Dimas: Gay yang Pernah Nikah Secara Heteroseksual (Sebuah Life History)
This is a life history (LH) of Dimas, a gay who had been married heterosexually. LH is aimed to understand the individual through his appreciation on experiences he feels happening in his life, as well stressing his relationship with the author. LH is also used to understand how people live and work in a colonial context (oppression), oppression against homosexuality as a minority discourse. Data in this article were obtained from Dimas’ narrations, which the author collected through in-depth interviews. Other data were obtained from Dimas’ self-portrait, and other relevant researches. Results reveal Dimas’ understanding of his sexual orientation, as well as the understanding of experiences he seems to experience. Secondly the interaction of Dimas and his culture in a social construction context and the development of the homosexuality issue in Indonesia.
Karya ini merupakan life history (LH) Dimas, gay yang pernah nikah secara heteroseksual. LH bertujuan memahami individu melalui pemaknaan dirinya atas peristiwa-peristiwa yang dimaknainya telah terjadi di kehidupannya, di samping juga menggarisbawahi hubungan individu dengan peneliti. LH digunakan untuk mengerti bagaimana manusia hidup dan bekerja dalam konteks kolonial (penindasan), dalam hal ini penindasan atas homoseksualitas sebagai wacana minoritas. Data yang digunakan di sini, yang utama adalah narasi Dimas yang peneliti peroleh melalui in-depth interview. Data lain berupa catatan harian dan potret diri Dimas, serta penelitian lain yang terkait. Hasil penelitian ini, yang pertama adalah pemaknaan Dimas atas orientasi seksualnya, termasuk pemaknaan atas rangkaian peristiwa yang menurutnya telah terjadi. Kedua adalah interaksi Dimas dengan budayanya dalam konteks konstruksi sosial dan perkembangan isu homoseksualitas di Indonesia
Os Três irmãos cantadores: Lourival, Dimas e Otacílio
The book “The Three Singing Brothers” tells the story of the lives and artistic careers of the brothers Lourival, Dimas and Otacílio. These talented singers, originally from the Northeast of Brazil, formed a trio known as the “Batista Brothers”. The book highlights the richness of popular culture and the tradition of viola singing in the region. Dimas Batista, also known as the “Prince of Violeiros”, faced more than 300 unexpected challenges throughout his career. He traveled throughout the Northeast and even reached Rio de Janeiro, where he enchanted audiences with his art. However, it was in Tabuleiro do Norte, in Ceará, that he built his family and left a lasting legacy. In addition to his singing skills, Dimas also stood out as a scholar. He sought inspiration not only in the difficulties of popular life, but also in books and in a broad worldview. His talent caught the attention of intellectuals such as Ariano Suassuna, who nicknamed him the “prince of singing poets”. Dimas Batista, também chamado de “Príncipe dos Violeiros”, enfrentou mais de 300
desafios de repente ao longo de sua carreira. Ele percorreu o Nordeste e até mesmo
chegou ao Rio de Janeiro, onde encantou o público com sua arte. No entanto, foi em
Tabuleiro do Norte, no Ceará, que ele construiu sua família e deixou um legado
duradouro.

