people's mindsets are still very low given the level of education and knowledge was limited to Junior High School (SMP) alone, the geography has not been possible to distribute the logistics of agriculture so that they become major constraint at present, inadequate extension workers so that they FEA concurrent positions of more than one village.  Penelitian ini bertujuan untuk mengetahui peran pemerintah daerah dalam pemberdayaan masyarakat petani kakao di Desa Kayuangin Kecamatan Malunda Kabupaten Majene dan mengetahui faktor-faktor yang mempengaruhi peran pemerintah daerah dalam pemberdayaan masyarakat petani kakao di Desa Kayuangin Kecamatan Malunda Kabupaten Majene. Jenis Penelitian adalah Deskriptif dan gabungan Kualitatif dan kuantitatif dengan mengambil sampel mulai dari tingkat Stakeholder yang terkait dari tingkat Kepala Dinas hingga pada simpul-simpul pemerintahan yang lebih rendah seperti pemerintah desa. Berdasarkan hasil penelitian yang ada di Desa Kayuangin mendeskripsikan bahwa beberapa kendala yang sangat urjen yaitu: tingkat pola pikir masyarakat masih sangat rendah mengingat tingkat pendidikan dan pengetahuan hanya sebatas Sekolah Menengah Pertama (SMP) saja, kondisi geografis belum memungkinkan dalam mendistribusikan logistik pertanian sehingga masih menjadi kendala besar saat ini, tenaga penyuluh yang belum memadai sehingga masih ada tenaga penyuluh yang merangkap jabatan lebih dari satu desa

    This study aims to analyze the role and urgency of da'wah rhetoric in political communication in Indonesia, with a focus on the context of the Muslim-majority society. As an art of communication, da'wah rhetoric has evolved into a tool for building relationships between leaders and the public, both in spiritual and socio-political dimensions. In this study, the author employs a qualitative approach with a literature review as the primary method, relying on written sources such as books, articles, and previous research to explore the concepts of da'wah rhetoric and its application in political communication. The findings of this study show that da'wah rhetoric not only serves to strengthen religious identity but also functions as a strategic means of shaping public opinion and advancing public agendas, using moral and religious values that can influence the feelings and emotions of the audience. The study discusses three methods of da'wah rhetoric: the method of hikmah (wisdom), mau'izhah hasanah (good advice), and mujadalah billati hiya ahsan (debate in the best manner). The application of these methods is crucial for delivering political messages effectively and persuasively
