PELAKSANAAN PROGRAM KELOMPOK USAHA BERSAMA FAKIR MISKIN (KUBE-FM) DI KECAMATAN DUHIADAA KABUPATEN POHUWATO
This study aims to determine the implementation of the Poor Poor Joint Business Group program in Duhiadaa District, Pohuwato Regency. The results showed that; socialization has not been maximized because it is only done on limited forums. The target group of this program is right on target, this can be seen from the rigorous selection process in determining the distribution of aid. Stimulant assistance is considered inadequate. The suitability of the type of business and assistance is not appropriate, this is because to make a different business certainly requires a different amount of capital. Distribution of venture capital assistance is very good, namely by providing assistance in the form of goods in accordance with the type of business. Counseling business skills are minimal. Limited funds are the main factor in this problem. The assistance process did not run optimally due to lack of assistance and lack of budget to form more assistance team

This research aims to find out the management of pentadio resort attractions. The research method uses a qualitative type. Management of pentadio resort attractions in planning aspects is not optimal. This can be seen from the less planned arrangement of tourist attractions. Management of pentadio resort attractions in the organizing aspect is not optimal. This can be seen from the irregularities of the officers in the work such as the absence of uniformity in dress, and the many facilities that no longer function. Management of pentadio resort attractions in aspects of supervision is not optimal. This can be seen from the many tourist facilities that are not maintained anymore and just left.
Service of Trading Business License (SIUP) through Online Single Submission (OSS) System at the Department of Investment and One Door Integrated Services (DPMPTSP) Gorontalo Regency
This study aims to determine the service of trading business permits through the Online Single Submission (OSS) system at the Investment Service and One Stop Services, Gorontalo District. The focus in this research is socialization, internet networking, and human resource capabilities. The research method uses a descriptive qualitative approach. The results of the study concluded that the socialization of Trade Business License services through the Online Single Submission (OSS) system has been carried out but has not been optimal because the socialization process is not followed up with assistance to business actors so that there are still many business actors, especially business actors in the MSME cluster who cannot operate the system. OSS. The internet network for Trading Business License services through the Online Single Submission (OSS) system is inadequate. This can be seen from the registration process or operation of the Online Single Submission (OSS) system which is considered complicated and has to be done repeatedly due to frequent network problems. The ability of officers in the service of Trading Business Permits through the Online Single Submission (OSS) system is good enough but not evenly distributed. This can be seen from the licensing service through the Online Single Submission (OSS) system which can only be operated by certain officers
Implementation of Subsidized Fuel Policy in Gorontalo City
This study aims to determine the implementation of the subsidized fuel oil (BBM) policy in Gorontalo City. The method used in this research is descriptive qualitative. Data collection techniques used interview techniques and focus group discussion (FGD). The results showed that the communication of the implementation of the subsidized fuel policy in the city of Gorontalo was well implemented. The socialization was carried out through coordination with all relevant stakeholders, the unfolding of notification banners related to the Subsidized Fuel policy at each gas station point. Resources, in order to support the implementation of the subsidized fuel policy in Gorontalo City, are not sufficient. It can be seen from the minimal number of gas stations that distribute subsidized fuel and the low volume of fuel supplied for each subsidized fuel. The attitude of the implementer/disposition towards the subsidized fuel policy in Gorontalo City is not very good. It can be seen from the attitude of the government and other stakeholders that they do not care about the distribution of subsidized fuel to non-target groups, as in this case it is given to retailers only. The bureaucratic structure does not work optimally, it can be seen from the absence of officers from either the government, Pertamina or other stakeholders at each gas station point who should be in charge of controlling and supervising the distribution of Subsidized Fuel
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
The Role of the Gorontalo City DPRD in Supervising Infrastructure Development: Corrective Actions to Improve Development Quality
Indonesia’s rapid development, particularly in democratic governance, has highlighted the importance of regional autonomy. The establishment of regional autonomy aims to empower local governments to manage their own affairs, including infrastructure development. The role of the Regional People’s Representative Council (DPRD), especially in overseeing infrastructure projects, is crucial to ensure the effective use of allocated funds. This research adopts a qualitative approach, with data collected through interviews, observations, and documentation. The study focuses on the oversight function of the DPRD Gorontalo City, specifically Commission C, in managing infrastructure development funded by the National Economic Recovery (PEN) program. The findings reveal that the DPRD Commission C’s oversight function is not fully optimized. Despite regular hearings and field visits, the lack of concrete corrective actions has resulted in delayed and substandard projects. The community's pressure has been more effective than the DPRD’s oversight in ensuring project completion. Evaluations and corrective actions are often procedural, with limited follow-up, and the political influence affects the DPRD's ability to push for significant changes. The DPRD Commission C’s oversight in infrastructure development has not been fully effective, especially in ensuring projects meet targets. It is recommended that the DPRD conduct more rigorous field inspections, involve independent experts, and enforce stricter penalties for non-compliance to improve the quality of oversight and project outcomes
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more
