Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. E-codemocracia: o estado ambiental articulado em um estado-rede e o direito fundamental de acesso à internet como elementos da proteção procedimental do meio ambiente no cyberespaço
A proteção do meio ambiente na sociedade-rede tem contornos substancialmente diferenciados. De um lado, a relevância dessa tarefa implica em sua transformação em um objetivo estatal fundamental que, alinhado à característica precauciosa e procedimental da preservação da natureza – ancorada no diálogo social – conformam um Estado Ambiental. De outro, as tecnologias da informação, especialmente a Internet, estabelecem as bases de um cyberespaço no qual a comunicação é instantânea e descentralizada, eliminando hierarquias comunicativas e permitindo, assim, o advento de uma sociedade-rede que necessita de um Estado-rede para cumprir tarefas essenciais relacionadas à governança da comunicação nesse contexto. Enfrentar a incerteza inerente ao conhecimento sobre o ambiente significa reconhecer a insuficiência do Estado para, sozinho, determinar diretrizes de proteção ambiental, do que decorre a necessidade de criação de regras processuais relacionadas à informação ambiental, à participação pública em processos decisórios e o acesso à justiça. A proteção por meio do processo garante então maior transparência das decisões, maior aceitação dessas decisões pelos indivíduos e, principalmente melhores decisões. Localizar essa procedimentalização no cyberespaço significa utilizar o formato de rede da malha comunicativa para obter maior produção, disseminação, análise e compreensão da informação ambiental; efetivo debate democrático e qualificada participação nos processos decisórios ambientais sob uma estrutura arejada de cyberdemocracia; efetivo acesso à justiça por meio do processo eletrônico. O acesso à Internet constitui, então, um direito fundamental social cuja eficácia não é meramente programática.Environmental protection in the network society has substantially differentiated features. On one hand, the relevance of such task requires its transformation into a fundamental state objective, which, in line with the precautionary and procedural – anchored on social dialogue – attributes of nature‟s preservation, outline an Environmental State. On the other hand, information technologies, especially the Internet, lay the foundations of a cyberspace in which communication is real-time and decentralized, eliminating communication hierarchies and allowing, thus, for the genesis of a network society that requires a network state that can fulfill essential tasks related to the governance of communication in this context. Facing the uncertainty inherent to environmental knowledge means acknowledging the state‟s inadequacy to alone determine guidelines for environmental protection, which results in the need for the creation of procedural rules related to environmental information, public participation in decision-making processes and access to justice. Protection through process ensures higher levels of both decision transparency and decision acceptance by individuals, as well as, and more importantly, better decisions. Allocating this proceduralization on cyberspace entails using the network-format of the communications thread in order to obtain higher production, dissemination, analyses and comprehension of environmental information; effective democratic debate and quality participation in environmental decision-making processes on a forwardly structured cyberdemocracy; effective access to justice by means of electronic judicial procedure. Combinando Bibliotecas de Anúncios com Checagem de Fatos para Aumentar a Transparência sobre a Desinformação
Ainda que muitas pessoas associem fake news a políticos, um componente fundamental da atual crise de desinformação ameaçando democracias é o fenômeno de sites que produzem desinformação por razões comerciais. Pessoas e organizações sem escrúpulos lucram emulando o estilo de comunicação de veículos de imprensa tradicionais, mas sem o esforço para cumprir diretrizes jornalísticas básicas na produção de informação verídica. A razão pela qual esse modelo de negócios é viável é que uma parcela crescente do dinheiro para anúncios é alocada por algoritmos. Veículos obscuros não atrairiam receita substancial de propaganda se as empresas estivessem tomando decisões individualizadas sobre onde colocar seus anúncios. Mas o micro direcionamento removeu o incentivo dos anunciantes de associar sua marca somente a fontes de notícias com boa reputação. Em substituição ao antigo modelo, agora as empresas anunciantes recebem uma oferta de grupos demográficos cuidadosamente demarcados e tomam decisões baseadas em quem atingir com a propaganda, em vez de decisões sobre qual site patrocinar. Decisões automatizadas de alocação de anúncios podem ser obscuras até para os próprios anunciantes. Este artigo adota metodologia teórica para identificar uma possível solução para mitigar o problema. O resultado encontrado é de que uma resposta regulatória que criasse mais transparência para os anúncios algorítmicos, assim realinhando os incentivos dos anunciantes, negaria receita de propaganda a publicadores de desinformação prejudicial. A melhor forma de alcançar esse objetivo é fornecer às empresas anunciantes e ao público em geral um conjunto de dados detalhados em larga escala sobre gastos com propaganda que seja cruzado com bases de dados de checagem de fatos

O art. 20 do Código Civil brasileiro é normalmente interpretado pelo Judiciário nacional como uma cláusula que obriga autores de manuscritos especialmente – mas não apenas – biográficos a obter autorização de todas aquelas pessoas mencionadas no texto como condição sem a qual é vedada a publicação. Nesse trabalho pretende-se apresentar a jurisprudência de cortes constitucionais ou de direitos humanos estrangeiras com o intuito de mostrar a interpretação e a solução dada por tais cortes ao conflito existente entre liberdade de expressão e privacidade. Por meio de levantamento de decisões judiciais, com apoio em revisão de literatura, conclui-se que nos tribunais analisados a interpretação da melhor resposta difere largamente da brasileira. O art. 20 seria invalidado se aplicado o entendimento atual da Corte Interamericana de Direitos Humanos, da Corte Europeia de Direitos Humanos, da Suprema Corte dos Estados Unidos ou do Tribunal Constitucional Federal da Alemanha. Em suma, tal norma não seria aceita por permitir censura prévia; por não dar tratamento diferenciado publicações com conteúdo político ou envolvendo pessoas públicas; e por dar peso maior à honra pessoal que ao direito de liberdade de expressão, violando o núcleo essencial desse último. Art. 20 of the Brazilian Civil Code is commonly interpreted by the Brazilian Judiciary as a clause that forces authors of – especially, but not only – bibliographical works to obtain authorization from all those people mentioned in the text as a condition without which publication cannot ensue. In this article we intend to present case law of foreign constitutional and human rights courts in order to show the interpretation and solution given by such courts to the existing conflict between free speech and privacy. By compiling court rulings and with the support of literature review, we conclude that the analyzed courts have a largely different understanding from that of Brazil. Art. 20 would be invalidated according to the current understanding of the Inter-American Court of Human Rights, the European Court of Human Rights, the American Supreme Court or Germany’s Federal Constitutional Court. The disposition would be struck down mainly for allowing prior restraint; for not treating differently publications with political speech and involving public figures; and for prioritizing personal honor over the right to free speech, violating the right’s essential core
