No full textThe book brings together historical memories of the Xavier family, of which the author is a member, and includes everything from the heroic episode between members of the Xavier family and Lampião's gang, to a Xavier family tree and tributes to the members of this family, as well as photographic records of known members. The author rescues and preserves important memories of the family, reconstructing facts that, if told orally, could gradually be erased. The story told by Maria do Socorro Cardoso Xavier is also a way of preserving the memory of Ipueira, reporting on the social life and historical setting of the place, using family narrative.O livro reúne registros de memórias históricas da família Xavier, da qual a autora é membro,

Variations on the Author
No full text“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

No full textLes notes du Conseil d'analyse économique, n° 65, juin 2021Depuis 2015, le taux d’inflation en zone euro demeure largement en dessous de 2 %, la cible annoncée par la Banque centrale européenne (BCE). Et ce alors même que la politique monétaire est extrêmement accommodante avec des taux d’intérêt en territoire négatif et un programme d’achats d’actifs sans précédent – encore augmenté depuis la crise du Covid‐19. Dans cette nouvelle Note du CAE, Philippe Martin, Éric Monnet et Xavier Ragot discutent des instruments utilisés par la BCE depuis 2010 et proposent un nouvel instrument de dernier ressort pour faire face à une prochaine crise : la monnaie hélicoptère. Cette stratégie contingente de relance de l’inflation se traduirait par des transferts directs aux ménages par la Banque centrale européenne, qui seraient arrêtés une fois la convergence à la cible d'inflation assurée. La BCE, dotée de ce nouvel outil, assorti d’une communication claire et précise de sa part, pourrait ainsi gagner en efficacité vis‐à‐vis de sa cible d’inflation et limiter l’accroissement continu des programmes d’achats d’actifs avec leurs effets collatéraux

Monnet: Monitoring pedestrians with a network of loosely-coupled cameras
No full textMONNET is a visual surveillance system for tracking pedestrians over extended premises. The MONNET system is composed of intelligent nodes, which exchange information on the individually tracked pedestrians in an asynchronous manner. Each node in MONNET builds an appearance model for every observed pedestrian and compares it with models received from other nodes. The compact appearance models based on colour cues and face biometrics are stored locally on each node. The system is dynamically reconfigurable since its design allows for adding/removing nodes in a simple manner, comparable to the ‘plug and play ’ technology. MONNET also contains an optional ‘observer ’ node for interactive data visualization. This node displays a user interface which allows a human operator to observe and to interact in real-time with the distributed tracking process. MONNET was extensively tested with and without user input, and it is able to function correctly in both modes
