    Identifikasi Kerusakan dan Upaya Rehabilitasi Ekosistem Mangrove di Pantai Utara Kabupaten Subang

    Hutan mangrove merupakan salah satu bentuk ekosistem hutan yang unik dan khas juga merupakan potensi sumber daya alam yang sangat potensial. Kondisi hutan mangrove pada umumnya memiliki tekanan berat sebagai akibat dari tekanan krisis ekonomi yang berkepanjangan. Selain dirambah dan dialihfungsikan, kawasan mangrove di beberapa daerah, termasuk di Pantai Utara Kabupaten Subang kini marak terjadi. Upaya rehabilitasi bertujuan bukan saja untuk mengembalikan nilai estetika namun yang paling utama adalah untuk mengembalikan fungsi ekologis kawasan hutan mangrove. Penelitian ini bertujuan untuk mengetahui tingkat kerusakan mangrove, mengetahui faktorkerusakan mangrove dan membuat strategi upaya rehabilitasi ekosistem mangrove di Pantai Utara Kabupaten Subang dengan menggunakan analisis SWOT. Metode yang digunakan adalah metode garis berpetak (jalur berpetak) dengan satu buah jalur untuk tiap desa penelitian dengan ukuran 10 m x 60 m dengan arah tegak lurus tepi laut. Untuk mengetahui faktor penyebab kerusakan mangrove dilakukan dengan metode purposive samplingmelalui wawancara.Hasil penelitian menunjukkan berdasarkan kriteria baku kerusakan mangrove Kepmen LH. No. 201 Tahun 2004, kondisi hutan mangrove di Pantai Utara Kabupaten Subang termasuk dalam kriteria rusak (sedang dan jarang). Faktor kerusakan disebabkan oleh alam dan manusia. Prioritas utama dalam memperbaiki kerusakan dan upaya rehabilitasi mangrove di Pantai Utara Kabupaten Subang adalah menjalin kerjasama yang sinergis antara pelaksanaan program pemerintah dengan keinginan masyarakat lokal melalui revitalisasi kawasan pesisir akibat abrasi dengan cara penanaman kembali pohon mangrove. Pola rehabilitasi yang digunakan untuk mangrove dalam kriteria rusak (sedang)menggunakan pola empang parit dan mangrove dalam kriteria rusak berat (jarang) menggunakan pola green belt

