    Breaking the Subjective Bias: Rethinking the Talent Management Model in the Ministry of Home Affairs

    Objectives: The objective of this research is to address subjective elements in talent management assessment in civil service organizations, focusing particularly on the Ministry of Home Affairs. By investigating the effectiveness of the Sikerja application and proposing solutions to enhance objectivity, the study seeks to contribute practical insights for advancing talent management practices.Methodology: This research employed qualitative research, utilizing a case study approach. Through in-depth interviews with key personnel and a thorough literature review, data is collected and analyzed comprehensively.Finding: The study reveals significant shortcomings in Sikerja's ability to address subjectivity in performance appraisal at the Ministry of Home Affairs. It lacks rigorous testing and is influenced by personal biases, undermining its reliability. To develop a more effective talent management framework, the study proposes adopting a Data-Driven Decision-Making (DDDM) approach. This involves establishing an independent team to analyze performance data objectively, ensuring fairness and transparency. Finally, the study recommends developing a talent management model based on Berger's concept and data for continuous improvement.Conclusion: Developing a talent management model for the Ministry of Home Affairs requires an understanding of the current situation. The review of the Sikerja application highlights its limitations; subjectivity in assessments and the lack of scientific validation in its methods, which hinder its efficacy. Therefore, the author suggests adopting a Data-Driven Decision-Making (DDDM) approach in talent management. DDDM offers a robust solution by establishing an independent data analysis team, ensuring objectivity, and identifying areas for improvement. Integrating DDDM principles into all talent management stages will establish a framework promoting objectivity, transparency, and fairness, ultimately optimizing the workforce's potential

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods

    Adanya bank yang dilikuidasi atau dalam kondisi bank yang tidak diperbolehkan beroperasi oleh pemerintah dikarenakan kondisi dan keadaan bank menurut penilaian BI telah membahayakan bagi kepentingan masyarakat dan perekonomian nasional khususnya pada sektor perbankan nasional. Bank yang telah tidak beroperasi atau bahkan dicabut izin usahanya adalah bank yang dinyatakan tidak sehat, sedangkan PT. Bank Pembangunan Daerah (BPD) Kalimantan Timur Kantor Pusat Samarinda perlu menerapkan prinsip kehati-hatian oleh pengelola dan pemecahan masalah segera mungkin sehingga tidak menghambat pada kegiatan lainnya. Perlunya melakukan kajian atas tingkat kesehatan bank yang dilakukan setiap saat agar kekurangan yang didapat segera diatasi serta menentukan arah untuk kemajuan bank. Untuk menilai kesehatab Bank maka penelitian ini menggunakan Analisa CAMEL yang digunakan untuk menjawab hipotesis penelitian yang diajukan.Hasil dari penelitian ini pada hipotesis pertama diketahui Perkembangan kinerja PT Bank Pembangunan Daerah Kalimantan Timur Tbk di Samarinda tahun 2010-2012 ditinjau dari rasio Capital Adquecy Sehat dengan nilai CAR >8%. Kemudian hasil dari penelitian ini pada hipotesis kedua diketahui Perkembangan kinerja PT Bank Pembangunan Daerah Kalimantan Timur Tbk di Samarinda tahun 2010-2012 ditinjau dari rasio Asset Quality Sehat dengan nilai KAP antara 0-10,35%. Kemudian hasil dari penelitian ini pada hipotesis ketiga diketahui Perkembangan kinerja PT Bank Pembangunan Daerah Kalimantan Timur Tbk di Samarinda tahun 2010-2012 ditinjau dari rasio Management Sehat dengan nilai NPM antara 33 – 40.Hasil dari penelitian ini pada hipotesis keempat diketahui Perkembangan kinerja PT Bank Pembangunan Daerah Kalimantan Timur Tbk di Samarinda tahun 2010-2012 ditinjau dari rasio Earning’s Sehat dan nilai ROA > 1,215%.dan nilai BOPO < 93,52%. Kemudian hasil dari penelitian ini pada hipotesis kelima diketahui Perkembangan kinerja PT Bank Pembangunan Daerah Kalimantan Timur Tbk di Samarinda tahun 2010-2012 ditinjau dari rasio Liquidity Sehat dengan nilai LDR < 94,75

    Perkembangan media sosial berbasis internet membuat peran media sosial saat ini semakin meningkat secara signifikan, terutama di bidang politik. Bahkan, elektabilitas suatu partai dapat dipengaruhi oleh impresi publik yang dibentuk oleh media sosial. Dari fenomena tersebut, penulis secara khusus tertarik untuk mengkaji program dan strategi media sosial twitter dan facebook dari partai Gerindra. Tujuan penelitian ini adalah untuk menganalisis bagaimana penggunaan media sosial oleh partai Gerindra mempengaruhi citra dan dukungan publik terhadap partai tersebut. Penelitian ini sendiri menggunakan metode kualitatif dengan studi analisis wacana yang mengadaptasi logika media sosial dari Van Dijk-Poell yakni programabilitas, popularitas, konektivitas, dan datafikasi ke dalam komunikasi politik yang dilakukan Gerindra melalui media sosialnya. Hasil penelitian menunjukkan bahwa Gerindra dengan baik telah mengimplementasikan logika media sosial dalam strategi pemasaran politiknya. Partai ini juga berhasil menciptakan ikatan yang kuat serta menarik perhatian publik, khususnya generasi muda, yang kemudian menjadi manifestasi dalam pemilu 2024 mendatang. Strategi ini menghasilkan tren positif bagi partai, hasil beberapa survei pada tahun 2021 menunjukkan bahwa kaum milenial dan Generasi Z lebih cenderung memilih Prabowo (Ketua Umum Gerindra) sebagai presiden. Seiring dengan dominasi media sosial, konsep logika media sosial menjadi suatu hal yang tidak dapat ditinggalkan bagi para aktor politik. Terakhir, dengan kemajuan teknologi, diperkirakan persaingan partai politik digital di media sosial akan semakin ketat pada tahun 2024

    We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
