    Regional government and regional planning in the Hanover Region

    The Hanover Region was created in 2001 as a new type of urban regional body. The article deals with the conditions and goals of this administrative reform. It examines factors that contributed to the success of the reform. It is emphasised that above all the region’s predecessors’ more than three decades of experience with regional tasks were crucial. Also important was the fact that the region was initiated by three ‘doers’ from the local level, starting a bottom-up process. Crucial for the region’s profile is solidarity between the municipalities with their different economic and social structures. This is guaranteed by the contribution that all municipalities pay to the region. The article also deals with the regional planning principles in the Hanover Region, which has attempted to prepare and maintain a comprehensive physical structure. It is pointed out that the main advantage of the Hanover Region is that there is political responsibility at the regional level with directly elected politicians

    Potenzialanalyse: Chancen und Grenzen für studentisches Wohnen in dem Gaardener Quartier Sandkrug

    Die wachsenden Studierendenzahlen in Kiel haben in den vergangenen Jahren dazu geführt, dass das Thema studentisches Wohnen zusehends an Relevanz gewonnen hat. Mit dem steigenden Wohnungsdruck rücken dabei auch Quartiere in den Vordergrund, die von Studierenden bisher weniger als Wohnstandort ausgewählt wurden. Vor diesem Hintergrund beschäftigt sich diese Masterarbeit mit den Chancen und Grenzen für studentisches Wohnen in dem Quartier Sandkrug – einem Quartier, welches sich in dem sozial schwachen Kieler Stadtteil Gaarden befindet und durch einen hohen Zeilenbau-Anteil geprägt ist. Als Methodik ist eine explorative Potenzialanalyse unter Anwendung eines Methodenmix durchgeführt worden. Hierfür wurden die Bedarfe, die Studierende an Wohnstandorte sowie Wohnungen stellen, analysiert und mit den Quartiers- sowie Stadtteileigenschaften abgeglichen. Aus den daraus resultierenden Stärken und Schwächen wurden unter Berücksichtigung verschiedener Einflussfaktoren das Potenzial für studentisches Wohnen eingeschätzt sowie Handlungsempfehlungen abgeleitet. Die Potenzialanalyse zeigt, dass das Quartier Sandkrug Potenzial für studentisches Wohnen besitzt. Die Chancen liegen in der guten ÖPNV-Anbindung, den günstigen Mietpreisen, dem hohen Grünanteil, der Nähe zur Technischen Fakultät der Universität und der Wohnungsausstattung. Auch die steigenden Studierendenzahlen sowie wachsenden Wohnungsmarktanspannungen stellen derzeit Chancen für studentisches Wohnen dar. Aufgrund vorhandener Flächenpotenziale, der Entwicklungsbereitschaft der Vonovia sowie städtebaulicher Rahmenbedingungen sind zudem die Voraussetzungen gegeben, dass zukünftig weitere Bedarfe der Studierenden erfüllt werden. Grenzen liegen indes in dem Negativ-Image des Stadtteils, dem mangelnden subjektiven Sicherheitsgefühl, der Entfernung zum Hauptcampus der Uni...The latest growth of students in Kiel has resulted in a higher demand of student housing and thus, becomes more relevant than ever. Due to the increasing pressure on today’s housing market urban quarters are gaining attention, although, they used to be not appealing to students. Meanwhile, urban quarters like these could benefit from student housing and their impacts. Therefore, this master thesis reflects on chances and limitations for student housing in a certain urban quarter in Kiel which is called Sandkrug. This quarter is located in Gaarden which is one of the socially disadvantaged districts in Kiel. It is marked by a high proportion of the same architecture, i.e. linear blocks or so-called “Zeilenbau“. Hence, the aim of this master thesis is to discuss whether there is potential for student housing in the quarter Sandkrug. The applied methodology is an explorative potential analysis. By using a mix of different methods both, the student’s demands regarding the residential areas and their housing preferences, were analysed and compared with the quarters’ and districts’ characteristics. The outcome of this comparison shows several strengths and weaknesses of the Quarter. These are used to value the potential of student housing in the Sandkrug area in consideration of different parameters. The former analysis illustrates a potential for student housing in Sandkrug. The chances for student housing are good access to public transport, cheap housing rents, high proportion of green and natural areas, the nearby technical faculty of the university and well-equipped dwellings. Further, the growing number of students and the tense housing situation in Kiel are also chances for student housing. Because of the existing potential of the area’s surface, the willingness of the Vonovia to develop the quarter and urban circumstances essential preconditions are given to fulfil the students..

