Assessing Redistribution in the Uruguayan Social Security System
No full textWe assess redistribution in the Uruguayan main pension and unemployment insurance programs on a lifetime basis. Using administrative records from social security, we simulate lifetime declared labor income and flows of contributions and benefits of affiliates to the programs. Expected present values of income and net flows are also computed. Equipped with these estimations we construct standard measures of distribution and redistribution of lifetime labor income through the social security system. Our findings suggest that these programs reduce income inequality. In particular, social Security reduces the Gini coefficient of expected lifetime formal labor income by almost 2 percentage points.Redistribution; Social Security; Uruguay

No full textThis paper summarizes the main findings in a series of coordinated studies conducted to assess the impact of social security programs on the distribution of lifetime labor income in Argentina, Brazil, Chile, Mexico and Uruguay. The country-case studies find varying degrees of redistribution, with PAYG-DB and mixed programs redistributing more than individual savings accounts programs. Notwithstanding, it is the Chilean individual savings accounts program, combined with the recently reformed solidarity pillar, the one that contributes more to reducing inequality in this group of countries.Redistribution, Social Security

O duplo significado do sentir e do pensar nas obras de Alberto Caeiro e Descartes

Programa de Pós-Graduação em LiteraturaA pretensão desta dissertação intitulada O duplo significado do sentir e do pensar nas obras de Alberto Caeiro e Descartes é investigar a relação entre o sentir e o puro pensar, usando como referência a poesia O Guardador de Rebanhos, de Alberto Caeiro, que apresenta de forma evidente o tema; e como este assunto é tratado nas Meditações Metafísicas de René Descartes, também de forma claramente visível. Podemos perceber em ambos os autores, uma diplopia, uma espécie de duplo olhar sobre a relação sentir e puro pensar. No primeiro capítulo vou falar sobre a tese do duplo olhar de Descartes, a respeito da relação sentir e puro pensar na leitura de Merleau-Ponty, salientando a visão de natureza. No segundo capítulo, parto da leitura das três primeiras Meditações Metafísicas para caracterizar a tensão que se pode verificar entre Descartes e Alberto Caeiro quando se referem ao puro pensar. O foco principal de Descartes, nas três primeiras Meditações, é o pensar puro, e neste ponto Alberto Caeiro critica o pensar puro. No terceiro capítulo, analisando as três últimas Meditações, percebe-se que há uma virada no pensamento de Descartes, no qual o autor inverte seu ponto de vista, aproximando-se da idéia de Alberto Caeiro. No quarto capítulo, mostrarei a leitura que outros autores fazem acerca do sentir e do pensar na obra de Alberto Caeiro, mostrando que assim como Descartes, este também ostenta uma diplopia, não do sentir, mas do pensar. The pretension of this work entitled O duplo significado do sentir e do pensar nas obras de Alberto Caeiro e Descartes is to investigate the relationship between the feeling and the pure thinking, using as reference the poetry O Guardador de Rebanhos, by Alberto Caeiro, that presents in an evident way this theme; and as this subject is treated in René Descartes' Metaphysical Meditations, also in a clearly visible way. It is possible to notice in both authors, the diplopy, a sort of double look about the relationship between feeling and pure thinking. The thesis about Descartes'double look regarding the relation of feeling and pure thinking, in Merleau-Ponty reading, pointing out the nature vision, will be treated in the first chapter. In the second chapter, I start from the reading of the first three Metaphysical Meditations to characterize the tension that can be verified between Descartes and Alberto Caeiro when they refer to the pure thinking. Descartes' main focus in the first three Meditations is pure thinking and, in this point, Alberto Caeiro criticizes pure thinking. In the third chapter, analyzing the last three Meditations, it is possible to notice that there is an alteration in Descartes' thought, in which the author inverts his point of view, approaching of Alberto Caeiro's idea. In the fourth chapter, I will show the reading that other authors do concerning feeling and thinking in Alberto Caeiro's work, showing that as well as Descartes, this also shows a diplopy, not of feeling, but of thinking

Condiciones sinópticas asociadas con la génesis, evolución y transición tropical de la Tormenta Subtropical Alberto
No full textCuba a menudo es azotada por ciclones tropicales, pero la afectación directa de un ciclón subtropical no había sido reportada con anterioridad. Sin embargo, en mayo de 2018, las regiones occidental y central del archipiélago cubano experimentaron la influencia de las fuertes precipitaciones asociadas con la tormenta subtropical Alberto. Este sistema contribuyó significativamente al acumulado nacional de mayo, calificado como el segundo mayor para cualquier mes del año desde 1961; consecuentemente, tuvo un importante impacto en los recursos hídricos y en la agricultura de Cuba. Es por ello que el presente artículo tiene como objetivo principal analizar la particular situación sinóptica que favoreció la génesis, evolución y transición tropical de Alberto. Para ello fueron utilizados los mapas sinópticos del campo de viento, así como de las variables: altura geopotencial, temperatura del aire y temperatura superficial del mar. La información disponible se complementó con las imágenes de satélite y los diagramas de fase. Como resultado, se evidenció que la irrupción de una vaguada de los oestes de la tropósfera superior y su permanencia sobre el sudeste del golfo de México y el Caribe occidental, generó el ambiente sinóptico favorable para la génesis de este sistema. Además, se comprobó que el elevado gradiente de temperatura entre la superficie oceánica y el nivel de 500 hPa estableció la condición de inestabilidad que, en combinación con la difluencia superior y la cizalladura vertical del viento generada por la vaguada, propiciaron la formación del ciclón subtropical y el desarrollo del mismo. Finalmente, el desplazamiento del sistema hacia una región de más débil cizalladura vertical del viento y la persistencia de la convección profunda, favorecieron la transición tropical de Alberto
Indexing pensions
No full textPension indexation should anchor the parameters of the pension system to one or more economic and demographic variables to ensure that the system is implemented in a sustainable way, while minimizing distortions affecting important economic choices. Arguing that financial sustainability, incentive compatibility and consistency across multiple government programs are critical, the author examine the many linkages between the various parameters of pension schemes. Finally, the author turn to the cost of the insurance dimension of indexation, and suggest that option pricing techniques could be used to price indexation guarantees, and that this approach may suggest refinements to indexation practice not thus far implemented.Emerging Markets,Debt Markets,Pensions&Retirement Systems,Economic Theory&Research,Markets and Market Access
