A cost-benefit approach to labor market reform
Labor reforms in Latin America have been scarce compared with the pace of structural reforms aimed at liberalizing product and capital markets. Some analysts contend that without continued liberalization labor market performance will fail to improve, hindering Latin American economies’ ability to compete in international markets. ; This article assesses labor market regulations in Latin America, documents their recent history, and assesses their costs and benefits. The author argues that existing regulatory systems, while generating costs in terms of labor market performance, constitute the base (albeit imperfect) of social protection policies in Latin America. ; Compared with industrialized countries, Latin American countries have more protective labor regulations governing working conditions and job security but lower social security benefits. Evidence from the existing literature points to sizable negative effects of mandatory benefits, particularly social security contributions, on employment. Job security provisions tend to bias employment toward prime-age workers and away from younger and less skilled workers. ; Since the demand for social protection in Latin America appears to be large, the author argues that reforms that seek only labor market deregulation do not address this demand. It is tempting to conclude that the solution lies in designing and implementing less costly social protection mechanisms, but the alternatives are not exempt from costs and are not warranted to improve upon existing systems. In these circumstances, the author recommends a mix of research, policy experimentation, and policy evaluation to find solutions that maximize benefits while minimizing costs.Economic stabilization ; Labor market

Resumen: El texto analiza La casa de enfrente (1960), última novela escrita por Carmen de Icaza (1899-1979), que ha sido ignorada por los críticos. Primero, tratamos de encontrar la voz narrativa en episodios relativos a Auxilio Social ‒organización dedicada a asistir a la población durante la Guerra Civil española‒. Los métodos de Auxilio Social y los ganadores de la guerra están considerados desde el punto de vista de los vencidos por una autora que fue secretaria general de Auxilio Social en la vida real. Segundo, comparamos estos episodios con sus anteriores discursos políticos de apoyo al régimen. Concluimos que la autora critica algunas intervenciones de Auxilio Social y tiene una visión más compleja de la realidad lo que la lleva a una técnica narrativa más elaborada. Tenemos que señalar que hemos encontrado un personaje secundario en la trama de la novela que es un alter ego de la misma autora.
Abstract: The text analyses La casa de enfrente (1960), the last novel written by Carmen de Icaza (1899-1979), which has been ignored by the critics. Firstly, we try to find the narrative voice in the episodes related to Auxilio Social –an institution devoted to assist the population during the Spanish Civil War and the dictatorship–. Auxilio Social methods and the war winners are considered from the losers’ point of view by an author who was General Secretary of Auxilio Social in real life; secondly, we compare these episodes to her early political discourses aimed to back up the regime. We conclude that the author criticizes some interventions of Auxilio Social and that she has a more complex view of the reality which she expresses with a more elaborate technique. We have to point out that we have found a secondary character in the plot of the novel which is an alter ego of the author herself
A survey of the algal flora of anthropogenic caves of campi flegrei (naples, italy) archeological district
Campi Flegrei is a large volcanic area situated northwest of Naples, Italy. Two archeological sites, the Sybil's Cave and the Piscina Mirabilis, are artificial caves dug in the yellow tuff and used during antiquity for various purposes. This paper describes for the first time the algal biodiversity of these caves and determines whether environmental factors such as light intensity and humidity are influential in species distribution. A total of twenty-two algal species were identified by molecular methods (18S rDNA); the largest group was Cyanobacteria (eleven species), followed by algae Chlorophyta (six), Rhodophyta (two) and Bacillariophyta (two). Cluster analysis of algal distribution in the caves in relation to light and humidity showed no relevant differences in algal distribution between the two caves. Three different algal groups were identified. The first one includes strains strictly dependent on low humidity, a second cluster was mainly associated with sites where humidity is not a severe constraint, and a third group, mainly represented by filamentous cyanobacteria, is probably dependent on high humidity, since it was detected only at Piscina Mirabilis
Carmen Dolores, escritora e cronista: uma intelectual feminista da Belle Époque
