    Independent Farmer Card Program in the Perspective of Effectiveness Theory in Bojonegoro Regency

    This study examines the effectiveness of the Independent Farmer Card Program (Kartu Petani Mandiri/KPM) implemented by the Food Security and Agriculture Office of Bojonegoro Regency as a policy innovation to address structural problems in the agricultural sector. Farmers in the region still face obstacles such as limited access to capital, technology, and market information, which hinder productivity and welfare. The KPM program was introduced to facilitate access to farming inputs, capital assistance, training, and support services. However, various implementation challenges remain, including delayed distribution of aid, limited human resource capacity, and uneven program outreach. Employing a qualitative descriptive method, data were collected through interviews, observations, and documentation to assess program effectiveness based on five key indicators: program understanding, target accuracy, timeliness, goal achievement, and real change. The findings indicate that while the KPM program has been effective in improving agricultural productivity and providing direct benefits such as fertilizer access and scholarships for farmers' children, its impact is not yet evenly distributed due to socialization and administrative barriers. Strengthening coordination among stakeholders, improving data accuracy, and enhancing the capacity of implementing actors are crucial for the program’s sustainability and equity. This research provides practical insights into the implementation of targeted agricultural assistance in a decentralized governance context

    Literature Study: Principal's Managerial Policy and Teacher Performance on School Achievement

    A number of organizational techniques are utilized in curriculum preparation with the goal of maximizing student comprehension.  In order to demonstrate that the specified curriculum is being implemented, educators must make sure that curriculum planning satisfies students' educational needs and that students acquire new knowledge, attitudes, and abilities that improve their learning behavior. The study uses a qualitative descriptive method and uses a Systematic Literature Review (SLR) approach which aims to describe the findings of researchers on several journal articles found. The types of data sources or objects of study used in this study are scientific articles on the managerial abilities of school principals from national and international journals published from 2020 to 2024. With the process of collecting article data in the Google Scholar database. Based on the results, it can be seen that the principal as a manager has an important role in optimizing school functions. Principal managerial includes a series of activities that include:  (1) planning, (2) organizing, (3) directing/leading, (4) controlling, (5) evaluating and developing. Principal managerial policies have a positive and significant effect on teacher performance and also have a positive effect on school achievement. It is certainly based on some of these studies, it is recommended that school principals really master the managerial abilities of school principals so that the desired goals can be achieved properly and maximally

    Collaborative Governance in The Lontong Kupang Program of The Surabaya City Government

    The Lontong Kupang Program is an integrated online service, a one-gate system between the Surabaya Population and Civil Registry Office, the Surabaya Religious Court, and the Surabaya Ministry of Religion. One of the services available in Lontong Kupang is the Mass Marriage Confirmation, which is part of the public service innovation. This program still requires further collaboration so that this program runs optimally. The purpose of this study was to analyze and describe in depth Collaborative Governance in the Lontong Kupang Program of the Surabaya City Government. This type of research is descriptive qualitative. Determination of informants through purposive sampling and snowball sampling. Data collection techniques are observation, interviews, and documentation. Collaborative governance is analyzed using the theory of Ansel & Gash (2008). The results of the study indicate that 1.) The initial conditions of the program begin with adequate readiness, including shared understanding, resources, and collaborative encouragement. 2.) The institutional design is quite structured with the participation of various parties and MoUs between government agencies, but there are weaknesses in the rules for collaboration with non-governmental institutions. 3.) The leadership of the head of the Surabaya City Population and Civil Registry Office has been effective in facilitating communication and coordination. 4.) The collaborative process shows positive results, although socialization and target achievement still need to be improved for more optimal results. So it can be concluded that collaborative governance in the Lontong Kupang Program has been running well, but further optimization is needed

    Effectiveness of the Lontong Balap Program in Population Administration Services in The City of Surabaya Which Requires Court Determination

