    Fighting fiscal corruption: The case of the Tanzania Revenue Authority

    Over the last decade several African countries have undertaken comprehensive reforms of their tax administrations, with the aims of increasing revenue and curbing corruption. This paper examines recent experiences in the fight against corruption in the Tanzania Revenue Authority. Two lessons of broader relevance are highlighted. Firstly, even with relatively high wages and good working conditions, corruption may continue to thrive. In a situation where there is high demand for corrupt services, it is unrealistic to provide tax officers with pay rates that can compensate for the amount gained through bribery. Without extensive and effective monitoring wage increases may produce a highly paid but also highly corrupt tax administration. Secondly, hiring and firing procedures may lead to more corruption. Corrupt tax officers often operate in networks, which also include external actors. The manner in which the administrative reform was implemented in Tanzania, where many of those fired were recruited to the private sector as 'tax experts', seems to have strengthened the corruption networks. This partly explains why the positive process experienced in the initial phase of the new revenue authority was later reversed.Corruption Tax evasion Tax administration Incentives

    Peter Forsgren, Departement of Film and Literature, Linnaeus University  “do you give me permission to write a novel about you?”: Elin Wägner’s Unmasked – Secretive and the women writers’ Bildungsroman (“ger du mig lov att skriva en roman om dig?” Elin Wägners Genomskådad – Hemlighetsfull och den kvinnliga bildningsromanen)  This article analyzes Elin Wägner’s autobiographical twin novel Genomskådad—Hemlighetsfull (Unmasked—Secretive), published 1937–38, by placing it in the tradition of women writers’ Bildungsroman. The aim of the author was to describe her own development as a feminist from the early 20th century to the 1930’s and at the same time the history of women liberation movement during the same period. In contrast to the traditional Bildungsroman and the ideal of harmony between the hero and the society in the end, the women writers’ Bildungsroman explores the injustices of the patriarchal society and at the same time the need for a new kind of society that brings women freedom and possibilities to develop themselves, something that gives these novels utopian qualities.  As the analysis shows, the character Ethel bears many similarities with the young Elin Wägner, while the main character and narrator, Agnes, who is radicalized by World War I, step by step develops a feminism that the author embraced by the time the twin novel was written. This was a feminism inspired by ideas of matriarchy which underlined the importance of peace, not only between nations but also between man and nature. A third part of this autobiographical Bildungsroman was planned, but instead Elin Wägner wrote Väckarklocka (Alarm Clock), published 1941. This book became the author’s testament and in it she discusses the three main themes in her authorship: women, peace and the environment. In Väckarklocka Elin Wägner speaks with a strong personal voice in the manner defined by Susan Snaider Lanser, and the twin novel can be read as a story about how this voice was developed and why

    Hvordan kan sykepleier fremme økt sårtilheling hos pasienter med kroniske venøse leggsår?

    Bakgrunn: Kroniske venøse leggsår er et stort problem i verdensbefolkningen. Mange pasienter kan leve med sårene i flere måneder eller år, og opplever betydelige utfordringer knyttet til smerte, eksudat og redusert bevegelighet. Det er også uenigheter i helsevesenet om hvilke tiltak som fremmer sårtilhelingen best. Hensikt: Hensikt med oppgaven er å undersøke hvordan sykepleier kan fremme sårtilheling til pasienter med kroniske venøse leggsår. Metode: Oppgaven er en litteraturstudie, som har blitt utført gjennom en systematisk og strukturert søkeprosess i databasene PubMed og Cinahl. Søket har resultert i syv forskjellige forskningsartikler i begge databasene, hvor artiklene er av kvantitativ karakter. Utvelgelsen av artiklene ble basert på forhåndsdefinerte inklusjons- og eksklusjonskriterier, samt oppgavens avgrensning og en kritisk vurdering av artiklenes relevans og kvalitet. Det har også blitt utført et supplerende søk i PubMed, hvor det er inkludert to artikler. Resultater: Fire hovedtemaer ble identifisert: kompresjonsbehandling, antiseptiske bandasjer, aktivitet og, ernæring og kroppsvekt. Kompresjonsbehandling øker sårtilheling ved å redusere ødemer og fremme venøs tilbakestrømming. Antiseptiske midler som sølv og jod reduserer infeksjoner og fremmer sårtilheling. Mobilisering, inkludert strukturerte treningsprogrammer, øker sirkulasjonen og reduserer antall dager med sår. Riktig ernæring er et viktig tiltak for å fremme sårets tilheling. Samtidig vil kroppsvekt også ha en innvirkning på kroniske venøse leggsår. Konklusjon: Kompresjonsbehandling, bruk av antiseptiske bandasjer, fysisk aktivitet, kroppsvekt og riktig ernæring er gode tiltak for å fremme sårtilheling. En helhetlig tilnærming vil fremme sårtilhelingen på en god måte hos pasienter med kroniske venøse leggsår. Tilpasning av behandlingen til den enkelte pasient er essensielt for å oppnå best mulig resultat. Sykepleier har en sentral rolle i å koordinere og utføre disse tiltakene for å sikre optimal omsorg og helbredelse. Many patients can live with these ulcers for several months or years, experiencing significant challenges related to pain, exudate, and reduced mobility. There are also disagreements within the healthcare system regarding which measures best promote ulcer healing. Aim: The purpose of the assignment is to examine how nurses can promote wound healing in patients with venous leg ulcers. Method: The assignment is a literature review conducted through a systematic and structured search process in the PubMed and CINAHL databases. The search resulted in seven different research articles from both databases, all of which are of a quantitative nature. The selection of articles was based on predefined inclusion and exclusion criteria, as well as the scope of the assignment and a critical assessment of the relevance and quality of the articles. Additionally, a supplementary search was conducted in PubMed, which included two articles. Results: Four main themes were identified: compression therapy, antiseptic dressings, activity, and nutrition and body weight. Compression therapy enhances wound healing by reducing edema and promoting venous return. Antiseptic agents such as silver and iodine reduce infections and facilitate wound healing. Mobilization, including structured exercise programs, improves circulation and reduces the number of days with ulcers. Proper nutrition is a crucial measure to promote wound healing. Concurrently, body weight also impacts chronic venous leg ulcers. Konklusjon: Compression therapy, the use of antiseptic dressings, physical activity, body weight management, and proper nutrition are effective measures for promoting wound healing. A holistic approach will effectively promote wound healing in patients with chronic venous leg ulcers. Tailoring the treatment to the individual patient is essential for achieving the best possible outcome. Metod: Studien utgår från en kvalitativ forskningsmetod med ett abduktivt synsätt. Det empiriska materialet har samlats in genom semistrukturerade intervjuer med 12 respondenter. Studieobjektet är en organisation inom vårdbemanning, som under år 2022 genomgått ett företagsförvärv, vilket är studiens undersökta förändringsprocess. Resultat &amp; slutsats: Studiens resultat visar att organisatoriska faktorer såsom ledarskap, företagskultur och kommunikation har påverkan på anställdas förändringsvilja. Organisationen har genom öppen kommunikation varit mer framgångsrik vid implementeringen av förändringen. Method: The study is based on a qualitative research method with an abductive approach. The empirical material has been collected through semi-structured interviews with 12 respondents. The object of study is an organization in healthcare staffing, which in 2022 underwent a company acquisition, which is the study's investigated change process.  Result &amp; conclusion: The results of the study show that organizational factors such as leadership, corporate culture and communication have an impact on employees' willingness to change. Through open communication, the organization has been more successful in implementing changes. At the same time, the study finds that the employees are motivated to the change process in an open corporate culture where the leaders focus on making the employees participate in the change. Employees are more likely to accept and participate in the change process when there is an interaction between the organizational factors: corporate culture, leadership and communication.Corporate culture, leadership and communication can be used as a tool for organizations to motivate employees if resistance exists.Resistance should be considered as a tool for organizations to improve the process by observing the challenges that arise in connection with change processes. Contribution of the thesis: The study contributes with an understanding of the fact that resistance is a necessary phenomenon that organizations should not strive to eliminate completely. Suggestions for future research: The conclusion of the study is that organizational factors such as corporate culture and leadership are important for organizations to successfully implement changes. Where communication, as an organizational factor, has a greater role in ensuring that the implementation of the change process does not fail.     50 years of IATUL: current status and achievements

