    Framing gender intersections in the European Union: What implications for the quality of intersectionality in policies?

    This article explores the extent to which the emergence of an antidiscrimination policy in the European Union (EU) implies a shift in EU gender equality policies towards an intersectional approach. The frame analysis of EU gender equality policy documents shows that intersectional dimensions are increasingly present but they are treated implicitly and from a separate perspective, and the inclusion of a wide range of inequalities often implies a degendering of the policy content. We assess the implications of the identified intersectionality trends for the quality of intersectionality in gender equality policies, and we suggest the practice of an "intersectionality impact assessment" as a way to improve the quality of EU policy-making. © 2011 The Author

    El Plenario de 1974: Lucha sindical y lucha política en el contexto del Villazo

    En el presente artículo analizaremos las características que adoptaron los debates e idearios desarrollados por el sindicalismo combativo de los 70, a partir de la experiencia histórica del Plenario Antiburocrático realizado en Villa Constitución en 1974, con la finalidad de estudiar las distintas corrientes ideológico-políticas que desplegaron estrategias de construcción sindical junto a los trabajadores metalúrgicos de Villa Constitución, así como también para realizar un análisis de las diferentes sistematizaciones que las tendencias políticas que incidieron sobre el proceso abordado efectuaron de esa experiencia político sindical. Esta etapa estuvo caracterizada, desde el estallido del cordobazo, por una fuerte influencia del peronismo combativo y la izquierda en la cosmovisión de las prácticas gremiales antiburocráticas. Esta vinculación plantea un conjunto de problemas que se desprenden de un tópico principal: las tensiones entre la lucha gremial y la lucha política.     El articulo analiza la novedosa propuesta teórico-política de D. Selci conocida como “Teoría de la militancia” tomando como punto de partida su discusión con la teoría populista de E. Laclau. El análisis que proponemos está atravesado por el siguiente matiz: entendemos que la discusión entre militancia y populismo puede ser comprendida como una querella en torno al estatuto que el registro imaginario —en sentido lacaniano del termino— cumple en política y en torno a las diversas formas de sutura del antagonismo constitutivo de lo social. En tal sentido, el artículo se estructura en tres partes: a) una recuperación de la crítica elaborada por Selci a Laclau enfatizando la matriz psicoanalítica de la misma; b) una interpretación de la hipótesis militante en tanto apuesta por una subjetividad que trascienda las promesas de un goce pleno y/o las polarizaciones paralizantes c) un análisis de las diversas tensiones que recorren al pensamiento de Selci en relación con el pluralismo político y la democracia.The article analyzes the theoretical-political proposal of D. Selci known as “Theory of militancy” taking as a starting point his discussion with the populist theory of E. Laclau. The following filter crosses the analysis we propose: we understand that the discussion between militancy and populism can be understood as a dispute about the status that the imaginary order —in the Lacanian sense of the term— fulfills in politics and around the various forms of suturing the constitutive antagonism of the social. In this sense, the article is structured in three parts: a) a recovery of the criticism developed by Selci of Laclau, emphasizing its psychoanalytic matrix; b) an interpretation of the militant hypothesis as it commits to a subjectivity that transcends the promises of a full jouissance and/or paralyzing polarizations c) an analysis of the various tensions that Selci's thought presents in relation to political pluralism and democracy.Fil: Rodriguez Uria, Agustin.     The political and military career of General Anastasio Bustamente (1780-1853)

    Anastasio Bustamante was born in the modern day state of Michoacan in 1780. He served the Royalist Army during the insurgency (1810-1821). He was one of the first officers to adhere to Agustin de Iturbide's Plan of Iguala in 1821, and a signatory of the Act of Independence (28 September 1821). He was a member of Mexico's first independent government, the Junta Provisional Gubernativa (1821- 1822) and served as the Captain General of the Eastern and Western Internal Provinces during Iturbide's short-lived reign as Emperor (1822-1823). He served as the Commander General of the Eastern Interior Provinces between 1826 and 1829. In 1829 he became Vice-President of the Republic. In December 1829 he led a successful rebellion against the incumbent President, Vicente Guerrero. He served as acting Head of the Executive between 1830 and 1832. In 1837 he was elected President. He occupied this position until 1841. He commanded the troops of the Western Division during the war with the United States (1846-1848). Between 1848 and 1849, he oversaw the pacification of one of the many rebellions of the Sierra Gorda (now the Sierra de Queretaro). He died in Guanajuato in 1853, aged 73. This study examines Bustamante's military and political career. It rejects the traditional interpretation of the General, which portrays him as a weak and indecisive man lacking in any real political principles. Instead, it argues that Bustamante was a resolute and pragmatic leader, who supported the cause of moderate federalism for most of his career

    Pesquisa de clima organizacional na área administrativa da empresa Arcelor Mittal VEGA

    TCC (graduação) - Universidade Federal de Santa Catarina, Centro Sócio Econômico, Curso de Administração.O presente trabalho teve por objetivo analisar o clima organizacional na área administrativa da empresa ArcelorMittal VEGA. A pesquisa que buscou descrever os fatores que contribuem na formação do clima organizacional. Para coleta de dados foi utilizado questionário como instrumento, composto de 29 questões, disponibilizados aos respondentes por correio eletrônico e recolhidos pessoalmente pela acadêmica. A abordagem utilizada foi qualitativa e quantitativa. Fizeram parte da amostra 30funcionáriosda área administrativa. Ao final da pesquisa verificou-se, de acordo com a maioria dos respondentes, que a empresa possui um favorável clima organizacional, sentindo-se valorizados e motivados para executar suas atividades. Resultado de fatores como o elevado espirito de equipe, benefícios e incentivos oferecidos, orgulho de trabalhar na empresa, saúde e segurança como prioridades dentro da organização, entre outros. Após avaliação dos resultados foi possível verificar também os pontos a serem melhorados. Pelas mudanças que a empresa vem passando, resultado da fusão entre o grupo Arcelor e Mittal Steel, há um sentimento de insegurança entre os funcionários. Estes sentem falta de maior esclarecimento por parte dos seus superiores. Por fim, foram apresentadas propostas de melhorias com base nos resultados da pesquisa

