Applicative Bidirectional Programming with Lenses
A bidirectional transformation is a pair of mappings between source and view data objects, one in each direction. When the view is modified, the source is updated accordingly with respect to some laws. One way to reduce the development and maintenance effort of bidirectional transformations is to have specialized languages in which the resulting programs are bidirectional by construction---giving rise to the paradigm of bidirectional programming.
In this paper, we develop a framework for applicative-style and higher-order bidirectional programming, in which we can write bidirectional transformations as unidirectional programs in standard functional languages, opening up access to the bundle of language features previously only available to conventional unidirectional languages. Our framework essentially bridges two very different approaches of bidirectional programming, namely the lens framework and Voigtlander’s semantic bidirectionalization, creating a new programming style that is able to bag benefits from both
UN Peacekeeping at 75: Achievements, Challenges, and Prospects
This year marks the 75th anniversary of what the UN itself understands to be its first peacekeeping operation. It is therefore an appropriate time to reflect on the track record of UN peacekeeping in its efforts to try to maintain and realize peace and security. Moreover, this milestone invites us to ponder what lies ahead in the realm of peacekeeping. For this reason, this forum article brings together both academics and UN officials to assess the achievements and challenges of UN peacekeeping over the past 75 years. Through a dialogue among peacekeeping scholars and practitioners, we hope to identify current trends and developments in UN peacekeeping, as well as explore priorities for the future to improve the effectiveness of peacekeeping operations in terms of achieving their mandate objectives, such as maintaining peace, protecting civilians, promoting human rights, and facilitating reconciliation. This forum article is structured into six thematic sections, each shedding light on various aspects of UN peacekeeping: (1) foundational principles of UN peacekeeping - namely, consent, impartiality, and the (non-)use of force; (2) protection of civilians; (3) the primacy of politics; (4) early warning; (5) cooperation with regional organizations; and (6) the changing geopolitical landscape in which UN peacekeeping operates

From bad weapons to bad states: the evolution of U.S. counterproliferation policy
One of the key features of the 2002 United States National Security Strategy was an abrupt shift from the traditional U.S. approach to proliferation threats that prioritized deterrence and promotion of nondiscriminatory nonproliferation norms, to an approach called counterproliferation that emphasized military preemption and direct challenges to adversarial state identity. This thesis asks the question, what caused counterproliferation to largely replace deterrence and nonproliferation as the central national security policies of the U.S. concerning unconventional weapons? The thesis argues that to understand this policy change requires not merely an appreciation of changes in the post-Cold War international security environment, but also an examination of how culturally shaped threat conceptions among American policymakers interacted with capabilities development and policy institutionalization within the U.S. military. As no current theory adequately addresses those dynamics, complimentary strategic culture and organizational theory models are presented as the framework for analysis. This thesis will contend that policy shift from NP to CP resulted from the merging of strategic cultural efforts aimed at legitimizing conceptions of proliferation threats as originating from state identity, with a military organizational drive to avoid uncertainty through the development of counterproliferation capabilities. Together these strategic cultural and organizational responses to shifting proliferation threats altered the menu of choice for policymakers by institutionalizing and legitimizing a policy response that directly challenged existing nonproliferation norms and practices. This thesis relies on a detailed case study of the evolution of counterproliferation policy from 1993 to 2002, with particular focus on the analysis of public discourse, declassified policy planning and Department of Defense documents, and participant interviews