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     The importance of small towns for stabilising and supporting the development of rural regions is being gradually recognised in spatial research and planning. This paper discusses the status of small towns in local administrative reform processes. It is based on the example of reform processes that were carried out in the German state of Schle- swig-Holstein. At the end of this process, the small towns found themselves in very dif- ferent political and administrative constellations with respect to neighbouring districts. Strengthening towns as central service locations was not part of the state’s plans for reform. In several cases, even if a town had an efficient administration, the surrounding municipalities were not prepared to entrust their administration to the town, but rather perpetuated duplicate structures in a local “collar” district administration around the town. Steps for better efficiency and specialisation of employees were not implemented. It became clear that many small municipalities did not want to be administered by towns. As a final result, the concerns of the small towns were not taken into account sufficiently in the reform processes in question.Znaczenie małych miast dla stabilizacji i wspierania rozwoju obszarów wiejskich jest stopniowo dostrzegane w badaniach i planowaniu przestrzennym. W artykule omówiono status małych miast w ramach lokalnych reform administracyjnych na przykładzie procesów przeprowadzonych w niemieckim kraju związkowym Szlezwik-Holsztyn. Pod koniec reformy małe miasta znalazły się w bardzo różnych układach politycznych i administracyjnych w stosunku do sąsiednich gmin. Wzmocnienie miast jako centrów usługowych nie było częścią planu reformy. W kilku przypadkach, nawet jeśli miasto miało sprawną administrację, okoliczne gminy nie były przygotowane na powierzenie jej własnych kompetencji, ale raczej utrwalały zduplikowane lokalne struktury administracyjne w „pierścieniu” wokół miasta. Nie wdrożono działań na rzecz lepszej wydajności i specjalizacji pracowników. Stało się jasne, że wiele małych gmin nie chce być administrowanych przez miasta. W efekcie obawy małych miasteczek nie zostały w wystarczającym stopniu uwzględnione w przedstawianych procesach reformatorskich

    In der Region Hannover, zu der die Landeshauptstadt Hannover und weitere 20 Kommunen mit insgesamt 1,1 Millionen Einwohner(inne)n gehören, liegt seit dem 01.01.2003 die abfallpolitische Verantwortung ausschließlich auf regionaler Ebene bei der Region Hannover bzw. im operativen Bereich beim Zweckverband Abfallwirtschaft Region Hannover. Dieser entstand durch die Fusion von zwei Abfallwirtschaftsbetrieben, die vorher jeweils nur für die Kernstadt bzw. das Umland zuständig waren. Während vor dieser Regionalisierung die beiden Betriebe nicht kooperierten und sogar in Kernstadt und Umland gegenläufige abfallpolitische Weichenstellungen erfolgten, gibt es seitdem für das gesamte Regionsgebiet eine Abfallpolitik "aus einem Guss", wobei sich die unterschiedlichen Behandlungskonzepte (mechanisch-biologische Behandlung und thermische Verwertung) optimal ergänzen. Auch die vorher deutlich dominierenden Stadt-Umland-Gegensätze sind in der Abfallpolitik heute so gut wie bedeutungslos. Deutlich hingegen sind die betrieblichen Vorteile der Fusion im operativen Bereich – etwa bei der Zusammenführung von Betriebsstätten und in der Personal- und Tourenplanung. In der Bevölkerung hat sich der Betrieb mit seiner Dienstleistungsqualität eine hohe Akzeptanz erarbeitet; er sieht sich für künftige Herausforderungen gut gerüstet.The waste management policy in the Hannover Region, which comprises the state capital Hannover and a further 20 municipalities with a total population of 1.1 million, has since 1.1.2003 been lying exclusively with the Hannover Region on a regional level and, for operational matters, with the Hannover Regional Waste Management Authority. The latter was created through the merger of two waste management companies which previously were responsible only for the city centre and the surroundings respectively. Whilst the two companies did not cooperate before regionalisation and even had opposing waste management policies in the city centre and the surroundings, the waste management policy for the entire region has since then been consistent, whereby the different treatment concepts (mechanical-biological treatment and thermal recovery) are optimally complementing each other. The previously distinct contrast in waste management policies of city and surroundings is now insignificant. But the operational advantages of the merger are clear – such as the sharing of operating premises and in the planning for staff and routes. Due to the quality of its service, the company has found wide acceptance in the population and is confident that it is well prepared for future challenges