    Prueba de sistemas ópticos en eje y fuera de eje, integrando perfiles de frente de onda obtenidos por la ecuación del transporte de irradiancia (ETI)

    An optical testing study is shown to retrieve a wave-front shape of spherical non-spherical symmetry surface from a direct integration of one-dimensional Irradiance Transport Equation (ITE, derived by Teague). To solve the ITE the method uses the irradiance distribution from two planes close to the exit pupil in order to fit the axial irradiance change of the optical system under test. This technique is supported by the use of a lab nodal slide bench. The experimental results were compared with those reached by a Point Diffraction Interferometer (PDI, invented by Linnik). The method developed with the PDI also presents an easier way to obtain a wave-front shape. Besides the present work shows the research and develop of an instrument based on the point diffraction interferometer to perform optical test on intraocular and ocular components. The instrument was developed to analyzing the system under test for reflection and transmission mode. The optical quality of both surfaces of the intraocular and ocular element were analyzed and his effective focal length was measured. Some experimental results of the components analyzed are shown and related results of the instrument. One example of component studied and analyzed was a lens in vitro.Se presenta el estudio de una prueba óptica para obtener el frente de onda de superficies con simetría esférica y no esférica a través de la integración directa de la ecuación uni-dimensional del transporte de irradiancia (ETI, derivada por Teague). Para resolver la ETI (bidimensional) el método usa la distribución de irradiancia, en dos planos; cercanos a la pupila de salida para aproximar la variación axial de la intensidad del sistema óptico bajo prueba. Esta técnica, en nuestro caso, se realiza en un banco nodal de laboratorio. Los resultados experimentales se compararon con los derivados al realizar la prueba óptica con un Interferómetro de Difracción por Punto (IDP, inventado por Linnik). También el método desarrollado con el IDP, permite fácilmente obtener un perfil de frente de onda. Además; el presente trabajo muestra la investigación y desarrollo de un instrumento basado en el interferómetro de difracción por punto para realizar pruebas ópticas a componentes oculares e intraoculares de manera bidimensional. El instrumento se desarrolló para analizar el sistema bajo prueba no solo por reflexión sino también por transmisión. Además de haber analizado la calidad óptica de ambas superficies de las componentes oculares e intraoculares; el instrumento también permite medir distancias focales. Se presentan los resultados experimentales de algunas de las componentes analizadas y otros resultados relacionados con el instrumento. Un ejemplo de componente estudiada y analizada fue el cristalino en la forma denominada “in vitro”

    Protecting the historic buildings of Mexico: the barrel vault of San Agustin Church in Morelia

    Heritage in Mexico is endangered due to exposure to major hazard events and lack of maintenance. The level of knowledge necessary to evaluate structural behavior of historic buildings is generally low, mainly regarding the parameters such as mechanical properties. San Agustin church is one of the most important historical buildings in Morelia City, Mexico. Thus, a comprehensive analysis of the San Agustin church was performed, including a damage survey and dynamic identification tests. Based on the diagnosis, a 3D finite element model with solid elements was developed and calibrated. Then, a seismic assessment was carried out using pushover analysis. The findings about the damage obtained from the numerical analysis is consistent with the actual condition of the church. Finally, a partial model was developed to evaluate the performance of the nave barrel vault strengthened with an extrados masonry arch and a layer of carbon fabricreinforced cementitious matrix, an intervention that substantially increased the horizontal load capacity.The authors would like to acknowledge Dr. Carlos Eduardo Mendoza Rosales and Dr. Jose Cabrera Aceves for the architectural data provided for the development of this work, and Eng.     Empirical investigation of de novo mutations conferring herbicide resistance

    In a predictable natural selection process, herbicides select for adaptive alleles that allow weed populations to survive. These resistance alleles may be available immediately from the standing genetic variation within the population, as well as, may immigrate via pollen or seeds from other populations. Moreover, because all natural populations are constantly subject to new mutant genotypes by de novo mutations, resistant mutants may arise spontaneously in any herbicide-sensitive weed population. Recognizing that the relative contribution of each of these three sources deeply affect what strategies should be applied to counteract herbicide resistance evolution, we aimed to provide experimental information to the resistance evolutionary framework. In this sense, the objective of this experiment was to calculate the de novo mutation rate conferring herbicide resistance in a natural plant population, and, specifically, test the hypothesis that the mutation rate increases when plants are stressed by sub-lethal exposure to herbicides. For this purpose, we used a method to discover spontaneous herbicide-resistant mutants by screening millions of plants using grain amaranth and resistance to ALS herbicides as a model system. After screening 70,000,000 plants, no spontaneous resistant genotypes were detected, determining the probability to find a spontaneous ALS-resistant mutant in a given sensitive plant population as lower than 2 x 10-8. This is lower than expected from theoretical calculations based on previous studies, setting a higher limit for the probability of herbicide-resistant mutants to arise spontaneously in natural plant populations. In addition, we found no evidence that herbicide stress increased the mutation rate.