Analisis Peraturan Bupati Banyuwangi Nomor 59 Tahun 2017 Tentang Penyelenggaraan Mal Pelayanan Publik
Tujuan dari penelitian ini adalah untuk mengetahui bagaimana pelaksanaan penyelenggaraan inovasi pelayanan publik pada mal pelayanan publik Pemerintah Daerah Kabupaten Banyuwangi. Pada penelitian ini dipergunakan adalah metode penelitian paradigma kualitatif, analisa data menggunakan redukdi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukan Aspek komunikasi: Transmisi, kejelasan kebijakan maupun konsistensi kebijakan dalam inovasi mal pelayanan publik di Kabupaten Banyuwangi sudah efektif; Aspek sumberdaya: Sumber daya manusia, informasi dan wewenang dalam inovasi mal pelayanan publik di Kabupaten Banyuwangi sudah efektif, namun sumber daya anggaran dalam inovasi mal pelayanan publik di Kabupaten Banyuwangi masih belum mencukupi untuk menjangkau seluruh kebutuhan masyarakat di Kabupaten Banyuwangi. Aspek disposisi: sikap pelaksana dalam inovasi mal pelayanan publik di Kabupaten Banyuwangi dapat bekerjasama dengan baik dengan melaksanakan tugas dan wewenangnya masing-masing, namun terdapat kecenderungan perilaku negatif dari implementasi mal pelayanan publik di Kabupaten Banyuwangi. Aspek birokrasi pada inovasi mal pelayanan publik di Kabupaten Banyuwangi sudah efektif karena sudah melaksanakan masing-masing tugasnya dan sudah menjalankan tugasnya sesuai dengan prosedur yang sudah ditetapkan pada Perbup No 59 tahun 2017 tentang Penyelenggaraan Mal Pelayanan Publik. Hasil penelitian ini menunjukkan, bahwa (1) Bentuk pelaksanaan implementasi mal pelayanan publik di Kabupaten Banyuwangi. Administrative Constraints in U.S. Immigration Governance
This project hosts the working paper "Administrative Constraints in U.S. Immigration Governance: An Institutional Analysis of Systemic Constraints".
The paper examines structural administrative constraints embedded in the institutional architecture of the United States immigration governance system. Rather than focusing on ideological debates or legislative proposals, the research analyzes how procedural fragmentation, multi-agency coordination, judicial backlogs, and administrative rule volatility generate systemic bottlenecks in immigration policy implementation.
The study maps the interaction between federal agencies including CBP, ICE, USCIS, and EOIR, highlighting how overlapping institutional responsibilities and procedural complexity affect operational efficiency in case processing and enforcement outcomes.
By focusing on administrative architecture rather than political ideology, the research contributes to a structural understanding of immigration governance challenges and provides a framework for discussing institutional reform and procedural stabilization within the U.S. immigration system.

IMPLEMENTASI ETIKA PERUSAHAAN PADA KANTOR BKD (BADAN KREDIT DESA) DI KECAMATAN PANJI KABUPATEN SITUBONDO
Berdasarkan hasil penelitian bahwa terdapat beberapa faktor tang
mempengaruhi etika perusahaan yaitu: mampu memahami kondisi etika perusahaan pada
kantor BKD di Kecamatan Panji Kabupaten Situbondo sehingga banyak faktor
pendukung yang membuat etika itu bertahan lama. Faktor-faktor adalah : (a) Faktor
kepercayaan dari atasan. Faktor ini sangat berpengaruh, karena faktor inilah semua
karyawan dapat bebas memberikan kreatifitas yang ada dalam dirinya untuk bekerja
semaksimal mungkin dan menghasilkan cara kerja yang baik. (b) Faktor kerjasama antar
karyawan lama dan karyawan baru. Faktor ini membuat semua karyawan merasa nyaman.
Biasanya karyawan lama itu bertindak semenah-menah terhadap karyawan baru dan
saling menjatuhkan. Namun hal itu tidak terjadi di BKD di Kecamatan Panji Kabupaten
Situbondo. Kerjasama yang baik ditunjukkan oleh karyawan lama dan karyawan baru,
sehingga karyawan baru bisa lebih mengerti dan nyaman dalam bekerja dengan bantuan
dari karyawan lama. Dari faktor ini atasan tidak membeda-bedakan karyawan. (c) Faktor
saling jujur dan menaati peraturan. Dengan adanya sifat karyawan yang saling jujur dan
menaati peraturan, maka pekerjaan yang dilakukan berjalan dengan lancar dan disiplin
hal ini membuat pekerjaan yang dilakukan oleh karyawan itu menghasilkan budaya yang
positif. Dengan saling jujur maka pekerjaan akan dapat dipantau dan dengan menanti
peraturan membuat pekerjaan yang dilakukan itu minim kesalahan.
