Strategi Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM) Kabupaten Bogor dalam Mengimplementasikan Manajemen Talenta dalam Memilih Ketua Tim
Abstract
The study attempts to analyze the strategy of BKPSDM Bogor Regency in implementing talent management in selecting team leaders. The research method used is a qualitative approach with data collection techniques including in-depth interviews, observations, and literature studies. Data analysis involves source triangulation. The results of the study indicate that BKPSDM Bogor Regency has implemented talent management in selecting team leaders effectively. However, there are still several challenges and obstacles, such as a lack of awareness among ASN in updating ASN profile data, inconsistency in leadership when it comes to implementing talent management, political constraints, and limited understanding of talent management. The research recommendations are as follows: (1) increasing employee engagement in updating employee data; (2) ensuring consistency among leaders or heads of BKPSDM in implementing talent management; (3) conducting extensive socialization to enhance understanding of talent management; (4) managing the organizational environment and addressing political constraints that may affect the implementation of talent management.
Abstrak
Penelitian berupaya menganalisis Strategi BKPSDM Kabupaten Bogor dalam mengimplementasikan manajemen talenta dalam memilih ketua tim. Metode penelitian yang dilakukan adalah pendekatan kualitatif dengan teknik pengumpulan data menggunakan wawancara mendalam, observasi dan studi pustaka. Analisis data menggunakan triangulasi sumber. Hasil penelitian menunjukkan bahwa BKPSDM Kabupaten Bogor telah mengimplementasikan manajemen talenta dalam penentuan ketua Tim dengan baik. Namun masih Terdapat sejumlah tantangan dan hambatan diantaranya keasadaran ASN dalam updating data profile ASN, konsistensi pimpinan dalam pelaksanaan manajemen talenta, kendala politis dan pemahaman yang masih terbatas terkait manajemen talenta. Rekomendasi penelitian sebagai berikut : (1) meningkatkan keaktifan para pegawai untuk updating data pegawai; (2) Konsistensi pimpinan atau Kepala BKPSDM untuk melaksanakan manajemen talenta; (3) Sosialisasi secara masif terkait pemahaman manajemen talenta; (4) mengendalikan lingkungan organisasi dan kendala politis terkait pelaksanaan manajemen talenta
Implementasi E-Office Melalui Aplikasi Bagelen Pada Kecamatan Cibinong Kabupaten Bogor
The research focused on the implementation of the Bagelen application in Cibinong District with an analysis knife using the Edward III concept, namely from the aspects of communication, disposition, bureaucratic structure and resources. The method used is a qualitative approach with data collection techniques through interviews, observation and reference studies, as well as data analysis using source triangulation. The results of the study stated that the bagelen application had been running since 2021 and had a positive impact on government organizations and apparatus. However, in its implementation it is still faced with the following problems: (1) limited and passive quality of human resources. (2) the lurah's commitment is not optimal. (3) SOP has not been established in application management, and a decision letter has not been issued regarding the determination of the person in charge of implementing the application. (4) application development was built with sub-district self-help, and the existing infrastructure is still limited. In order to effectively implement the bagelen application policy in Cibinong sub-district, Bogor regency, the things that must be done are: (1) improve information technology competence for operators, and provide warning and motivation to be active in application management. (2) The sub-district head orders the lurah to commit to supporting the application. (3) The sub-district needs to immediately issue a decree on SOP and the official in charge of implementing Bagelen. Pengaruh Kebijakan Reformasi Birokrasi dalam Perkembangan Tata Kelola Kepegawaian di Lingkungan Lembaga Penyiaran Publik Radio Republik Indonesia
Changes to improve the competence of employees of the Public Broadcasting Corporation of the Republic of Indonesia Radio (LPP RRI) must be supported by appropriate policies and refer to the measurements of the implementation of the General Bureaucratic Reform policy contained in the Minister of Administrative Reform and Bureaucratic Reform Regulation Number 25 of 2020 concerning the Bureaucratic Reform Road Map 2020-2024. This research was conducted using a qualitative approach which will conduct document analysis and interviews with officials in charge of the staffing coordinator who will then become a source of data on the process of changing governance in the field of staffing which is in line with the results of the assessment and evaluation of Bureaucratic Reform in the period 2020 to 2023 in the LPP RRI environment, the results of which have increased significantly, namely from 54.71 in 2020 with the predicate C (adequate) and in 2023 72.58 with the predicate BB (very good). This achievement has certainly been balanced with changes in personnel governance that have an impact on each employee who is the responsibility of the Human Resources (HR) sector of each work unit in accordance with the mandate of Article 5 letter c of Government Regulation Number 12 of 2005 as amended through Government Regulation Number 3 of 2024 concerning LPP RRI which states that “one of the functions of LPP RRI is the guidance and implementation of RRI administration and resources”. The results of this study will provide a factual overview of how the Bureaucratic Reform policy can be a benchmark in improving employee competence through changes in governance in the field of staffing that has been carried out by staffing managers within LPP RR
Analysis of Work-Family Conflict and its Influence on Turnover Intention of Civil Servant Teachers at Bogor Regency Education Office
Imbalance in the number of teachers has led to the emergence of new teacher turnover proposals. This contradicts the mutation policy outlined in Minister of Administrative and Bureaucratic Reform Regulation (Permenpan RB) Number 36 of 2018 and Number 23 of 2019 regarding the Criteria for Determining Civil Servant Needs and the Implementation of Civil Servant Candidate Selection. The trend of proposals for civil servant teacher turnover has shown an increasing tendency over the past 3 years, particularly from 2020 to 2022. This study aimed to identify and analyze the impact of family conflicts on the turnover intention of civil servant teachers. The research methodology employed a mixed-method approach (MMR), combining qualitative and quantitative analyses. Primary data collection involved distributing questionnaires to 394 teacher respondents, conducting interviews with experts, and employing Structural Equation Model (SEM) PLS for data analysis. The research findings indicated that Work-Family Conflicts significantly influenced the turnover intention of civil servant teachers, with a path coefficient of 0.506, a p-value of (0.000 < 0.005), and a t-value of (12.830 > 1.96). Recommendations that could be implemented by the Bogor District Education Office to reduce the number of proposals for civil servant teacher turnover include policies aligning civil servant placements with residential zones, conducting a comprehensive analysis of school-specific teacher requirements, fostering commitment and support from school leadership, and implementing sanctions and incentives (such as providing scholarships) as outlined in the PermenpanRB

Disasters that occur in Indonesia within one year continue to increase, this is a matter of concern for the government and communities in disaster-prone areas. So, the National Disaster Management Agency (BNPB) decided to create and facilitate community-based programs spread to various regions in Indonesia, namely launching the Disaster Resilient Village Program in the Disaster Early Warning System by creating a disaster early warning system that aims to reduce the threat and effects of disasters. This research uses descriptive qualitative methods. Data collection techniques were carried out by means of interviews, literature studies, and documentation studies. The location of this research is in Bogor City, especially in the Regional Disaster Management Agency, Tagana, one of the sub-districts, and villages most affected by disasters in Bogor City. Based on the results of preliminary observations, the researcher summarizes a problem formulation, namely; how is the Implementation of the Disaster Resilient Village Program in the Disaster Early Warning System in the City of Bogor, how are the impacts and strategies provided from the disaster resilient village policy in the disaster early warning system in the city of Bogor, supporting factors and inhibiting factors in influencing the sustainability of the Disaster Resilient Village Program in the Disaster Early Warning System in the city of Bogor
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.
