Too many laws but very little progress! Is South African highly acclaimed information security legislation redundant?
No full textSouth Africa has myriad laws that address information security related issues.
One such law is the Electronic Communications and Transactions Act of 2002
(ECTA), which is highly regarded internationally. A study, which forms the
basis of this paper, found that not all provisions of this legislation that deal
with information security are implemented by both the government and
information security practitioners in corporate South Africa. The study found
that the South African government has a relaxed approach to implementing
some of the legal provisions regarding information security. The ECT Act
agitates for the appointment of cyber inspectors who have powers to inspect,
search and seize. A magistrate or a judge may issue a warrant requested by
the cyber inspector. Although the legislation had good intentions, the
government has not yet appointed the cyber inspectors. Although the ECT
Act was in part intended to curb the spam emails, the effect of the Act is
practically very little. The study also found that some of the information
security laws are ambiguous, for example, the Patent Act. Some of the laws
pertaining to information security are very old; they were in effect introduced before the Internet was used for commercial purposes. These include the
Merchandise Marks Act of 1941 and Copyright Act of 1978.
The findings of this study reflect that information security practitioners
were not really familiar with the avalanche of information security related
legislation. Be that as it may, the contents of the IT policies from some of the
organisations that participated in this study contain the provisions of
legislation were catered for in the policies. This should be attributed to the
fact that although information security practitioners were not consciously
trying to comply with legislation, they relied heavily on the international
standards. Most of these standards are in line with the requirements of the
South African information security related legislation. In other words,
corporate information security policies are within the framework of the
Constitution of the Republic and the applicable legislation by default. They
are not consistent with constitutional and legislative provisions by conscious
effort on the part of the information security practitioners. It is in this premise
that this study contains a concept model for legal compliance for information
security at the corporate environment. This model embodies the contribution

No full textM.M. Bakhtin\u27s fundamental claim in his seminal essay Author and Hero in Aesthetic Activity situates verbal action as the most essential constituent of human personality. A careful reading of this text reveals important truths about the relationship between free individual personhood and the nature of the speech utterance. Bakhtin connects the human experience of speech to the life and person of Jesus Christ emphasizing the incarnation and the Trinitarian view of God as essential principles for understanding the creative power of the word and consequent liabilities. Bakhtin develops these theological and philosophical coordinates around a discussion of the author-hero relationship in the novel asserting that the verbal utterance is creatively involved in building and sustaining the inner personhood of those it addresses. Bakhtin\u27s critical conclusion substantiates that from whom a word is received, and to whom the spoken word appeals has weighty influence on the type and character of human personality, and that personality\u27s relationship to authority

Applying the Pebble Motion problem: studying the feasibility of the Train Unit Shunting Problem
No full textShunting yards are the locations where trains, which are not included in the train schedule at a certain time, are parked until they are required again. Managing the parking of the trains such that all trains can leave at the desired time is a complicated task, and results in the problem formally known as the Train Unit Shunting Problem (TUSP). This problem is an NP-hard problem, and current algorithms cannot always determine whether an instance is feasible. We analyze a simplified variant of the TUSP, leaving out details from the real-world scenario to study the theoretical conditions for basic scenarios to be feasible. To this extent, we identify essential elements of the TUSP and include these in a modification of the Pebble Motion problem. Based on this Pebble Motion variant, we establish new problems that can be studied to analyze the feasibility of the TUSP. For each of these problems, we examine the complexity and look into different solution approaches.Computer Science | Software Technolog

Plant introduction, conservation and enrichment of biodiversity in M.M. Gryshko National Botanical Garden of the NAS of Ukraine
No full textThe paper deals with the main achievements of scientists of M.M. Gryshko National Botanical Garden of the NAS of Ukraine (NBG) in scientific, conservation, cultural and educational activities. The results of researches on biodiversity, conservation, plants protection, introduction, acclimatization and selection, allelopathy, medical botany, landscape design, bioindication and hemosystematycs are given. It is noted that over 14 thousands species, forms and varieties of plants, are collected in NBG, and the most unique collections attributed to the objects of national heritage. Breeders have obtained more than 300 certificates or author ship on plant varieties. NBG carries out extensive international cooperation, several new exposition of plant collection appeared in Botanical Garden. In recent years the achievements of NBG scientists were awarded by two State Awards in the field of science and technology of Ukraine
Perception of M.M. Bakhtin in the West: some general remarks
No full textIn the present work is a translation of the short introductory work of Turin’s Professor Roberto Salizzoni dedicated to the analysis of art of M.M. Bakhtin and some reflections of the author of the translation, which led him to assess creativity Russian thinker, present in this book of the Italian scientist. First of all, the author of the translation does not agree with the disparaging assessment of creativity of Bakhtin how unoriginal and more abounding plagiarism. The author of the translation argues injustice exaggerated influence on the concept of Bakhtin from literary trends and ideas, including by the media those of the so-called “circle of Bakhtin”. The necessity of considering of creativity of Russian thinker as philosophical, creativity independent and original. Such a conclusion can fail and approval of Neokantian origin of “philosophical roots” of Bakhtin’s concept of philosophy of culture
