Means and Objectives of Social Rehabilitation within Correctional Institutions

The role of rehabilitation and reform is limited to the human need of the deviant and the delinquent to bring him back to the right path and keep him away from evil and criminal behavior. Rehabilitation means that the implementation of the punitive punishment should be through the method of refinement and reform so that the convict can be qualified to adapt to society and not return to crime in the future. Rehabilitation in this description is a type of special deterrence, except that it is devoid of the element of pain and is dominated by the element of assistance in following the right path in the future. Social rehabilitation is, in fact, the offspring of modern penal policy, which relied on scientific experimental thinking and called for the necessity of protecting society from the criminal, not from the crime. This is done by examining the personality of this criminal, determining the degree of his criminal danger and its causes, and then taking the necessary measures to confront and treat this danger. Thus, the center of gravity shifted from the crime to the criminal. This shift led to the prevalence of new procedural and objective ideas for this policy, such as examining the personality of the criminal, determining the degree of his criminal danger, and treating it by choosing appropriate measures. Social rehabilitation is included within a general penal policy that aims to achieve crime prevention and reform criminals so that they return to society as good members, and behave like honorable citizens who seek to secure their livelihood by playing a constructive role in their society

The Role of the Gorontalo City DPRD in Supervising Infrastructure Development: A Comparative Study of Development Results and Targets

Indonesia’s rapid development, especially in the implementation of democratic governance, has led to the strengthening of regional autonomy, which allows regions to manage their own government affairs. This autonomy is crucial for local development, particularly in infrastructure. The role of the Regional People's Representative Council (DPRD) is critical in overseeing infrastructure projects to ensure they align with set targets and standards. This study employs a qualitative approach to explore the oversight function of the Gorontalo City DPRD, specifically Commission C, in infrastructure development. Data collection involved interviews, field visits, and document analysis, focusing on the oversight activities of Commission C regarding infrastructure projects funded by the National Economic Recovery (PEN) program. The findings reveal that although Commission C performs oversight through hearings and field visits, the comparison between actual results and planned targets is not optimal. There is a significant gap between the established standards and the reality on the ground, which hampers the sustainability of infrastructure projects. Public pressure has emerged as a crucial factor in ensuring the completion of delayed projects. The oversight function of Commission C in Gorontalo City, while present, needs to be enhanced to ensure better alignment between project outcomes and standards. Active and continuous engagement, particularly in addressing community concerns, is essential for improving the effectiveness of DPRD's oversight role in infrastructure developmen

Economic Transformation, Structural Change, and Inclusive Growth in The Philippines: A Literature Review

This literature-based study examines the intricate relationship between economic transformation, structural change, and inclusive growth in the Philippines. Over the past several decades, the Philippine economy has undergone notable shifts from agriculture toward services, driven by globalization, digitalization, and labor migration. However, this transformation has not been accompanied by a proportionate rise in employment, productivity, or equitable income distribution. The literature reveals that while sectors such as business process outsourcing and finance have contributed to macroeconomic growth, traditional sectors like manufacturing and agriculture have lagged, limiting the inclusivity of development. Regional disparities remain stark, with economic activity concentrated in urban centers while rural areas experience stagnation. Human capital mismatches, weak industrial policy, and governance inefficiencies further constrain the country’s capacity to sustain broad-based growth. The study highlights that the Philippine case exemplifies “growth without structural transformation,” where the benefits of modernization are unevenly distributed across social classes, genders, and regions. Addressing these challenges requires a comprehensive policy approach that integrates industrial revitalization, education reform, institutional strengthening, and environmental sustainability. Inclusive growth can only be realized when economic transformation not only enhances efficiency and competitiveness but also expands opportunities for all segments of society. The findings underscore the need for coherent, long-term strategies that link structural reform with social equity to achieve a resilient and inclusive Philippine economy

How Servant Leadership and Organizational Justice Translate into Performance: Evidence from a Value-Fit Perspective

Employee performance remains a critical determinant of organizational sustainability, particularly in labor-intensive industries operating in emerging economies. This study investigates the effects of servant leadership and organizational justice on employee performance, with person–organization fit (P–O fit) serving as a mediating mechanism. Using survey data collected from employees of a distribution company in Indonesia, this research applies Partial Least Squares Structural Equation Modeling (PLS-SEM) with WarpPLS 8.0. The results reveal that servant leadership has a strong and significant direct effect on employee performance, while organizational justice primarily influences performance indirectly through P–O fit. The mediation analysis confirms that value congruence between employees and the organization plays a pivotal role in translating leadership behavior and fairness perceptions into performance outcomes. This study contributes to leadership and organizational behavior literature by integrating leadership, justice, and fit perspectives within an emerging-economy context. Practical implications for leadership development and fairness-based human resource practices are discussed

Ethics in Indonesian Government Bureaucracy: Theoretical Foundations, Historical Evolution, and Contemporary Case Studies

Bureaucratic ethics play a crucial role in ensuring good governance, accountability, and public trust in government institutions. In Indonesia, bureaucratic ethics have evolved through various historical phases, including the traditional patrimonial system, Dutch colonial administration, post-independence governance, the New Order regime, and the Reform Era. Despite efforts to strengthen bureaucratic integrity, challenges such as corruption, nepotism, inefficiency, and political interference persist, undermining public service effectiveness. This study examines the historical evolution of bureaucratic ethics in Indonesia, the ethical challenges faced by the bureaucracy, and the reform strategies implemented to enhance good governance. The findings indicate that while Indonesia has introduced legal and institutional measures, such as Law No. 5 of 2014 on State Civil Apparatus and the establishment of the Corruption Eradication Commission (KPK), enforcement gaps and political resistance continue to hinder ethical governance. Additionally, e-Government initiatives and citizen participation mechanisms have been introduced to improve transparency and accountability, yet bureaucratic resistance and technological limitations pose challenges to their implementation. Strengthening bureaucratic ethics requires a multi-faceted approach, including stronger enforcement of anti-corruption laws, the promotion of merit-based recruitment, increased public engagement, and ongoing digital transformation. This study concludes that while bureaucratic reforms have contributed to some improvements, sustained efforts in governance reform, institutional strengthening, and ethical leadership are necessary to build a transparent, efficient, and accountable bureaucratic system in Indonesia