    The author discusses the role of International Association of Technological University Libraries (IATUL) in providing leadership to the Information professionals in technological university libraries. An attempt is made to comprehend the present status of IATUL and analyze the activities and contribution it has made to overcome the range of challenges facing by tertiary level Technological libraries throughout the world. SWOT analysis is used to assess the achievements, failures and ascertain constraints. The author has relied on web sites as well as ephemeral material such as minutes, annual reports, newsletters, and memoranda to construct this article. Meeting and Interview with IATUL present and past presidents and other office bearers of the associations provided useful sources of information.     I den värld vi drömmer om : utopin i Elin Wägners trettiotalsromaner

    The aim of this present thesis is to present the Utopian scheme in Elin Wägner’s novels of the nineteen-thirties: Dialogen fortsätter (1932) (“The Dialogue Continues”), Mannen vid min sida (1933) (“The Man by my Side”), Genomskådad (1937) (“Unmasked”) and Hemlighetsfull (1938) (“Mysterious”). With her authorship Wägner was aiming for a new social order, a radical change, polväxling (a shift of poles). That was to be an alternative to the predominant patriarchal system. Elin Wägner used her literary works as a means to inþuence, and therefore an obvious tendency can be found in all her texts. My method is to read the message out of the novels. In the Þrst chapter I introduce the image of the author as a pioneering feminist. Then Þve chapters of analysis follow. In the second chapter the love meeting of the novels is focused: the encounter between woman and man is seen as a relation of power inherent in the patriarchal order. Pierre Bourdieu contributes with the theoretical framework, and his theory of the meeting as a play between actors out of Þxed positions is introduced. The complications of the play are dealt with in the novels, but at the same time a possibility to transgress or transcend them is suggested. This is the goal of emancipation and an underlying trait of the Utopian scheme. This discussion forms the framework of the analysis throughout the rest of the thesis. In the third chapter the literary and ideological climate of the nineteen-thirties is described, and the role of Elin Wägner is focused. The decade is characterised by Primitivism and a notable interest in sexuality, but also by an ideology of functional sexuality and comradeship. These phenomena were mainly discussed in the genre of emancipation, which the new female writers used. At the same time as Wägner’s authorship is paralleled with these conclusive differences are emphasised. The most significant one is that Wägner’s realistic narrative contains mysticism. The decisive moment of insight and inspiration, which emanates from the mysterious symbiotic or passionate unio mystica, is discussed in the fourth chapter. In the Þfth chapter the idea is suggested that the enlightening moment is a spark, which triggers off creativity. This concept is matched with the concept of motherliness, and the idea of samhällsmoderskap (social motherhood) is introduced. The question whether there is a speciÞc female creativity is asked, and the importance of the female tradition is stressed. Wägner’s interpretation of the myth of the archaic mother, the Great Mother, is also dealt with. The theme of motherliness is varied out of an ideological point of view in the sixth chapter. The question whether Elin Wägner, as suggested, should be considered as a radical feminist and an advocate of a woman-sovereign alternative to the patriarchal system or as a defender of a mother-cult is put forward.