    Dalam pengelolaan keuanganpemerintah daerah yang bersifat Wajar Tanpa Pengecualian (WTP), Inspektorat Daerah dengan rekomendasi untuk perbaikandapat menyelesaikannya, sekaligus mempermudah BPK (Badan PemeriksaKeuangan) untuk menguji dan menilai kinerja pemerintah daerah. Sehingga adanya kemungkinan peran dan kompetensi dalam pelaksanaanreviu serta rekomendasi oleh Inspektorat Daerah selaku pengawas pemerintahandaerah menjadi salah satu alasan meningkat atau menurunnya kualitas laporankeuangan pemerintah daerah. Yang sebenarnya dapat ditingkatkan dan dijaga melalui rekomendasireviu yang dilakukan untuk mendapatkan kualitas yang lebih baik lagi dariBPK sehingga Kabupaten Deli Serdang mampu meraih WDP pada Tahun 2014 yang tak lepas dari peranan Inspektorat serta bantuan pihak pihak yang terkait walaupun saat ini belum mampu meraih WTP. Tujuan penelitian ini adalah: “Untuk Mengetahui Hambatan dan Peranan Inspektorat Pencapaian Laporan Keuangan yang WTP(Wajar Tanpa Pengecualian) Di Kabupaten Deli Serdang. Dalam penulisan skripsi ini, penulis mengunakan metode penelitian Deskriptif kualitatif, yakni metode penelitian yang digunakan untuk mengambarkan koneksi dan data serta gejala-gejala yang ada dan penjabaran-penjabaran variabel dalam penelitian dengan tidak mengukur hubungan antar variabel. Bahwa berbagai hambatan yang ditemui dalam pelaksaan pengawasan yangdilakukan inspektorat adalah tidak adanya kendaraan operasional, kurangnyadata fisik lapangan, terbatasnya sumber daya manusia, namum hambatan yangpaling berpengaruh dalam pengawasan pengelolaan keuangan daerah adalahkebijakan Pemerintah Daerah Kabupaten Deli Serdang yang kurang mengalokasikandana, sarana dan prasarana yang disediakan untuk Inspektorat dalam melakukanpengawasan. Dengan wilayah kerja yang dicakup Inspektorat Kabupaten Deli Serdang cukup luas dantentunya haruslah didukung dengan alokasi dana yang cukup tinggi serta prasarana yang memadai. Pengelolaan Keuangan Daerah merupakan instrumen kebijakan yang utama bagipemerintah daerah, anggaran daerah menduduki posisi sentral dalam upayapengembangan dan efektivitas pemerintah daerah. Pengelolaan keuangan daerah seharusnyadijalankan seabaik-baiknya dan dapat berhasil, maka dari itu sudahmenjadi kewajiban dari pemerintah daerah untuk melaksanakan pengelolaankeuangan daerah dan pemerintahan yang baik.the performance of local governments. That the various obstacles encountered in the implementation of surveillance which isconducted inspectorate is the absence of operational vehicles, lack of data physical field, limited human resources, yet the barriers most important influence in the supervision of financial management is the policy of the District Government of Deli Serdang less allocates facilities and infrastructure is provided to the Inspectorate in conducting surveillance. With a working area covered inspectorate spacious enough and certainly should be supported by the allocation of funds is high enough and sufficient infrastructure.     This research examines the harmonization of draft regional regulations by the Riau Ministry of Law and Human Rights Regional Office. This research is very important to do because of the ten regencies/cities in Riau province, only the Meranti Islands district is actively carrying out harmonization involving the Riau Regional Office of Law and Human Rights. So based on this phenomenon the author is very enthusiastic about conducting a study with the title analysis of harmonization of the regional regulation draft by the Riau Ministry of Law and Human Rights regional office. Based on this phenomenon, this study aims to examine and analyze the Harmonization of Draft Regional Regulations by Regional Offices of the Ministry of Law and Human Rights of Riau Province as well as examine and analyze the obstacles faced by Regional Offices of the Ministry of Law and Human Rights of Riau Province in the process of harmonization of Draft Regional Regulations in Riau Province. This research is included in the normative juridical and empirical juridical research groups. The normative juridical approach is legal research that places law as a building system of norms. Empirical juridical research is research that has an object of study regarding Harmonization of Draft Regional Regulations by the Regional Office of the Ministry of Law and Human Rights in Riau Province. The results of the study, with the promulgation of Law Number 15 of 2019 concerning Amendments to Law Number 12 of 2011 concerning the Establishment of Laws and Regulations Junto Law Number 13 of 2022 concerning the Second Amendment to Law Number 12 of 2011 concerning the Establishment Legislation, the authority to harmonize, unify, and consolidate the concept of the Raperda are the authority of the Ministry or Institution that administers affairs in the field of Formation of Legislation, in this case the Office of the Riau Ministry of Law and Human Rights. Obstacles that are external, namely sectoral ego in the formation of laws and regulations, weak coordination between the Regional Office of the Riau Ministry of Law and Human Rights and stakeholders in the regions have caused it to seem like they are prolonging the mechanism for forming laws and regulations in the regions

    Collaborative Governance Policy For Development of National Strategic Projects in The Field of Infrastructure in The Banten Province: Case Study of Construction of The Sindangheula Dam in Serang District and The Karian Dam in Lebak District

