    Transforming Local Governance through E-Government: Assessing the Effectiveness of Digital Sub-District Implementation

    This study was conducted with the aim of analyzing the effectiveness of services through the implementation of digital sub-districts and identifying the support and obstacles encountered in the implementation of digital sub-districts in Sungai Keledang Sub-district, Samarinda City. This study used a qualitative method with a case study approach. The focus of this study was based on the collaboration of e-government implementation success indicators by Harvard and Moon's theory. In this study, the key informants were the sub-district head and sub-district secretary, while the informants were service staff and community members who had and had not used the digital sub-district. The data collection techniques used were observation, interviews, and documentation. The data analysis used was an interactive analysis model developed by Miles, Huberman, and Saldana. The results of the study found that the implementation of digital sub-district administration in Sungai Keledang, Samarinda City, has increased the effectiveness of public services through the acceleration of administrative processes, work efficiency of the apparatus, and ease of access to services for the community. However, this implementation still faces various obstacles, such as a lack of socialization, low digital literacy, especially among the elderly, limited network infrastructure, and application designs that are not yet fully userfriendly. Nevertheless, government policy support, the readiness of officials, and increasing digital literacy among the younger generation are significant supporting factors. These findings confirm that the success of digital subdistrict is highly dependent on the synergy between technological readiness, official support, community participation, and adaptation to local culture

    Cross-Sector Collaboration, Organizational Commitment, and Service Innovation in the Premarital Counseling Program

    Premarital counseling programs play a pivotal role in fostering the development of quality families and preventing stunting at its roots. However, the implementation of these programs faces significant challenges, including low community engagement, insufficient cross-sector synergy, and limited service innovation. This study aims to investigate the influence of cross-sector collaboration, organizational commitment, and service innovation on the effectiveness of premarital counseling programs, with community participation acting as a mediating variable. A quantitative research design was employed, utilizing a survey administered to prospective couples undergoing premarital counseling conducted by relevant officers in the Bangka Belitung Islands Province. Data were analyzed using Structural Equation Modeling (SEM)-Partial Least Squares (PLS) to assess the interrelationships among the variables. The findings indicate that cross-sector collaboration, organizational commitment, and service innovation significantly enhance community participation and, consequently, the effectiveness of premarital counseling programs. Furthermore, community participation was found to significantly mediate the relationship between the independent variables and program effectiveness, thereby amplifying their impact.     Talent Management Implementation Study at The Supreme Court of The Republic of Indonesia in The Era of Digital Transformation

    Digital transformation necessitates reform in talent management within the public sector, including the Supreme Court of the Republic of Indonesia/ Mahkamah Agung (MA RI). Although various digital systems have been implemented, their effectiveness has not been optimal due to a gap between policy design and implementation. This research aims to analyze the implementation of talent management in MA RI in the era of digital transformation. Using a qualitative approach and descriptive design, data were obtained through interviews, participatory observations, and documentation studies. The study's results indicate that uneven communication, human resource readiness that needs improvement, and limited digital system integration are the primary obstacles. The executive disposition that still relies on structural authority and complex bureaucratic structures also slows down the decision-making and coordination process between units. This study concludes that the success of digital talent management requires synergy between continuous training, strengthening technology infrastructure, and simplifying organizational structures. The limitation of this research lies in the scope of the institution which only includes the Supreme Court of the Republic of Indonesia, so the generalization of the results is limited. Further research is suggested to explore the long-term influence of digitalization of talent management on employee performance and institutional effectiveness, as well as how adaptation of bureaucratic structures can strengthen digital transformation in the public sector.

    Women's Empowerment Strategy Towards Gender Equality as an Effort to Encourage The Success of The SDGs in The 3T Region

    Sustainable development in 3T (Disadvantaged, Frontier, Outermost) areas faces multidimensional challenges in realising gender equality. Conceptually, women's empowerment in disadvantaged areas requires a holistic approach that considers geographical, cultural, and structural aspects. In the policy context, various empowerment programmes so far still face obstacles in terms of effectiveness and sustainability. This study aims to analyze women's empowerment strategies in achieving gender equality as an effort to support the success of the Sustainable Development Goals (SDGs) in the 3T region. The urgency of this research stems from the fact that women in the 3T region face more complex challenges than those in other regions, including limited access to education, health services, and economic opportunities, which hinder the achievement of gender equality and sustainable development. This study employs a qualitative research method, specifically a case study approach, in North Gorontalo Regency, one of Indonesia's 3T regions. Data collection in this study was carried out through in-depth interviews, observation and document analysis. The results of this study show that inclusive and tailored women's empowerment strategies to local challenges can increase women's access to education, health and economic opportunities and strengthen their participation in decision-making. In addition, the use of digital technology has great potential in accelerating the empowerment process, although there are still infrastructure constraints. A more targeted and sustainable empowerment strategy is needed to promote gender equality and accelerate the achievement of the SDGs in the 3T region

    The Effectiveness of the e-SPM Application in Monitoring Regional Service Performance at the Directorate General of Regional Development, Ministry of Home Affairs

    This study aims to analyze the effectiveness of the e-SPM application in monitoring the performance of regional services at the Directorate General of Regional Development, Ministry of Home Affairs. The e-SPM application was developed as a digital monitoring system to support the implementation of Minimum Service Standards (Standar Pelayanan Minimal/SPM) across regional governments in Indonesia. This study employs a descriptive research design with a qualitative approach to obtain an in-depth understanding of the application’s performance, usability, and contribution to administrative effectiveness. Data were collected through interviews, observations, and document analysis involving administrators and members of the SPM team responsible for managing and monitoring regional service data. The results indicate that the e-SPM application is effective in supporting the monitoring of regional service performance at the provincial, district, and city levels. The application has significantly improved the work efficiency of the SPM team by simplifying data input, accelerating reporting processes, and enabling real-time monitoring of SPM achievement across regions in Indonesia. Furthermore, the system quality, information quality, and service quality of the e-SPM application have generally met user needs, particularly in terms of data accuracy, accessibility, and integration. Administrators perceive the application as helpful in decision-making and performance evaluation related to regional service delivery.However, despite its overall effectiveness, the study also identifies several areas that require continuous improvement, including system responsiveness, user interface optimization, and periodic feature updates to accommodate policy changes and increasing data complexity.

