EUFOR Althea: Appraisal and Future Perspectives of the EU’s Former Flagship Operation in Bosnia and Herzegovina. EU Diplomacy Paper 07/2011, October 2011
On 2 December 2004 the European Union launched the operation EUFOR Althea in Bosnia and Herzegovina. It was its hitherto largest CSDP operation. The fundamental strategic objective has been the contribution to a ‘safe and secure environment’ in post-war Bosnia and Herzegovina. Throughout its deployment the operation has been evolving with regard to its size, its structures and its precise tasks and objectives. Today, the force level has, on the one hand, reached a critical number and it seems questionable whether an effective intervention would still be possible if large-scale and violent conflicts re-emerged. On the other hand, the EU has increased its efforts in the capacity-building and training of the Bosnian authorities and, in particular, the armed forces of Bosnia and Herzegovina.
The present paper undertakes an analysis and evaluation of this operation with regard to the development of its tasks, size and structure and draws conclusions suggesting three possible future scenarios. Besides the conclusion that the operation can generally be considered a success, the analysis and the evaluation of the future prospects highlight that the operation is still evolving and might be in a crucial phase right now. When looking at the conditions on the ground and the perceived (lack of) willingness of the contributing nations concerning continued commitments, the current structure no longer seems appropriate. The author therefore recommends an adaptation of the mandate and a restructuring of the whole operation with regard to its composition and focus. This restructuring should, on the one hand, imply the continuation and further strengthening of the capacity-building, training and monitoring dimensions. On the other hand, the purely military dimension of the operation should, at least, be reconsidered and eventually terminated

Evaluierung von sechs Fotofallenmodellen hinsichtlich der Eignung für Fang-Wiederfang Methoden beim Eurasischen Luchs (Lynx lynx)
Digital outdoor cameras are increasingly used in wildlife research because they allow species inventories, population estimates, and behavior or activity observations. Which camera model is suitable and practical depends on environmental conditions, focus species and specific scientific questions posed. Here we focused on testing cameras appropriate for elusive species that can be identified visually owing to individual coat patterns. Specifically the camera should be adequate for calculating the minimum population of Eurasian Lynx (Lynx lynx) during a systematic monitoring with camera traps. Therefore we tested six digital camera models with regard to trigger speed and the image quality necessary for visual identification of pacing lynx on trails. The decision if a camera model is adequate for the scientific goal was regulated due to priority levels under laboratory conditions. Only one camera model proved to be suitable for camera-trap monitoring. Our practical camera test can be used to evaluate newer models of digital cameras as they become available. This application opens an avenue for a non-invasive population monitoring of rare and elusive species in a low mountain range area.Digitale Fotofallen werden weltweit in der Wildtierforschung eingesetzt. Die Einsatzgebiete sind vielfältig, sie reichen von Artenbestandsaufnahmen und Populationsschätzungen über die Verhaltensforschung bis hin zu Aktivitätsanalysen. Das jeweilig eingesetzte Kameramodell muss an die Aufnahmesituation und die Zielsetzung der Analyse angepasst sein. Das Ziel unseres Fotofallentests war es, ein Modell zu finden, welches für die visuelle Identifizierung von Fellmustern des Eurasischen Luchses geeignet ist. Die Fotofalle soll in einem systematischen Monitoring für die minimale Anzahl der im Gebiet vorkommenden Luchse und deren Populationsschätzung mit Fang-Wiederfang Methoden eingesetzt werden können. Bei dem Test von sechs Fotofallenmodellen, fiel das Hauptaugenmerk auf die Auslösegeschwindigkeit und die Bildqualität welche die nötigen Faktoren für die Sicherstellung der visuellen Identifikation von schreitenden Luchsen am Wildwechsel darstellen. Zur Entscheidungsfindung der Eignung eines Fotofallenmodells für die Fragestellung definierten wir Prioritätslevel unter Laborbedingungen. Es stellte sich heraus, dass nur ein Fotofallenmodell die Ansprüche erfüllte. Der praktische Fotofallentest kann für neuerscheinende Fotofallenmodelle adaptiert werden. Building responsible intelligent creative kids (B.R.I.C.K.): a case study of a teacher-initiated public school reform model in Newark, New Jersey.
It is a complex task to educate children and appropriately measure achievement even under ideal circumstances. However, attempts to do so in desperately poor urban environments must consider the many variables that impact learning if we are to help children succeed. Even where there is strong will to make things better, there also may be an urgency to produce immediate results that makes assessment of the big picture or broad effects difficult. This case study follows the first four years of a school turnaround model in Newark, NJ. The study goes beyond student test scores to observe and document efforts to change the school environment, impact teacher/staff/parent attitudes and skills, and assess the reform effort in the words of those who participated. A teacher–led group promised to turn around one of the state’s lowest performing and most impoverished schools. The founders, all teachers and former Teach For America alumni, created an organization based on best practices and dedicated to the success of neighborhood children. They named their educational non–profit B.R.I.C.K.—Building Responsible Intelligent Creative Kids—which is both its name and its mission. Mixed methods of data collection included the analysis 200 parent surveys, 40 teacher surveys, 40 interviews with teachers, staff and parents; archives and documents; and field observations.
Results suggest that when sustained focus on early literacy instruction and achievement is accomplished, more students learn to read at a higher level of competency in spite of extreme factors working against their success (e.g., poverty, transiency, chronic absenteeism, special needs). That said, administrators should be wary of over–interpreting single year test scores after implementing major reform, because complex factors can influence a school in a single academic year. Norm–referenced and criterion–referenced student achievement data, lessons learned by administrators, teachers, and staff, challenges, implications for best practices and resulting recommendations are presented. In an era of loss of local control of education and increased emphasis on accountability, the present study of a neighborhood–based, teacher–led school “turnaround” model provides potential guidance and inspiration to practitioners, policy makers, parents, and local citizens.Ph.D.Includes bibliographical reference
