Evaluasi Program Home Care Jembrana Kembali Jaya (JKJ) Plus di Puskesmas II Mendoyo
AbstrakUpaya pendekatan pelayanan kesehatan kepada masyarakat, Pemerintah Kabupaten Jembrana meluncurkan program Jembrana Kembali Jaya (JKJ) Plus. Salah satu jenis pelayanan JKJ Plus yang telah dilaksanakan rutin saat ini adalah home care. Berdasarkan pelaksanaan program dari Mei sampai dengan Desember 2021, Puskesmas II Mendoyo masih belum berjalan dengan efektif dibandingkan puskesmas lainnya sehingga perlu adanya evaluasi terkait pelaksaan program. Penelitian ini penelitian deskriptif kualitatif. Pengumpulan data dilakukan dengan cara wawancara dan telaah dokumen. Penelitian dilakukan di Puskesmas II Mendoyo pada bulan Maret-Agustus 2022. Hasil evaluasi input program home care JKJ Plus diperoleh aspek man, money, method, material, dan machine sudah sesuai dengan pedoman. Namun mengalami kendala pelaksanaan program pada SDM yang rangkap tanggung jawab dan keterbatasan APD. Hasil evaluasi proses program home care JKJ Plus diperoleh sudah sesuai berjalan dengan baik dan sesuai pedoman. Perlu dikembangkan pedoman evaluasi dan melakukan evaluasi program home care JKJ Plus di seluruh Puskesmas.Kata kunci: Evaluasi, home care, JKJ Plus, Puskesmas AbstractTo approach health services to the community, the Jembrana Regency Government launched the JKJ Plus program. ANALISIS BESARAN BIAYA PER KAPITA DAN PREMI JAMINAN KESEHATAN JEMBRANA (JKJ) BERDASARKAN BIAYA KLAIM DAN UTILISASI PELAYANAN TAHUN 2006
Program JKJ bertujuan memberikan jaminan kesehatan tingkat I bagi
penduduk Kabupaten Jembrana. Selama ini pembiayaan JKJ bergantung dari
subsidi yang terus meningkat dan memiliki kecenderungan salah sasaran
sehingga mendorong pentingnya upaya pengendalian biaya melalui konsep
managed care.
Penelitian bertujuan mengetahui besaran biaya per kapita dan premi JKJ
secara komprehensif serta untuk mengetahui persepsi stakeholders JKJ
terhadap sistem kapitasi dan premi.
Penelitian dilakukan dengan pendekatan studi kasus melalui telaah data
sekunder dan wawancara mendalam.
Hasil penelitian menunjukkan angka kunjungan PPK I sebesar 404,9‰
per bulan dengan biaya klaim penduduk umum berjumlah
Rp.14.040.878.776,-. Hasil perhitungan biaya per kapita total berdasarkan
utilisasi riil PPK I adalah Rp.10.479,- per bulan per peserta, lebih tinggi
31,61% dibandingkan biaya per kapita total berdasarkan utilisasi normal PPK I
yaitu Rp.7.166,- per bulan per peserta. Biaya operasional JKJ berjumlah
Rp.1.751,- per peserta per tahun. Besaran premi bruto berdasarkan utilisasi
riil PPK I adalah Rp.140.069,- per peserta per tahun, lebih besar 31%
dibandingkan premi bruto berdasarkan utilisasi normal PPK I senilai
Rp.96.341,- per tahun per peserta. Subsidi premi PPK I JKJ sebesar 8 miliar
rupiah per tahun dapat digunakan untuk mensubsidi premi PPK I, II, dan III
JKJ bagi 40% penduduk berpendapatan terendah, Sementara itu hasil
wawancara mendalam menunjukkan terdapat persepsi yang keliru pada
sebagian besar policy makers terhadap kebutuhan dasar kesehatan dan
aspek keadilan egaliter, serta memiliki persepsi yang buruk terhadap sistem
kapitasi dan dan menolak pembayaran premi pada PPK I JKJ. PPK juga
memiliki persepsi yang buruk terhadap sistem kapitasi dan hasil perhitungan
biaya per kapita.
Dari hasil penelitian diperoleh kesimpulan bahwa biaya per kapita total
normal JKJ adalah Rp.7.166,- per bulan per peserta sedangkan tarif premi
JKJ adalah gratis untuk 40% penduduk perpendapatn terendah, Rp.89.595,-
bagi 40% penduduk berpendapatan sedang dan Rp.96.341,- bagi 20%
penduduk berpendapatan tinggi Policy makers JKJ menolak pembayaran
premi PPK I JKJ oleh masyarakat umum. Selain itu policy makers dan PPK
memiliki persepsi yang buruk terhadap pembayaran kapitasi. Saran peneliti
adalah agar Pemkab menerapkan prinsip managed care melalui kendali biaya
dan mutu dalam kerangka jaminan kesehatan yang komprehensif
UPAYA PENINGKATAN KEPESERTAAN BERDASARKAN ANALISIS RESPON MASYARAKAT TERHADAP JAMINAN KESEHATAN JEMBRANA (JKJ)
Penelitian ini bertujuan untuk menyusun upaya peningkatan kepesertaan berdasarkan analisis respon masyarakat, dengan cam : I) mempelajari pelaksanaan sosialisasi oleh Bapim. 2) mempelajari pelaksanaan sosialisasi dan proses administrasi kepesertaan JKJ yang dilakukan oleh Bapel JKJ. 3) mempelajari sosialisasi yang dilaksanakan oleh PPK 4) mempelajari karakteristik masyarakat (demografi, epidemiologi dan sosial ekonomi ). 5) mempelajari persepsi, harapan dan keengganan terhadap risiko. 6) mempelajari tingkat respon masyarakat yang meliputi : perhatian (Attention), minat ( Interest), keinginan ( Desire) dan masyarakat yang sudah mendaftar (Action) terhadap JKJ.
Penelitian ini bersifat survey observasional analitik dan menurut waktunya penelitian ini termasuk cross sectional study. Populasi dalam penelitian ini adalah masyarakat yaitu Kepala Keluarga ( KK) di wilayah Kabupaten Jembrana termasuk Keluarga Miskin , Pegawai Negeri Sipil yang telah menjadi peserta Askes dan Kepala Dusun yaitu orang yang terdekat dan yang paling sering menerima keluhan di masyarakat. Sampel penelitian diambil dari 4 ( empat ) kecamatan yang terdiri dari 5 I desa dan 196 dusun yang ada di Kabupaten Jembrana dengan tehnik pengambiIan secara cluster sampling dua tabap. Besar sampel yang diambil dari masyarakat sejmn1ah 384 KK, anggota Bapim 13 orang. PPK sebanyak 23 orang
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Light Meson Decay with Gaussian Confinement in a JKJ Decay Model
A form to describe hadron strong decays is in terms of quark and gluon degrees of freedom in microscopic decay models. Initially we assume that strong decays are driven by the same inter-quark Hamiltonian which determines the spectrum, and that it incorporates gaussian confinement. An [Formula: see text] decay matrix element of the JKJ Hamiltonian involves a pair-production current matrix elements times a scattering matrix element. Diagrammatically this corresponds to an interaction between an initial line and produced pair. In this work we apply the model to the light meson sector and calculate the decay rate, comparing with the experimental values. </jats:p
Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more