    Evaluation of Good Governance Implementation in Digital Transformation of Public Services

    Digital transformation in public services is an important part of efforts to improve good governance. This study aims to measure the effectiveness of the implementation of good governance principles in Mandolang, identify obstacles and supporting factors in digital service management, and design strategies to strengthen digital governance in accordance with the local context. This research evaluates the implementation of good governance principles in the digital transformation of public services in Mandolang District, North Sulawesi. Using a qualitative method with a case study approach, data were collected through interviews, observations, and analysis of policy documents. The results indicate significant challenges related to infrastructure, human resource capacity, and digital literacy among the public. The research also identified supporting and hindering factors and developed a digital governance strengthening strategy relevant to the local context. This study contributes an implementation evaluation model for digital public services at the sub-district level, serving as a basis for policy development and improving the quality of government bureaucracy towards greater transparency and participation

    Regional Administration Management: Village Boundaries Averment in Sangihe Islands Regency

    The purpose of the Minister of Home Affairs regulations Number 45 of 2016 is to create an orderly village government administration, provide clarity and legal certainty on village boundaries that meet technical and juridical aspects. Data shows that regional administration management, especially the affirmation of village boundaries in Indonesia, is still not optimal, where only 1,479 villages out of 74,962 villages have determined village boundaries. North Sulawesi Province, which consists of 1,507 villages, so far, only the Sangihe Regency Government has drafted 6 regional regulations related to the affirmation of village boundaries. The unclarity of village boundaries will automatically affect village development planning and the amount of village fund budget because the amount of village funds is adjusted and divided based on population, area, poverty rate, and geographical difficulty. With this condition, there are indications that the determination of the amount of village funds that are the government's flagship program is currently implemented not following valid village boundary rules and data.     Achieving Sustainable Development Goals (SDGs) in The Village Through Good Governance: Inclusive Perspective

    This research aims to analyze application of good governance pronciples in supporting the inclusion of people with disabilities in the villages of Bojonegoro Regency to acvhieve the Sustainable Development Goals (SDGs). Even though various social assistance programs have been distributed, there are still gaps in accessibility for people with disabilities in vilages, which indicates a lack of inclusive governance. This research uses a qualitative Approach with a case study method in several villages in Bojonegoro, Which were selected based on the relevance and diversity of regional characteristic. Data wa collected through in depth interviews. Research informants included village heads, village offocials, and people with disabilities. The research results show that the application of good governance principles such as transparency, accountability, and participation in the distribution of social assistance is not optimal, so access for people with disabilities remains low. This research provides is not optimal, so acces for people with disabilities remains low. This research provides practical contributitions that support regional policies to strengthen inclusive governance that supports the achievement of SDGs at the local level.

    Analysis of School Policies in Handling Bullying through Learner Management and Strengthening Positive Culture in Elementary Schools

    Bullying in primary schools is a social problem that can disrupt learners' psychological and academic development. Effective handling of bullying requires an approach that involves school policies, learner management, and strengthening positive culture in the school environment. The purpose of this study is to analyze the role of school policies in tackling bullying, focusing on the integration of learner management and the establishment of a positive culture as preventive and responsive measures against bullying behavior. This research uses the literature review method, by examining various scientific sources involving education policy, student behavior management, and the role of school culture in creating a safe and inclusive environment. The results of the analysis show that clear and structured school policies, accompanied by learner management based on character building and behavior monitoring, play an important role in preventing bullying. In addition, the positive culture instilled through the values of empathy, tolerance and togetherness also strengthens efforts to prevent and overcome bullying in elementary schools. This study concludes that the successful handling of bullying in primary schools depends not only on the formal policies implemented, but also on the implementation of learner management integrated with a positive school culture. Therefore, a holistic and synergistic approach is needed between policies, learner management, and school culture in shaping a learning environment free from violence and social violence

    The Dynamics of Women's Political Participation and an Evaluation of Gender Representation in the Provincial Parliament of Gorontalo

    This study aims to analyze the dynamics of women’s political participation and evaluate gender representation in the Provincial Parliament of Gorontalo. Using a qualitative approach, data were collected through in-depth interviews with female politicians, election organizers, and voters from various community groups, complemented by documentation and observation. The findings reveal that women’s representation in the Gorontalo parliament has increased quantitatively, largely due to affirmative policies such as the 30% quota. However, this representation does not yet fully reflect substantive involvement in legislation and decision-making processes. Structural barriers, including political party dominance and high political costs, alongside cultural obstacles such as patriarchal norms and the double burden faced by women, remain significant challenges. Nevertheless, a positive trend emerges among young voters and parts of society who consider women’s participation essential for producing more inclusive policies. These findings highlight the need for synergy between internal party reforms, capacity-building for women, and civic political education to ensure that women’s representation is not merely symbolic but also meaningful. Thus, this research contributes to a deeper understanding of women’s political representation at the regional level and offers strategic recommendations for fostering a more inclusive and gender-equitable democracy
