"Closing the R&D Gap, Evaluating the Sources of R&D Spending"
Both spending and tax policies have been implemented in the United States with the goal of stimulating private sector research and development (R&D). Karier questions whether current R&D policy, especially the research and experimentation tax credit, can contribute to closing the gap between nondefense expenditures on R&D in the United States and such expenditures in other countries, such as Japan and Germany. He also explores possible changes to our current R&D policy to make it more effective.
Continuous metadata flows for distributed multimedia
The practical use of temporal multimedia has increased markedly in recent years as enabling technologies for the distribution and streaming of media have become available. As a part of this trend, hypermedia systems and models have adapted accordingly to incorporate such distributed multimedia for presentation. Structured interpretation of information has long been a fundamental feature of both open hypermedia systems and knowledge systems. Metadata, in its many forms, has become the cornerstone for providing this structured knowledge above and beyond basic data and information. This thesis presents the rationale and requirements for continuous metadata, which supports the metadata accompanying distributed multimedia throughout the lifecycle of streamed media, from generation, through distribution, to presentation. Throughout this process it is the temporal and continuous nature of the metadata which is paramount. A conceptual framework for continuous metadata is proposed to encapsulate these principles and ideas. Continuous metadata and the associated framework enable the development, in particular, of real-time, collaborative, semantically enriched distributed multimedia applications. Experience building one such system using continuous metadata is evaluated within the framework. An ontology is developed for the system to enable the collation, distribution, and presentation of structure aiding navigation of multimedia, and it is shown how continuous metadata utilising the ontology can be distributed using multicas
Social capital and creativity in R&D project teams
The existing research contributes to our understanding about the value of social capital in a wide range of social science disciplines; however, it does not well address the role of social capital in creativity for research and development (R&D) project teams in a given context. Using a sample of 54 R&D project teams in high-technology firms of Taiwan, we examined the impacts of social capital on creativity of R&D project teams from an intra-team perspective. Results of factor analysis revealed four factors extracted from the concept of social capital, namely social interaction, network ties, mutual trust, and shared goals. Findings suggested that social interaction and network ties had significant and positive impacts on creativity of R&D project teams, but mutual trust and shared goals did not. Managerial implications for managing social capital in R&D project teams are discussed
The R&D Tax Incentives
This article sets out some background information and reflections of the author on the R&D tax incentive schemes included in the Common Corporate Tax Base (CCTB) Proposal. In particular the author analyzes the stimulus to private R&D through ad hoc tax incentives included in the CCTB Proposal and dives into the actual provisions included in the Proposal highlighting the most relevant issues connected with their design and interpretation. Moreover, the author explores the interaction between the CCTB Proposal and the granting by Member States of domestic R&D tax incentives
Using strategic ambiguity as management practice in academic R&D : An ethnographic study of MIT SENSEable City Lab
This article explores the role of strategic ambiguity (Eisenberg, 2007; March & Olsen, 1976) as a management practice, as used in SENSEable City Lab - a R&D-oriented lab located at the Massachusetts Institute of Technology in Cambridge, MA.
Although literature has already explored strategic ambiguity in various organizational settings, studies focusing on how academic institutions use strategic ambiguity in the context of R&D are quite sparse.
The article aims at filling this gap by reporting on a study conducted by the author across 2011 and 2014 in a R&D-oriented academic lab and reflecting on the potential of strategic ambiguity as an effective dialogic strategy to appreciate differences among internal organization members and with external partners. The article also examines some shortcomings of strategic ambiguity, such as the level of anxiety reported by some members of the lab

Measuring the Returns to R&D
We review the econometric literature on measuring the returns to R&D. The theoretical frameworks that have been used are outlined, followed by an extensive discussion of measurement and econometric issues that arise when estimating the models. We then provide a series of tables summarizing the major results that have been obtained and conclude with a presentation of R&D spillover returns measurement. In general, the private returns to R&D are strongly positive and somewhat higher than those for ordinary capital, while the social returns are even higher, although variable and imprecisely measured in many cases. Nous faisons un survol de la littérature économétrique qui mesure les rendements de la recherche-développement. Nous esquissons les modèles théoriques sousjacents et nous discutons en détail les problèmes de mesure et d’économétrie qui se posent quand il s’agit d’estimer ces modèles. Ensuite, nous présentons une série de tableaux qui résument les principaux résultats qui ont été obtenus et nous finissons par une discussion des mesures d’externalité de la recherche. Deletion of vitamin D receptor leads to premature emphysema/COPD by increased matrix metalloproteinases and lymphoid aggregates formation
Deficiency of vitamin D is associated with accelerated decline in lung function. Vitamin D is a ligand for nuclear hormone vitamin D receptor (VDR), and upon binding it modulates various cellular functions. The level of VDR is reduced in lungs of patients with chronic obstructive pulmonary disease (COPD) which led us to hypothesize that deficiency of VDR leads to significant alterations in lung phenotype that are characteristics of COPD/emphysema associated with increased inflammatory response. We found that VDR knock-out (VDR(-/-)) mice had increased influx of inflammatory cells, phospho-acetylation of nuclear factor-kappaB (NF-κB) associated with increased proinflammatory mediators, and up-regulation of matrix metalloproteinases (MMPs) MMP-2, MMP-9, and MMP-12 in the lung. This was associated with emphysema and decline in lung function associated with lymphoid aggregates formation compared to WT mice. These findings suggest that deficiency of VDR in mouse lung can lead to an early onset of emphysema/COPD because of chronic inflammation, immune dysregulation, and lung destruction