Tese (doutorado) - Universidade Federal de Santa Catarina, Centro de Comunicação e Expressão, Programa de Pós-Graduação em Literatura, Florianópolis, 2015.Investigamos, neste estudo, a obra jornalística e literária de Carmen Dolores (um dos pseudônimos de Emilia Moncorvo Bandeira de Mello), escritora, cronista, conferencista, dramaturga e crítica literária do século XIX, comumente caracterizada, no campo intelectual do seu tempo, como máscula, corajosa e ousada. Dessa obra, focalizamos a atuação jornalística, intelectual, crítica e feminista por meio da análise de suas crônicas publicadas no jornal O Paiz entre 1905 e 1910.Reconhecida pela crítica periodística de seu tempo, esquecida politicamente pela História da Literatura e Crítica Literária canônicas ao longo do século XX, ela vem sendo redescoberta pela crítica literária feminista contemporânea. Seguimos a tendência das pesquisas realizadas na linha de resgate da literatura de autoria feminina, preocupando-nos em descobrir seu acervo, para analisá-lo, desfazer equívocos repetidos consecutivamente, assim como interpretar o processo de inserção dessa mulher no contexto histórico-social-cultural, identificar os preconceitos enfrentados, ou seja, avaliar a posição feminista que ocupou no campo literário e intelectual. Desse modo, visamos, concomitantemente, dar visibilidade à obra de uma escritora feminista do século XIX, esquecida politicamente pelos estudos canônicos e contribuir com a releitura do cânone literário e com a construção da historiografia literária de autoria feminina brasileira. Objetivos que nos conduziram à tese de que o resgate dos escritos literário/jornalísticos, da vida e da atuação intelectual e feminista de Carmen Dolores pode proporcionar o reconhecimento e a visibilidade dessa escritora e jornalista como uma intelectual feminista da Belle Époque brasileira. Noções de Crítica Feminista, Estudos Culturais, Nova História e Crítica Biográfica perpassam todo o texto como um aporte teórico. No levantamento da fortuna crítica, nos valemos dos textos críticos de cronistas da Belle Époque, assim como de outras fontes secundárias: historiadores e críticos literários canônicos desde Silvio Romero (1888) a Luciana Stegagno-Picchio (1997); e das pesquisas acadêmicas das críticas feministas contemporâneas. No intuito de desfazer equívocos, completar informações desconhecidas por leitores contemporâneos e construir um perfil biográfico da autora a partir do seu contexto social e do seu campo literário, valemo-nos de fontes primárias (registros paroquiais, documentos institucionais, obituários e notas sociais publicadas em periódicos brasileiros durante o tempo de vida de Emilia Moncorvo Bandeira de Mello).Abstract : In this study, we investigate the journalistic and literary work of Carmen Dolores (one of the pseudonyms of Emilia MoncorvoBandeira de Mello). Writer, chronicler, lecturer, dramaturgist and literary critic of the 19th century, she is commonly referred to as, in the intellectual field of her epoch, manlike, courageous, and audacious. From her work, we focus her journalistic, intellectual, critic and feminist acting by analyzing her chronicles published in O Paiznewspaper from 1905 to 1910. Recognized by the journalistic critic of her time, politically forgotten by canonical Literature History and Literature Critic along the 20th century, she is being rediscovered by contemporaneous feminist literary critic. We followed the trend of researches made in terms of retrieving works made by female writers, concerned about discover her collection, in order to analyze it, reveal repeated misconceptions, as well as to understand the insertion process of this woman into the historical-social-cultural context, identifying the prejudices faced by her; in other words, to evaluate the feminist position occupied by her in both intellectual and literary fields. This way, we aim to, concomitantly, give visibility to the work of a feminist writer of the 19th century, which waspolitically forgotten by the canonical studies, and to contribute with the rereading of the literary canon and to the construction of the literary historiography of Brazilian female writers. Such purposes conducted us to the thesis that the retrieval of literary and journalistic works, as well as the life and intellectual and feminist acting of Carmen Dolores, could lead to the recognizing and visibility of this writer and journalist as an intellectual feminist of the Brazilian Belle Époque. Notions of Feminist Criticism, Cultural Studies, New History, and Biographical Criticism are used in this work as theoretical support. Critical texts of chroniclers from the Belle Époque, other secondary sources, such as historians and canonical literary critics like Silvio Romero (1888) and Luciana Stegagno-Picchio (1997), as well as contemporary academic researches regarding feminism criticism were used in the literature review of this work. Aiming to undo misconceptions, to fulfill the lack of information of contemporary readers, and to build a biographical profile of the author from her social context and literary field, we make use of primary sources, such as parochial registers, institutional documents, obituaries, and social notes published in Brazilian periodicals during the lifetime of Emilia Mancorvo Bandeira de Mello