    Banten Province has two dams, namely the Sindangheula Dam and the Karian Dam, which are two national strategic projects in Banten Province as stated in Presidential Regulation Number 3 of 2016 concerning theacceleration of the implementation of national strategic projects, that in the context of accelerating theimplementation of strategic projects to meet basic needs and improve welfare community, efforts need tobe made to accelerate the implementation of national strategic projects. The Sindangheula Dam, whichwas built in 2015, is located in Pabuaran District, Serang Regency, was inaugurated in March 2021 by thePresident of the Republic of Indonesia Joko Widodo, this dam has the benefit of providing water for SerangRegency/City and Cilegon City, providing supply needs to the Cibanten Irrigation Area, controlling floods,water storage, recreational facilities and water tourism destinations, as well as the potential for generatingelectrical energy. Meanwhile, the construction of the Karian dam is an effort to fulfill raw water needs andagricultural needs such as providing water for irrigation. The government hopes that the construction ofthe dam can fulfill its main objective as a supplier of water needs in the Banten region and its surroundings.Apart from meeting raw water and irrigation needs, the construction of the Karian Dam also has severalpurposes, namely to deal with flooding problems, as a water tourism destination and the potential forgenerating electrical energy. One of the keys to the success of the construction of the two dams is theimplementation of collaborative governance (An-sell and Gash, 2007) as a more holistic and participatoryapproach, involving various stakeholders in the decision-making process, as well as creating a moretransparent and accountable ecosystem. Through the use of a qualitative approach, the author matchessocial phenomena with applicable theories, and with descriptive methods the author aims to describe andinterpret the research object according to what it is. This project was initiated in October 2015 with aninvestment of Rp 1,07 trillion and was implemented by Daelim Industrial Co, LTD-PT. Wijaya Karya(Persero)-PT. Waskita Karya (Persero) Joint Operation. The project involved the participation of theIndonesian Div. SDA Barata Indonesia in the project, which included the construction of the Radial Gate, amajor project in Indonesia.     Mendisain GUI Untuk Menampilkan Nilai FFT dan IFFT Menggunakan LabVIEW

    Methods FFT (Fast Fourier Transform) is a method for solving discrete signals which method IFFT (Inverse Fast Fourier Transform) is the reciprocal of the FFT method. Basically FFT only used for transformation and must not be separated from the method DFT (Discrete Fourier Transform). DFT is a mathematical transformation method for discrete time signal into a frequency domain. Examples for use of FFT-IFFT such as voice processing, OFDM and others. In this project the author designed the GUI for displaying the FFT and IFFT using LabVIEW. GUI design using Labview will inputed signal infromation or sample as desired and can be changed. From these results we obtained the value of V (amplitude), the value of the frequency and I/O (input/output) can be displayed in a single VI.Metode FFT (Fast Fourier Transform) merupakan metode untuk pemecahan sinyal diskrit yang mana metode IFFT (Inverse Fast Fourier Transform) adalah kebalikan dari metode FFT. Pada dasarnya FFT hanya digunakan untuk melakukan transformasi dan tentunya tidak lepas dari metode DFT (Discrete Fourier Transform). DFT merupakan metode transformasi matematis untuk sinyal waktu diskrit ke dalam domain frekuensi. Contoh untuk penggunaan FFT- IFFT seperti pengolahan suara, OFDM dan lain-lain. Pada projek ini penulis mendisain GUI untuk menampilkan nilai FFT dan IFFT menggunakan LabVIEW. Disain GUI menggunakan LabVIEW ini akan diinput sinyal informasi atau sample sesuai yang diinginkan dan dapat diubah-ubah.     Young children with multiple disabilities (e.g., both cognitive and motor disabilities) are confronted with severe limitations in language development from birth and later on. Stimulating the adult-child communication can decrease these limitations. Within LinguaBytes, a three-year research program, we try to stimulate language development by developing an interactive and adaptive play and learning environment, incorporating tangible objects and multimedia content, based on interactive storytelling and anchored instruction. The development of a product for such a heterogeneous user group presents substantial challenges. We use a Research-through-Design method, that is, an iterative process of developing subsequent experiential prototypes and then testing them in real-life settings, for example, a center for rehabilitation medicine.