Berdasarkan proses yang dikembangkan dalam penelitian maka masalah
penelitian yang diajukan dan telah mendapat justifikasi melalui hasil wawancara peneliti
dengan pimpinan, karyawan dan nasabah BKD di Kecamatan Panji Kabupaten
Situbondo. Menyimpulkan bahwa hasil penelitian budaya perusahan dan etika perusahaan
di kantor BKD Kecamatan Panji Kabupaten Situbondo dapat dilaksanakan sesuai dengan
apa yang telah disepakati dan tertuang dalam peraturan antara perusahaan dan karyawan
juga nasabah
Empowerment of Pondok Mimbo Coastal Communities in an Effort to Increase Awareness of Population Administration and Fisherman Independence
Abstract
Pondok Mimbo, Sumberanyar Village is one of the largest fishing villages in Situbondo Regency after Kilensari Village, Panarukan District. The people of Pondok Mimbo are mostly indigenous people whose lineage comes from Madura, East Java. Pondok Mimbo Village is a mainstay area of Situbondo Regency which has an important role in realizing Situbondo Regency as a marine area on the north coast of Java. This study finds the right empowerment model for the coastal community of Pondok Mimbo and analyzes efforts to increase awareness of population administration and the independence of fishermen in Pondok Mimbo. This research is included in descriptive qualitative research with a sociological approach, or in public administration research commonly referred to as applied normative/empirical normative. The empowerment model which aims to build the independence of the fishermen of Pondok Mimbo can be implemented with the cooperation and participation of the community. There needs to be a synergy between the role of the government, both village officials and other relevant agencies, NGOs or related companies, campuses, and the fishing communities themselves. There are supporting factors and inhibiting factors that must be considered and solutions are sought. Supporting factors include the development of the concept of awareness in carrying out all kinds of activities in accordance with the existing population administration, tourism potential and fishery production, active village officials, and the readiness of human resources to motivate themselves and receive assistance and various trainings. The inhibiting factors include limited capital, natural factors, infrastructure, lack of interest in tourism, purchasing power and interest in water games, non-routine income, workers' salaries that are less than the minimum wage, human resources, and lack of awareness of the population. administration, legal aid, and legal protection.

Implementasi Kebijakan Kampung KB di Kabupaten Banyuwangi (Studi pada Desa Jambewangi yang Mendapatkan Gelar sebagai Kampung KB Percontohan Tingkat Provinsi dan Nasional di Tahun 2019)
Pemerintah Kabupaten Banyuwangi bersama jajarannya dalam hal ini direpresentasikan sebagai context setter dalam implementasi kebijakan kampung KB di Kabupaten Banyuwangi. Penelitian ini digunakan metode penelitian kualitatif, melalui pendekatan deskriptif. Hasil penelitian ini menunjukkan dari ke-4 variabel dalam pengukuran Efektivitas Pelaksanaan Kampung KB di Desa Jambewangi Kecamatan Sempu Kabupaten Banyuwangi di ketahui 2 variabel telah terlaksana dengan baik yaitu pada variable Ketepatan Sasaran Program dan Sosialisai Program, sedangkan 2 variabel lainnya yaitu Keberhasilan Tujuan Program, dan Evaluasi Program belum berjalan dengan maskimal. Hal ini di karenakan Kurangnya jumlah SDM yang terlibat dalam pelaksanaan kampung KB, kurangnya anggaran dana, waktu pelaksanaan program yang relatif singkat, serta kurangnya partisipasi kelompok kerja kota dalam evaluasi program

The government achievement target is to maintain public consumption and encourage the effectiveness of regional spending. The descriptive qualitative research method aims to obtain a description (description) of the role of MSMEs in developing the welfare of rural communities in Banyuwangi Regency.