    Surabaya City is one of the cities that often launches various innovations in the field of population administration services, namely the Lontong Balap program. The Lontong Balap program is the result of a collaboration between the Population and Civil Registry Office and the Surabaya City District Court which provides various services related to population administration that require a court decision since 2021. In practice, the socialization of the Lontong Balap program is still uneven so that the program's objectives have not been achieved and there is still a lack of Human Resources (HR) in the district court. This study aims to analyze and describe the effectiveness of the Lontong Balap program in population administration services in the city of Surabaya that require a court decision. This research method uses a qualitative descriptive method using the theory of effectiveness with the criteria of program understanding, right on target, on time, achievement of goals, and real change. The results of the study showed that the criteria for understanding the program were still less effective, the criteria for right on target showed that they were still less effective, the criteria for timeliness showed that they were quite effective, the criteria for achieving goals showed that they were still less effective, and the criteria for real change showed that they were still less effective. So the Lontong Balap program is still not effective in making it easier for people to take care of population administration that requires a court decision.

    A Paradox: The Declining Achievement of Minimum Education Service Standards vs the Increasing Non-Formal Education Targets

    This study evaluates the fulfillment of Minimum Service Standards (SPM) in basic education in Lumajang Regency. Using the Human Capital Theory approach, it analyzes how government budget allocation impacts education quality. The findings indicate that despite significant budget allocations, challenges persist in meeting minimum service targets, particularly in equality education. In-depth interviews with Education Office officials reveal several obstacles, including limited resources, inadequate facilities, and low public awareness of equality education. The study highlights that although the Lumajang Regency government has allocated substantial funds for education, disparities remain in service achievements. The budget distribution prioritizes primary and secondary education, while non-formal education, particularly equality education, receives less attention. As a result, the achievement rate for equality education remains significantly lower compared to other educational sectors. To address these issues, this study recommends a more holistic and integrated strategy. Key suggestions include enhancing public awareness campaigns, optimizing non-APBD funding sources such as Corporate Social Responsibility (CSR) initiatives and village funds, and leveraging technology to improve educational accessibility and quality. Additionally, teacher training programs and better infrastructure investments are essential to enhance educational outcomes. A systematic evaluation and monitoring framework, supported by technology and independent institutions, is necessary to track progress and ensure policy effectiveness. By implementing these strategies, the Lumajang Regency government can improve education service standards, reduce disparities, and foster sustainable human resource development

    Strategy of the Sidoarjo District Transportation Office in Improving Service Quality Through the Drive-Thru Driver's License Test

    This study was motivated by the declining number of drive-thru service users at UPT PKB Sidoarjo Regency in 2024. The existence of long queues due to the limited number of service counters, the absence of a special lane for drive-thru, inadequate parking, and brokering practices have hampered the smooth process of drive-thru KIR test services. This study aims to analyze strategies to improve the quality of motor vehicle feasibility test services through the drive thru system at the Sidoarjo Regency Motor Vehicle Testing Technical Implementation Unit (UPT PKB). This research uses a qualitative method with a descriptive approach, and uses the theory of service quality improvement strategies, which includes eight dimensions. The dimension of identifying determinants of service quality is considered not to be running optimally; managing customer expectations is also not optimal; managing evidence of service quality is not running optimally. Meanwhile, educating customers about services is considered to be running optimally. Developing a culture of quality is also optimal. Creating service automation (automating quality) is considered to be running optimally. Following up on services is also considered optimal. However, developing service information systems has not been optimal. It can be seen that the strategy to improve service quality is quite optimal, with 4 dimensions considered optimal and 4 other dimensions not running optimally

    Public Service Innovation Based on Artificial Intelligence Technology in the Protection of Citizens Abroad: A Comparative Study of Indonesia and Singapore

    Digital transformation in public service has encouraged governments to adopt artificial intelligence (AI) technologies to enhance service effectiveness and responsiveness, including in the context of protecting citizens abroad. This study compares Indonesia’s digital innovation through the Portal Peduli WNI and Singapore’s Digital Consular Services (DCS), focusing on technological integration, system design, and protection effectiveness. The research adopts a qualitative-descriptive approach using document analysis and in-depth interviews with officials from the Ministries of Foreign Affairs of Indonesia and Singapore. The analysis covers ten key aspects: system architecture, functions, technological infrastructure, inter-agency integration, proactive services, scalability and connectivity, key features, system orientation, emergency coordination, national system integration, and data utilization. The findings reveal that Singapore's DCS is structurally and functionally more advanced. It is designed with a modular, cloud-based architecture, integrated with national platforms such as SingPass and MyInfo, and equipped with predictive analytics, automated notifications, and digital case management. In contrast, Indonesia's Portal Peduli WNI remains reactive, lacks comprehensive integration, and has yet to support real-time, data-driven service automation. The study concludes by emphasizing the importance of adopting a whole-of-government approach, improving system interoperability, and applying AI to detect risks and accelerate emergency response for Indonesian citizens abroad. These findings are expected to serve as a foundation for more inclusive, responsive, and sustainable digital public service reform in Indonesia

    Implementation of the Policy on Fulfilling the Right to Inclusive Education for Persons with Intellectual Disabilities

    This study aims to analyze the implementation of inclusive education policies for people with intellectual disabilities in Surakarta City. Although inclusive policies have been regulated nationally and regionally, their implementation at the school level still faces challenges in terms of communication, resource readiness, implementer disposition, and bureaucratic structure. This study employed a qualitative descriptive approach, utilizing data collection techniques that included in-depth interviews, observation, and documentation. Data analysis was conducted using the interactive model of Miles, Huberman, and Saldaña. The results indicate that the dissemination of policy information is uneven, with the disability community playing a crucial role as an effective link for communication. Human resources and infrastructure still need to be strengthened, especially in teacher training and administrative access to budget support. Implementer attitudes show diversity, but direct experience accompanying students with disabilities has been shown to foster more substantial commitment. The bureaucratic structure still faces complex coordination and administrative barriers. This study contributes to the field by identifying the strategic role of the community in policy dissemination, non-technical administrative barriers to resource access, and the importance of micro-experiences in strengthening the commitment of inclusive policy implementers

    Triple Helix Collaboration in the Creation and Development of Regional Excellent Products by the Hand-Painted Batik Craftsmen Group

    Banten Province ranks 7th out of 10 provinces with the most batik industries in Indonesia. This position indicates that Banten batik has significant economic and cultural potential. However, the development of hand-drawn batik still faces various obstacles, including fluctuations in raw materials, limited marketing, a decline in the number of artisans, low skills in motif and dye development, and limited capital. However, Banten batik has historical uniqueness because its motifs are inspired by cultural artifacts and the history of the Banten Sultanate. The complexity of these issues and potentials demands the involvement of various actors and sectors. This research aims to identify triple-helix collaboration patterns among government, academic, and business actors in the creation and development of regional batik flagship products. The method used is a qualitative approach with descriptive analysis. The research results show that inter-sectoral synergy plays an important role in enhancing production capacity, design innovation, access to capital, and market expansion, thereby strengthening the competitiveness of Banten batik as a regional flagship product

    Management of The Kayangan Api Tourist Attraction to Create Superior Tourism: Adaptive Governance Analysis

    This study aims to analyze adaptive governance in managing the Kayangan Api tourist attraction to promote superior tourism in Bojonegoro Regency through collaboration, flexibility, and learning processes. Adaptation is necessary to meet the demands of better tourism management. This research uses a qualitative descriptive method. Primary data sources include interviews and observations, while secondary data come from documentation collected at the research site. The informant selection was done through purposive sampling, based on criteria indicating that informants are knowledgeable about the Kayangan Api tourist attraction. The results show that adaptive governance in managing Kayangan Api includes collaboration between the Department of Culture and Tourism and Perhutani through profit-sharing agreements, flexibility in services—particularly for tour guides—and a learning process where managers evaluate criticism and suggestions. The challenges identified include the need for tour guides to be more responsive, innovative, and for tourism promotion to be optimized
